BOROUGH OF FRANKLIN PARK WEDNESDAY, MAY 15, 2024 BOROUGH COUNCIL PRE/POST MEETING MINUTES A pre/post meeting oft the Borough Council oft the Borough of Franklin Park was held on Wednesday, May 15, 2024 at7:00 p.m. at the Municipal Building, 2344 West Ingomar Road, Pittsburgh, Pennsylvania 15237. The meeting was also held virtually via remote audio and video conferencing. Council President Uday Palled called the meeting to order. COUNCIL MEMBERS: Laura Czekaj, Second Vice President. PRE-MEETING AUDIENCE: 1 OLD BUSINESS None REGULAR MEETING AGENDA REVIEW Mr. Stone reviewed the motions on the agenda. Mr. Malkin noted that he would abstain from voting on Motion #5 regarding the Bliss Residential Land Development, and he has a written abstention form on file. The reason for his abstention is that his wife represents property owners involving a dispute with Washington Lane. MANAGER'S REPORT DISCUSSION ITEMS Acorn Park Project The Borough has received preliminary approval of the NPDES permit from DEP. Itwas posted May 10th for public comment, and the public comment period ends June 10th. Shortly after that time, we: should receive thet final NPDES permit which will allow us to move forward with construction. Mr. Ebner willl be rescheduling an internal meeting with Mr. Wingrove and staff members to review assigned responsibilities, what work the Borough can doi internally, what is being paid by the DCNR grant, what is being paid by the GEDTF grant, and what the sequence of events will be during construction. We will then post the project schedule on the website, in the June digital newsletter, and we will send letters to property owners around Acorn Park to keep them informed regarding the project. BOROUGH OF FRANKLIN PARK WEDNESDAY, MAY 15, 2024 BOROUGH COUNCIL PRE/POST MEETING MINUTES Verizon Cable Franchise Renewal - The Cohen Law Group had provided a proposal to the North Hills COG municipalities to negotiate the Franchise Agreement Renewal with Verizon. Mr. Ebner noted that they also do an audit as part oft their process, and in the past, Mr. Cohen has found instances where cable providers have not included certain types of revenue when calculating the franchise fee paid to municipalities. The more COG municipalities who participate, the better the discount for everyone. The Cohen Law Group has a monopoly on negotiating contracts with cable providers. Council discussed and concurred to invite Dan Cohen to attend the June work session to discuss his proposal and fees. Mr. Stone noted that this is the only type of law that Mr. Cohen has practiced for close to 30 years, and his group knows what buttons to push and where the leverage is with the cable companies. Miss O'Keefe noted that they had received enough donations to fill 71 Jared boxes to be REPORTS FROM COUNCIL MEMBERS & MAYOR donated to children at local hospitals. EXECUTIVE SESSION - An executive session was held to discuss a potential property acquisition.
