gy  Hollidaysburg Sewer Authority 4011 BairSinatlialiayhu,emyhmaaloais 814/695-7543  HOLLIDAYSBURG SEWER AUTHORITY MEETING BOROUGH COUNCIL CHAMBERS SEPTEMBER 11, 2023 AT 5PM  The Sewer Authority Meeting was called to order at 5:00pm by Chairman Regis Nale, who presided. The following authority members were present - James Burke, James Fitch, Carol Gale, and Randall Manning. Also in attendance were Frank Hicks, Jr., Director of Wastewater Operations; Dan Beyers of the EADS Group; and Jessica Oswald, Recording Secretary. Borough Manager James Gehret was not  inattendance.  The meeting began with the Pledge of Allegiance.  Appointment of Sewer Authority Secretary: Randall Manning was nominated by Mr. Burke to serve as Authority Secretary. Mr. Manning accepted the nomination. A motion was made by Mr. Burke and seconded by Mr. Fitch to appoint Mr. Manning as the Authority Secretary. The motion passed Minutes: A motion was made by Mr. Fitch to accept the August 14, 2023 meeting minutes. The motion Engineer's Report: Mr. Beyer informed the Authority that a grant decision for the Berwind Project could  unanimously.  was seconded by Ms. Gale. The motion passed unanimously.  be announced in September. Otherwise it would not be until December. Treasurer's Report: There was nothing additional for the agenda.  Management Report: The manager's report was outlined in the agenda packet provided to the  Authority Members for their review.  Public Comments and Petitions: There was no public comment. Unfinished Business: There was no unfinished business to be discussed.  New Business:  Resolution S-2023-09A - A Resolution Approving a Treatment Capacity Assurance Statement for the Arby's Restaurant to be located in Logan Township, Blair County, PA. Per staff's recommendation, a motion was made by Ms. Gale and seconded by Mr. Manning to approve Resolution S-2023-09A - approving a treatment capacity assurance statement for the Arby's Restaurant to be located in Logan  Township, Blair County, PA. The motion passed unanimously.  HSA-09-11-2023  Page 1of3    Resolution S-2023-09B - A Resolution Authorizing the Advertising and Bidding of the Hollidaysburg Sewer Authority Sanitary Sewer Separation and Improvements Project - Phase III. Following some discussion, a motion was made by Mr. Manning and seconded by Mr. Fitch to approve Resolution S-2023-09B authorizing the advertising and bidding of the Hollidaysburg Sewer Authority Sanitary Sewer Separation and Improvements Project - Phase II. The motion passed unanimously. Resolution S-2023-09C-/ AResolution of Declaration of Official Intent to Reimburse General Operating Used to Construct Improvements to Its Wastewater Conveyance Systems with Funds Received from the the Pennsylvania Infrastructure Investment Authority. Following some discussion, a motion was made by Mr. Burke and seconded by Ms. Gale to approve Resolution S-2023-09C as presented. The motion Motion: A motion was made by Mr. Fitch and seconded by Mr. Burke authorizing the acceptance of the engagement letter for bond council services submitted by Sean C. Garin, Dinsmore & Shohl, LLP. The Motion: A motion was made by Mr. Manning and seconded by Ms. Gale authorizing the approval of the fee agreement for legal services with respect to closing PENNVEST Loan ME #27596 submitted by Motion: A motion was made by Mr. Burke and seconded by Mr. Fitch authorizing the Assistant Secretary/Treasurer to execute the authorization to the Financial Institution on behalf of the Authority  passed unanimously.  motion passed unanimously. There was discussion about delinquent sewer accounts, There was discussion on the two remaining properties from Phase I. There was discussion on the anticipated Phase IV area.
