BOROUGH OF FOUNTAIN HILL COUNCIL COUNCIL MEETING MINUTES October 1, 2018 7P.M. Council members present were: Ms. Jordan, Mr. Atkinson, Mr. Blatt, Mr. Trotter, Council President Rapp, Mayor Gifford, Mr. Trabel, and Ms. Halleman. Also, in attendance were Anthony Branco (Executive. Administrator), Cordula Voges (Finance Officer), Chief Bachert, Jason Quarry (Public Works Supervisor), a Bethlehem Press representative, and guests. Council President Rapp called the meeting to order and asked for everyone to rise for the Pledge Mr. Rapp asked Council forar motion to accept the minutes ofthe September 4, 2018 meeting. PRESENTATIONG) Mr. Rapp presented the Pennsylvania State Association of Boroughs (PSAB) certificate of recognition commemorating Fountain Hill Borough's 125th year since: its incorporation. MAYOR'S REPORT Mayor Gifford read September's police report. Thei mayor reminded oft the Borough Clean-Up day on Saturday, October 6th. The seminar Marketing in the Digital Age" offered by the Business Alliance had a lower than expected turnout. EXECUTIVE ADMINISIRATORS REPORT Request of Fire Dept. to sell Christmas trees at the pool from November 23, 2018 until the week of Christmas. Council President Rapp suggested to research the cost of an alternative "Military Hometown Heroes" banner program, a living tribute created for the community to recognize and honor Fountain Hill residents and their families. Therefore, no decision was made whether or not to order the "Thrill to Live on the Hill" banners. The estimated Liquid Fuels allocation for 2019is $130,680.20. The 2018 State Aid for the Police Pension Plan and the Non-Uniform Pension Plan is $117,109.71 RESOLUTIONS RESOLUTION 2018 -34-1 Lehigh Valley Hazard Mitigation Plan 2018- Municipal Adoption Resolution is tabled to the next Council meeting. COUNCIL PRESIDENT'S REPORT A Christmas Tree Lighting ceremony will be held on the Borough Parking Lot this Christmas in addition to the traditional ceremony on Broadway. However, in 2019, PennDOT will have to grant special permission to close Broadway (i.e. State Highway) for a Christmas Tree Lighting ceremony. SOLICITOR'S REPORT Mr. Lehr summarized the review oft the 1985 Sewage Transmission Agreement between the Borough and Salisbury Township Authority (as stated in the September 27, 2018 Memo to Council). He asked Council for his and Mr. Branco'sa authority to negotiate a revised agreement with the Salisbury Township Authority.
