MINUTES BOROUGH COUNCIL COMMITTEE OF THE WHOLE Budget Discussion October 26, 2022 6P.M. The Council met as Committee oft the Whole was. held in-person atl Borough Hall. Council members present were: Ms. Jordan, Mr. Trotter, Mr. Blatt, and Mr. Trabel. Ms. Johnson, Mr. Rufe, and Ms. Graham had excused absences. Also, in attendance were Eric Gratz (Borough Manager), Cordula Voges (Finance Director), Jason Quarry (Public Works Supervisor). and Council President Blatt opened the: meeting stating that there is only public.commenton; the budget at this meeting, no other comments will be taken. Thej publici may guests. any of the future scheduled Council aocommanrata Meetings. - Council President Blatt asked everyone to: rise fort DISCUSSION ITEMS (NEW: BUSINESS) - Capital Projects, Liquid Fuels Fund andGeneralfund- Mr. Gratz presented thel highlightsofthe) proposed GeneralFund Budget 2023 supported by visual power point slides highlighting newlycadded and quantitative changes of some revenue/expenditure line items He stressed thacthe General Fund budget = as presented - will keep the Reall Estate' Taxes onthecurrent level and proposes a capital reserve transfer of$250,000. A detailed presentation oficapital projects both vehicles and equipment and mostly road construction projects indealmpoughSenehal Fund, Liquid Fuels Fund, and ARPA (American Rescue Plan Act): followed. The capital 3-year plan emphasizes the importance ofs setting aside Council PresidentBlatt raisedthe question régarding the handling of the pool. He suggested to defer this disçussion tothe next scheduled Council Meeting, and Council consented. Mr. Gratz will add the pool discussion to the agenda of the upcoming Council Meeting on November 7h, capital reserves for futureinvestments. 2022.
