FOUNTAIN HILL BOROUGH COUNCIL MEETING MINUTES May 7,2018 7P.M. Council members present were: Mr. Rapp, Ms. Jordan, Mr. Atkinson, Mr. Blatt, Mr. Trotter, Mr. Trabel, and Ms. Halleman. Also in attendance were: Mayor Gifford, Anthony Branco (Executive Administrator), Cordula Voges (Finance Clerk), Edward Bachert (Police Chief), Jason Quarry (Public Works Supervisor), Peter Lehr (Borough Solicitor), Mr. Joe Patanella (VP ofOperations Council President Rapp called the meeting to order and asked for everyone to rise for the Pledge Council President Rapp asked Council for a motion to accept the minutes ofthe April 2, 2018 meeting. PRIVILEGE OF THE FLOOR - Discussion on Agenda Items Ms. Elaine Lamada (motherofLisal Lauer) and Mr. James Lauer (husband ofLisa Lauer)requested a "private" Handicap space for Ms. Lisa Lauer at 1312 Stanley Avenue. This request was already made at the 4/18/18 meeting and tabled for further discussion at the time. Medical documents supporting the need for a handicap parking pass had been previously provided. MAYOR'S REPORT Mayor Gifford presented the recent Police and Magisterial Court reports. Mayor Gifford requested to support the Fountain Hill Borough's Business Alliance initiative "Thrill to Live on the Hill" with the sale of bumper stickers as a fundraiser for upcoming community events. A motion on this request was tabled to further research state sales tax implications on the sale of these promotional items. EXECUTIVE ADMINISTRATORS REPORT Mr. Branco informed Council that bids from five construction companies for the second phase of the. Jeter Avenue repair have been received and reviewed: 1. Except for Mr. Blatt who voted no, everyone voted yes. Request from Fountain Hill Elementary School to uses Stanley Avenue park on May 30,2018 from 9 A.M. to 1:30 P.M. for 1St grade outing. All paperwork received. Ms. Jordan made the motion to grant the request, seconded by Mr. Blatt, the request was unanimously accepted. Request from Fountain Hill Elementary School for a food truck at the annual family carnival on May 25, 2018. Mr. Blatt made the motion to grant the request, seconded by Mr. Trabel, the request was unanimously accepted. OLD BUSINESS After discussing today' s agenda item, following the 4/18/18 request ofJames & Lisa Lauer fora handicap parking space at 1312 Stanley Avenue, Ms. Jordan made the motion, seconded by Mr. Trotter to grant the request. Public Works 2017. John Deere 310L Backhoe ($75,000). SOLICITOR'S REPORT The borough solicitor, Peter Lehr, reported the payment and closing oft two liens for the borough. COMMITTEE REPORTS A. Finance (Trotter, Blatt, Jordan) Mr. Trotter reviewed the bills paid in each Fund, and made a motion for the approval of the bills. Thei motion was seconded by Ms. Jordan and approved unanimously. B. Public Works C.Police- - no report D. House & Ordinances (Jordan, Rapp, Trotter) Ms. Jordan presented the April Public Works report submitted by Mr. Jason Quarry. (Blatt, Halleman, Rapp) Mr. Blatt reported the committee's final review and discussion of the Quality of Life Ordinance No. 840 and the Regulation of Medical Marihuana Ordinance No. 841. E. Fire - no report F.Recreation (Trabel, Jordan, Blatt) Mr. Trabel announced that the Swimming Pool will open on. June 9, 2018. Mr. Atkinson moved to increase the Pool Cashier's salary to $9.00/hr., seconded by Mr. Trotter and unanimously agreed to. G.H Health & Sanitation (Halleman, Jordan, Trabel) Ms. Halleman read the. April Sewer and Sanitation reports. H. Personnel (Trotter, Blatt, Rapp) Mr. Trotter moved to grant paid vacation to Ms. Voges, an exempt employee position, at the completion ofas successful probation period, seconded by Ms. Jordan and unanimously accepted.
