Iwant to thank the Commissioners and Chamber for their "Urgency, commitment & proactive," action in working together tol help retain this asset to Emporium & Cameron County. Submitted 2 applications to the County Commissioners for CDBG funds, the highest priority is for ADA sidewalks. ramps & restrooms at the EVFD approx. $80,000. If funds are available, we also request ADA curbing ofthe intersections at Poplar, Vine & Howard Circle. These 3 intersections total $280,000, therefore we also provided a priority list since this would far exceed the amount ofthe CDBG Minimum Municipal Obligation (MMO). Each year prior to September 30th we. MUST calculate what the minimum obligation is to our Uniformed & Non-Uniformed Pension is. The Uniformed obligation is $0, since it is overfunded. The Non-Uniformed obligation this year is $26,337. This will be subsidized allocated to the County. by thel PA General State Aid to Municipal Pensions program. 3B Borough Property are still available for open bid and negotiation. 8. CORRESPONDENCE to 8 pm on 10.8.2024. EVFD request for Fire Prevention week, request to close N Broad St, from 4tht to 5th Streets, from 6 pm CCHS request to close 4th Street/Rt 120 from the Free Methodist Church to the entrance oft the School on W. Allegany Ave/Rt 46 for the Homecoming Parde, on Friday, 10/4/2024 from 5 pm to 6 pm. The Cameron County Ambulance Service (CCAS), is requesting a $25,000 donation from the Emporium Borough. The previous donations have been $20,345.05. 9. UNFINISHED BUSINESS Ordinance 505 advertisement for North Cherry St from 4th St to Greenwood, was approved at our August meeting but we are still drafting the ad. 10. NEW BUSINESS Building, garage & apartment located at 26 S Wood Street, Emporium, PA that has had several ordinance violations and structural issues. The current owners are willing to turn the property over to the Borough for demolition. The Emporium Borough would agree to ownership of the property contingent on the County providing the funds to raze the property. Josh, Ryan ofMCA & I participated in a PennDOT, SR 120-407 Constructability Meeting Wed. 9/4/24 from 1 to 3 pm as part oft the PennDOT Connectors program, the $5.3 million ini renovations to the east end ofl Rt 120: from Hickory St to the triangle at RT 155. This isi meeting as at min. 20 to 25 persons review various is or items to keep the project on course for a March 2025 bid. Ratify the "Declaration of Disaster Emergency," for thei rain event on Friday, 8/9/2024. The declaration was signed on 8/12/2024to be eligible for PEMA & FEMA funding, through our County Emergency Management Office. A special thank you to Laura Narby for all ofher help with documentation and guidance. We submitted approx. $17,000 plus for damages to the Plank Hollow FPP, mainly the catch basin. The great news was this water event did NOT adversely affect our levee. The MCA recorded 5.1 inches in a 24-hour period. COMMITTEE REPORTS The Industrial & Economic Committee meeting on 8/21/2024 at 4 pm with the Western PA Conservancy representative, Matt Marusiak & Commissioner Zucal to discuss the Emporium Overlook, 370-acre project. The Committee approved accepting the property based on contingencies, i.e. clear environmental report or corrections, cost to the Borough of$1.00, and a comprehensive plan would be developed prior to any major projects or improvements to the property to ensure there is no unforeseen financial burden would be place on the Emporium Borough constituents.
