MINUTES Borough of Ambridge - Workshop Meeting of Borough Council Tuesday, August 27rd, 2024-6:30PM I. Call to Order /1 Roll Call Present: Mr. Basalyga, Mr. Dunn, Mr. Gill, Ms. Tessaro, Mr. Prentice, Mr. Cafarelli, Borough Manager Mario N. Leone Jr. Late: Ms. Gilliam Arrived at 6:55PM Item IV. Public Comment on/offAgenda Items (5 minutes per speaker) Robert Cermak - 1209 Church St. The catch basin in front of2 283 Wagner Avenue has a sewage smell remitting from it. It has a very bad raw: sewage odor. Ifthis could be investigated as to where it comes from. Also, the curbs are very high on Wagner Avenue. Mr. Cermak asked ifthis could be repaved. Lastly, would like No Parking signs from 11th Street to either Central or to Vine on the cemetery side oft the street. Church Street gets very tight with the traffic from the bridge at certain times. Hei is asking ift this could be something to consider. Also, suggested a new bridge from gth Mr. Leone stated he will discuss the sewage situation with the Municipal Authority. Patty Krupa - 287 Wagner Avenue - Had a complaint about a house that has high grass and a collapsed pool. The property in question is the Old Economy house soon to be Anne Bacher - 956 Beaver Road. Asked about the discussion about aj possible bond refinancing. Ms. Bacher asked ifthe financials would be available prior to the refinancing of the bond. Her understanding was the reason for the last bond financing was sO that we could get a good rate and not have to do it again. Mr. Leone stated when it was done the last time is was primarily to facilitate the streetscape and catch basins. Also added the salt shed. Mr. Leone added that the In addition, many grants are reimbursed after the work is completed, thus, working capital must be used before we receive the grant. Caul Presentation for conceptual design. Streetscape/ 11th St. PennDOT Grant, and EPA Grant project updates. Aj presentation was given by SGA. Numerous conceptual drawings ofl PJ Caul Park were presented to council showing proposed upgrades to the park. Details included the new sidewalks, the current memorials, the removal of the fountain, the area around the Honor Roll, electric, lighting, benches and making the Pavilion ADA Compliant. Also discussed possible movies in the park, and or other municipal parks, plants and trees. Mr. Cafarelli suggested making a parking lane on 11th Street to accommodate food trucks when events are in the park. 2. Discuss/Consider seeking a Cleaning Service for the Police Station. Ms. Tessaro asked ift there was a separate bid from the current cleaning company who does the cleaning oft the. Administration part oft the building. Mr. Leone was not sure. Mr. Gill stated we should put the whole building up for bid. Mr. Leone stated whoever bids will have to pass background checks and be vetted to access the Police Dept. due to the sensitive data contained within. In addition, they should only clean the police department between the hours on 9am and 2pm when the Secretary is in the office. 3. Discuss/Consider Handicap Parking Space approval for: a. Betty Ann Williams-Grant 453 Duss Avenue b. Miguel & Erica Romo 597 Duss Avenue Mr. Gill asked why two names on one permit. Mr. Leone stated his wife is the driver and the cari is in her name, but she drives for him. Motion by Mr. Gill. Second by Mr. Prentice. Discuss possible Bond refinancing options as prepared by Raymond James. Mr. Leone had them run an analysis oft the current debt. They comprised a number of scenarios with different amounts and amortization schedules. Some items that the Borough may need in the near future a Pumper Truck and Ladder Truck for the Fire Department. These run approximately $800,000 to $1.2 Million each. The Senior Center would need matching funds. There are a few scenarios with Grant money and financing options to meet future obligations. This was an exploratory, information gathering process to provide information to Council. V. Other Unfinished Business Discussed renaming Henning Park to Iorfido Memorial Park. Suggestion was made to have a renaming ceremony when the Splash Pad reopens next Memorial Day weekend. Mr. Cafarelli mentioned the problem by the Longo property. Could be a catch basin. The problem is getting worse. Mr. Cafarelli would like the Borough Engineer to investigate. 1. Glenwood Properties 2. Junior Council VI. Adjournment 3.
