Holidaysburg Sewer Authority 401BlairStneet,HolHolidayaburg,Pemnylvanla18848 814/695-7543  HOLLIDAYSBURG SEWER AUTHORITY MEETING BOROUGH COUNCIL CHAMBERS August 12, 2024 AT 5PM  The Sewer Authority Meeting was called to order at 5:00pm by Chairman Regis Nale, who presided. The following authority members were present - James Burke, James Fitch, Carol Gale, and Randall Manning. Also in attendance were Frank Hicks, Jr., Director of Wastewater Operations; Dan Beyers of  the EADS Group; and Jessica Oswald, Recording Secretary. The meeting began with the Pledge of Allegiance.  Minutes: A motion was made by Mr. Manning to accept the July 8, 2024 meeting minutes. The motion  was seconded by Mr. Fitch. The motion passed unanimously. Engineer's Report: There was nothing additional to add to the agenda.  Treasurer's Report: A new finance director has been hired and will attend the next Sewer Authority Management Report: The manager's report was outlined in the agenda packet provided to the  meeting.  Authority Members for their review. Public Comments and Petitions: None  Unfinished Business: There was no unfinished business to be discussed.  New Business:  Resolution S-2024-08A - Resolution Approving Pay Requests and Change Orders for Hollidaysburg Sanitary Sewer Line Separation & Improvements Project. Phase III - Following some discussion, a motion was made by Ms. Gale and seconded by Mr. Manning to approve Resolution S-2024-08A. - PENNVEST Payment Request No. 7 for reimbursement to the Hollidaysburg Sewer Authority in the There was discussion on there being leftover money from this project. It was the consensus of the Authority to have Mr. Hicks investigate and then present to the Authority possible uses for the remaining  amount of $434,181.01. The motion passed unanimously.  money. Blair County, PA.- - Following some discussion, a motion was made by Mr. Manning and seconded by Mr. Burke to approve Resolution S-2024-08B to issue a capacity assurance letter for the subdivision project located at 322 Robin Drive in Frankstown Township, Blair County. The motion passed unanimously. Resolution S-2024-08C - Resolution Certifying Conveyance and Treatment Capacity for the Mattern Woods Graystone Development Project located in Blair Township. Blair County, PA. - Following some discussion, a motion was made by Mr. Manning and seconded by Mr. Burke to approve Resolution S-2024-08C to issue a capacity assurance letter for the Mattern Woods Graystone Development Project Resolution S-2024-08D - Resolution Approving Right-Of-Way Agreement for the Acquisition of Certain Rights-Of-Way Associated with the Hollidaysburg Berwind Road Sanitary Sewer Installation Project and Authorizing the Officers of the Authority to Execute the Agreement on Behalf of the Authority. - Following some discussion, a motion was made by Mr. Fitch and seconded by Mr. Manning to approve Resolution S-2024-08D to approve a right-of-way agreement for the acquisition of certain rights-of-way associated with the Hollidaysburg Berwind Road Sanitary Sewer Installation Project and authorizing the officers of the Authority to execute the agreement on behalf of the Authority. The motion passed unanimously. Resolution S-2024-08E - Resolution Directing the Solicitor to Proceed with Condemnation Proceedings inAccordance with the Eminent Domain Code of the Commonwealth of Pennsylvania to Obtain for the Authority the Real Property Interest for the Property Located at 308 Penn Street. Hollidaysburg, PA Following some discussion, a motion was made by Ms. Gale and seconded by Mr. Burke to approve Resolution S-2024-08E to direct the solicitor to proceed with condemnation proceedings in accordance with the Eminent Domain Code of the Commonwealth of Pennsylvania to obtain for the Authority the real property interest for the property located at 308 Penn Street, Hollidaysburg, PA. The motion passed Resolution S-2024-08F - Resolution Authorizing the Chairman to Execute. on Behalf of the Authoritya Utility Relocation Abbreviated Incorporated Work Reimbursement Agreement for the Minor Adjustments of Sanitary Sewer Manholes Located within the Boundary of the S.R. 0036 Paving Project. - Following some discussion, a motion was made by Mr. Manning and seconded by Mr. Burke to approve Resolution S-2024-08F to authorize the Chairman to execute, on behalf of the Authority, a utility relocation abbreviated incorporated work reimbursement agreement for the minor adjustments of sanitary sewer manholes located within the boundary of the S.R. 0036 Paving Project.
