Minutes BOROUGH COUNCIL October 19, 2022 7P.M.  The Council Meeting was held in-person at Borough Hall. Council members present were: Ms. Jordan, Ms. Johnson, Mr. Trotter, Mr. Blatt, Ms. Graham, and Mr. Trabel. Mr. Rufe and Mayor Johnson were absent. Also, in attendance were Eric Gratz (Borough Manager), Cordula Voges  (Finance Director), and guests. DRAFT RESOLUTIONSFORREVIEW  RESOLUTION NO.2 2022- 27  A RESOLUTION OF THE COUNCIL OF THE BOROUGH OF FOUNTAIN HILL, LEHIGH COUNTY,  PENNSYLVANIA, IMPLEMENTING ACT570F2022.  Mr. Gratz explained that Act 57 of2022: requires taxing districts that impose taxes on the assessed value of real property to adopt a Resolution or Ordinance within 90 days oft the effective date of the Act, or no. later than January 9, 2023, directing the tax collector to waive additional charges for real estate taxes in certain situations. The above draft resolution will be put on the November  meeting agenda.    DRAFT ORDINANCES FOR REVIEW & ADVERTISEMENT -None.  OLD BUSINESS  Council President Blatt reminded oft the following upcoming events:  Drug Take-Back- -1 10/29 10am-2pm at Police Station Trick or Treat- - 10/28 6pm-8pm rain or shine  Holiday Tree Lighting - 12/4 4pm across the street from the-Fire House  DISCUSSION. ITEMS (NEW BUSINESS)  Potential 3-year agreement with Lehigh County Humane'Society! for$1,000/year The agreement was reviewed by the solicitor. Mfl Gratz summarized the services promised in the agreement and their value to the community. Council President Blatt then asked toj put the agreement on the next Noveimberneeting, agenda. Fountain Hill Elementary School inquiry regarding Veteran's Day  Mr. Gratz reported that a school repiesentativehad. reached out to explore eajoint activity for Veteran's Day. He suggestlgoexplore ay çollaboration with the school similar to  Memorial Day for next yearAnd respondacordingly.  Council consented.  COUNCIL ACTION ITEMS None. Council President Blattreminded that onOctober 26th and November 2nd Council will meet asa committeeof the wholein a public forumto-deliberate on the Budget 2023. Council President Blatt mentionedthat the publicmay only comment on budget related items, not on general items.
