BOROUGH OF FOUNTAIN HILL COUNCIL MEETING MINUTES August 6, 2018 7P.M. Council members present were: Ms. Jordan, Mr. Atkinson, Mr. Blatt, Mr. Trotter, Mr. Rapp, Mr. Trabel, and Ms. Halleman. Also, in attendance were. Anthony Branco (Executive Administrator), Cordula Voges (Finance Officer), Mr. Pete Lehr (Borough Solicitor), a representative oft the Council President Rapp called the meeting to order and asked for everyone to rise for the Pledge Council President asked Council for a motion to accept the minutes of the. June 20, 2018 and July 2,2018 meetings. Mr. Blatt asked to correct the Minutes oft the. July 2, 2018 Council Meeting and omit a repetitive paragraph. Ms. Jordan and Mr. Blatt made the motion to accept the June 20, 2018 and the July 2, 2018 minutes as amended. EXECUTIVE ADMINISTRATORS REPORT Mr. Branco reminded Council oft the 7/31/18 Memo informing Council of the Borough's Mr. Branco notified Council that the Chief of the Fire Department resigned and that his assistants, Mr. Popovich and Mr. Robertson, are filling in for him in thei interim. Mr. Blatt thanked the Chief for his service and motioned to accept his resignation. His Mr. Branco reported that the Department of Community and Economic Development of Lehigh County approved the Casino (Gaming) Grant for 2019 in the amount of$113,818. Mr. Branco also reported that Memos about the use of Fire Works, the treatment of feral cats, and the allocation of Sewer charges to Salisbury Township will be distributed to the 2019 Minimum Municipal Obligation (MMO) for the Police Pension. motion was seconded by Ms. Jordan and unanimously accepted. respective committees for further discussion. OLD BUSINESS Ms. Halleman suggested that the Borough's 's police department participates in the National Night Out event (August 7,2018 is the date for this year's event) next year and invite the community to join it in games, food, and other activities. COUNCIL PRESIDENT'S REPORT Mr. Rapp reported that the Community Action Committee of the Lehigh Valley in its effort to combat poverty in the local communities had asked the Borough for a donation of$500 to support the coordinated homeless entry system. SOLICITOR'S REPORT Salisbury Township sewer agreement Since Salisbury Township's transmission and tap fees have not increased since 2006, Mr. Lehr suggested holding a meeting with Salisbury Township Manager, Mr. Branco and himselfto discuss achange in the current sewer agreement before drafting an ordinance. Feral Cats next Council meeting. A draft of an ordinance on how to deal with feral cats on private property will be presented at the Disruptive Behavior Ordinance A draft summary ofa Disruptive Behavior Ordinance will be presented at the August 22nd, 2018 workshop for discussion. COMMITTEE REPORTS Finance Committee- Mr. Trotter reviewed the bills paid in each Fund and made a motion for the approval of the bills. The motion was seconded by Ms. Gifford and was approved unanimously. Public Works Committee- Ms. Jordan presented the. July Public Works hours worked report. House & Ordinances- - Mr. Blatt reported that the committee members have had ongoing discussions about amendmentyissuance of ordinances to deal with feral cats, to implement rules in response to Disruptive Behavior in rental properties, and the use ofFireworks. Recreation = Mr. Trabel reported good attendance at the swimming pool and let Council know that the pool is Mr. Atkinson noted that the basketball rims will stay inj place even after the end oftl the playground scheduled to close on August 11th, 2018. summer session until any complaints are filed. Health & Sanitation Ms. Halleman read July's 's reports for the collection of garbage and sewer fees. SPECIAL OR SELECT COMMITTEES - none.
