BOROUGH OF FRANKLIN PARK WEDNESDAY,JUNE 19, 2024 BOROUGH COUNCIL REGULAR MEETING MINUTES TREASURER'S FINANCIAL REPORT - Mr. Weiskircher summarized the May Treasurer's Financial Report. The General Fund revenues for the month of May totaled $1,478,909. Year-to-date total revenues are $3,901,711, which represents 32.08% of the 20241 total budget. The General Fund expenditures for the month of May totaled! $1,021,655. Year-to-date total expenditures are $3,887,559, which represents 25.42% oft the 2024 total budget. Mr. Malkin moved the May Treasurer's Financial POLICE REPORT 1 Mayor O'Keefe read the Police Report and activity report for the month of May 2024. The police responded to 541 calls for service. Mr. Schwartzmier recommended the Police Report be filed FIRE COMPANY REPORT Mr. Myslinski read the Fire Company Report for May 2024. The fire company responded to 27 calls for the month and the manpower for the month totaled 726 volunteer BUILDING INSPECTION REPORT - Mr. Phillips read the Building Inspection Report for May 2024. Mr. Phillips issued 16 permits and collected $19,666 in fees. Total value of construction was $1,710,164. ANNOUNCEMENT OF EXECUTIVE SESSIONS ANNOUNCEMENT OF EXECUTIVE SESSIONS - Mr. Palled announced that Borough Council held an executive session on June 5, 2024 to discuss the Shree Sai Investments litigation, property acquisition, and a personnel matter. INTRODUCTION OF ORDINANCE NO.685-2024. TO PLACE A HOME RULE CHARTER QUESTION AND GOVERNMENT STUDY COMMISSION ELECTION ON THE 2024 GENERAL ELECTION BALLOT Mr. Junker introduced Ordinance No. 685-2024 to place al Home Rule Charter question and Government Study Commission election on the ballot for the 2024 General Election. This ordinance will SHARP COPIER LEASE FOR POLICE DEPARTMENT - Mr. Malkin moved to authorize a 60-month lease for a Sharp MX-3051 color copier, printer, scanner and fax for the Police Department, through Precision Copy Products of Clairton, PA, at a cost of $135.00 per month under COSTARS Contract SCHWEIGER EASEMENT AGREEMENT, RAMBLEWOOD DETENTION FACILITY MS4 PROJECT - Mr. Schwartzmier moved to authorize the Borough to enter into a Temporary Construction Easement and Permanent Access Easement Agreement with Craig A. Schweiger and LeeAnne E. Schweiger to convert the Ramblewood detention facility into an infiltration facility with a permanent pond to improve the water quality in Pine Creek ("MS4 Project"), in at form acceptable to the Solicitor, seconded by Mr. Myslinski and be advertised for action at the July 17, 2024 regular meeting. No. 001-E22-093, seconded by Ms. Czekaj and carried. carried. 2 BOROUGH OF FRANKLIN PARK WEDNESDAY,JUNE 19, 2024 BOROUGH COUNCIL REGULAR MEETING MINUTES PURCHASE EXMARK: ZERO TURN MOWER FORI PARKS DEPARTMENT- Mr. Myslinski moved to authorize the purchase of one new: 2024 Exmark Lazer E801 Zero Turn Mower for the Parks Department from Jefferson Hills Lawn Equipment of Jefferson Hills, PA, through contracting distributor Lawn Equipment Parts Co. under State Contract No. 4400028330 (under Parent Contract #4400028305) at a RESOLUTION NO. 1365-2024, TRADE-IN OF EQUIPMENT- = Mr.. Junker summarized Resolution No. 1365-2024. Mr. Schwartzmier moved to adopt Resolution No. 1365-2024 authorizing the trade-in ofa Toro Zero Turn Mower, Serial No. 402846870, for the amount of $2,000.00 toward the purchase of one new 2024 Exmark Lazer E801 Zero Turn Mower for the Parks Department, as previously authorized, RAD FUNDS DONATION - Ms. Czekaj moved the McCandless-frankin Park Ambulance Authority and the Northland Public Library be designated to each receive one-half of the 25% RAD funds increase for the years 2021, 2022, and 2023 in the total amount of $23,819.50, seconded by Mr. Myslinski and ENGAGEMENT OF COHEN LAW GROUP FOR VERIZON FRANCHISE FEE AUDIT AND CABLE FRANCHISE RENEWAL - Mr. Malkin moved the Borough engage the services of the Cohen Law Group to assist in a franchise fee audit and cable franchise renewal negotiations with Verizon Pennsylvania, Inc., in conjunction with other participating municipalities in the North Hills COG, seconded by Ms. Czekaj THANK YOU TO FIRST RESPONDERS Council thanked first responders for all of their efforts following cost of $10,959.00, seconded by Mr. Malkin and carried. seconded by Mr. Myslinski and carried. carried. and carried. the recent severe storm.
