BOROUGH OF FRANKLIN PARK BOROUGH COUNCIL PRE/POSTI MEETING MINUTES WEDNESDAY, FEBRUARY 21, 2024 Ap pre/post meeting of the Borough Council oft the Borough of Franklin Park was held on' Wednesday, February 21, 2024 at 7:00 p.m. at the Municipal Building, 2344 West Ingomar Road, Pittsburgh, Pennsylvania 15237. Sam Snyder, Police Lieutenant. present present present present present absent absent present present present PRE-MEETING AUDIENCE: 3 OLD BUSINESS: Home Rule Charter - Mr. Ebner provided Council with information regarding why Braddock changed to Home Rule, how long it took and the process they followed. They made the change to generate additional sources ofr revenue. Council discussed moving forward to start drafting an ordinance to place a government study commission question on the ballot. Mr. Junker will contact the Allegheny County Department of Elections to inquire about the election deadlines and to get some guidance. REGULAR MEETING AGENDA REVIEW: WetGo Pro Car Wash Council briefly discussed the WetGo grand opening. BOROUGH OF FRANKLIN PARK BOROUGH COUNCIL PRE/POST MEETING MINUTES WEDNESDAY,FEBRUARY21,2024 MANAGER'S REPORT DISCUSSION ITEMS McCandless Franklin Park Ambulance Authority Mr. Ebner and the McCandless Manager met with Chief Chris Dell of MFPAA to start discussions about the governing structure to see ifb both communities are on board with potentially offering seats on the board to Marshall, Pine, and Bradford Woods. Moving forward, we will need to discuss at funding formula once wel know who is on board. The current MFPAA Board includes five members from McCandless and twoi from Franklin Park. Itwas noted that seats on the board should depend on contributions, and Council would like to see McCandless and Franklin Park get more board seats since we have been supporting thel MFPAA. The five municipal managers will meet with Chief Dell again on March 7th. Mr. Ebner will inform them ati the meeting that Franklin Park should have more seats than Pine, Marshall and Bradford Woods. Audio/Visual upgrades - We would like to start the project to upgrade the audio/visual system for our meetings. Mr. Nock explained that last year Council authorized the purchase of new microphones, and in order to install the microphones, additional equipment and wiring is needed at cost of $11,570. Asecond proposal was obtained for $11,800 to replace all speakers in the meeting room, add speakers in the lobby, and add speakers above the Council seats. Mr. Nock pointed out that this is proprietary equipment that is required to work with the existing audio/visual equipment. This work has been budgeted, and ai motion willl be added to the March regular meeting agenda. REPORTS FROM COUNCIL MEMBERS & MAYOR Mr. Schwartzmier noted that Public' Works has been working on the stormwater and pipe repair on Cole Road. Mr. Bucuren noted that they are waiting for the pipe liner to be manufactured and then ity will be installed. Mr. Ebner noted that a meeting is scheduled next week with another resident upstream on Cole Road regarding a stormwater issue. Miss O'Keefe discussed that for her. Junior Council Person project, she would like to expand the. Jared Box Project thati is done through the school to collect, organize, and donate toys to hospitals. She would like to expand the program through the Borough and donate the boxes to Children's Hospital North. She will work with Mr. Ebner to formulate a plan. Mr.Malkin reported on the Land Use/Planning Committee meeting held earlier this evening. The committee would like to take al look at the planting requirements. The Pine Township ordinance has some very detailed types and sizes, and we want to see ifv what they are doing surpasses what we are currently doing and if we can improve our ordinance by looking at their ordinance. We like Pine Township's ordinance, and we want to make certain that what we do is legally compliant int the sense that we do not want to draw litigation from developers. The committee is going to lean on Mr. Junker to find out how we can do that. The Pine Manager is not aware of any trouble since they enacted their ordinance in the 1990's. Mr. Junker noted that he spoke with Attorney Gary Gushard who has been at Pine for a number of years. Mr. Gushard provided some background noting that the ordinance has been in place for some time, and they have been considering some amendments recently. Hel has heard some developers complain about the requirements, but they generally doi it. Mr. Gushard mentioned some oft the issues with the plantings and specific provisions. He did say that they had issues with the Attorney General's office as part of that ordinance and also their logging ordinance. Mr. Junker told Mr. Gushard that the Borough would be reaching out to the Code Enforcement Officer and Planner at Pine Township to talk about their experience and ask them to provide some sample development plans. Mr. Malkin noted that Pine had provided two plans, but we really did not see any preservation at all. Itl looks like whatever they are doing is al happy medium. We would like to see what we can do in our own right to do something like that and lean on Mr. Junker to follow the right rules to get something drafted. Mr. Ebner suggested more of a carrot approach, rather than a stick approach. We could provide some type of reward for preserving trees and consider density bonuses. The committee wants to hear more about the conservation subdivision provision. Mr. Junker 2 BOROUGH OF FRANKLIN PARK BOROUGH COUNCIL PRE/POST MEETING MINUTES WEDNESDAY, FEBRUARY21,2024 noted that the concept is thati ify you do conservation subdivision, you have smaller streets, less infrastructure, smaller lot sizes and density bonuses. Mr. Phillips noted that iti is hard to do because you need to give al lot of good land. The committee is asking Mr. Junker fora draft ordinance that gives the best of all worlds. A working group of Mr. Junker, Mr. Ebner, Mr. Malkin and Mr. Phillips will collaborate on the draft ordinance. The Land Use/Planning Committee will meet again on March 6th to discuss some of the other items that were previously on their agenda. EXECUTIVE SESSION - An executive session was held to discuss a potential property acquisition and a personnel matter. The regular meeting was held from 8:00 p.m. to 8:14 p.m. POST-MEETING EXECUTIVE SESSION = An executive session was held to discuss a personnel matter, Hartman Farms/Scarlett Bednar litigation, and the Yochus litigation.
