ATGLEN BOROUGH COUNCIL BUSINESS MEETING MONDAY, AUGUST5, 2024 President Palmer called the meeting oft the Atglen Borough Council to order on Monday, August 5, 2024 at 7:00 pm ini the Borough Hall. The following members were present: Charles H. Palmer. Jr. Joshua Glick Melissa McClay Mayor Darren Hodorovich Brian Hahn Zachary Hall PLEDGE OF ALLEGIANCE AND ROLL CALL President Palmer led the pledge of allegiance and took roll call. PUBLIC COMMENTS Diane Palmer complimented the Borough on the construction of the Borough Hall Park and the ribbon cutting event. Ms. Palmer provided an Atglen Public Library update. She spoke about obtaining grants for an early literacy program, decodable books, and summer programming. She said the libraryisi interested in temporarily placing a bike rack in front of the building from CHRISTIANA FIRE COMPANY, KIDS CAMP, UPDATE AND DONATION ASK = Kim Moore, Christiana Fire Company, spoke on the Christiana Fire Kids Camp, a camp scheduled later this month. 131 children are registered. Ms. Moore described the activities. This is a free camp. Glick/Hahn made a motion to contribute $ 1500 to the Kids Camp. All members were in POLICE DEPARTMENT REPORT Chief Murtagh reviewed the. July activity report. Chief Murtagh said tomorrow is National Night Out and invited Atglen residents to stop by. There was a discussion on police hours and expanding the hours in' Years 2025. TINYHOUSE CRAFT BREWERY, 205 MAIN STREET-DISCUSSION now through September. agreement, 5to0. Kyle Oberle, purchased 205 Main Street. Mr. Oberle discussed some oft the zoning challenges with the parcel and brewery use. The proposal calls for 60 seats and an outdoor space. Shared parking is needed. Per Mr. Oberle Matt Kehoe said he is willing to help with shared parking assuming the Borough is doing the same. Mr. Oberle said he will promote the shared parking to his patrons to reduce some oft the street parking. There was a discussion about the parking lot safety with children playing in the park. There was a discussion about parking once the trail opens. There was a discussion about the Borough lot being a public lot. OLD BUSINESS 678 Glen Run Drive, Fence in Sewer Easement, Proposed Deed Agreement: and Reimbursement oft the Borough's Legal Fees - Maria and Bruce Yost summarized last month's Council action. The Borough's Solicitor prepared a deed agreement and inserted ini the agreement that the Yosts will reimburse the Borough for legal fees. The Yosts said this was unreasonable and explained why. The Yosts said the Borough will benefit because the sewer easement will be cleared oft trees, shrubbery, and vegetation. The Yosts agreed to sign the deed agreement if Section 2Ci is rewritten to place the legal fees obligation at $ 205 and the typos in the Maria name are corrected. Hahn/McClay made the motion to have 2C be revised to require the legal fee reimbursement tol be set at $ 205 and the typos be corrected. The motion carried 4t to 1 Approve the Payment of Think Green LLCI Invoice #10 in the Amount of $127,105.18 fort the Atglen Borough Hall Park- - Motion to approve made by McClay /Hahn. All members were in Borough Hall and Borough Hall Park Security Cameras Proposals- Ms. Andrews said three quotes were. received. Guidance was received from the Council Committee and a resident. She recommends Council award to Venture Security for $ 8,986.65. Furthermore, she recommends paying for this with Capital Reserve money. Motion to accept and execute the' Venture Security proposal, $ 8986.65 and pay fori it with Capital Reserve funds made by Glick /Hahn. All Borough Hall Park, Fencing Update - Ms. Andrews said Bryan Umble suggested a wood guardrail fence instead oft the post and rope fence. Council said to proceed withi installing the Trash and Recycling Services, Request for Proposal, Release Invitation to Bid - Ms. Andrews said the Solicitor has review the trash and recycling request for proposal. NEW BUSINESS Residential Rental Property Maintenance Ordinance - Darren Hodorovich is proposing an annual rental inspection program and increased fees. There was a discussion. Council asked Ms. Andrews to review our legislation to modify to annual inspections, increase fees if needed, and insert reinspection fees for on-site visits. Ms. Andrews said she, also will check with the ARPA Projects - Ms. Andrews said Council previously approved paying for the new website design with ARPA Funds. Completing the new website has been delayed. To allow the ARPA bank account to closeout now and save monthly bank fees Ms. Andrews asked if$ 3464 of ARPA funds can partially pay the. July Salt Design Studio invoice. This leaves in the ARPA bank account interest earnings which can bei transferred into the General Fund. All members were in Neighbors Parking Vehicles and a Boat on Church Street Park Parcel- Ms. Andrews said recently there was a boat parked in the park parcel grass, 2 vehicles parked in the grass, and 1 pickup truck parked on a cement pad located off of. She is seeking guidance on 2025 Budget - Ms. Andrews said budget season will begin this month. She asked if Council wanted to form a Budget Committee. For the Homecoming Parade the Park and Recreation Commission is doing a float. Mr. Hodorovich asked Mr. Palmer if he will be a judge. Mr. Palmer said yes. T-shirt'si identifying the Park and Recreation Commission members are on order. Planning fori the Borough's 150th anniversary is underway. The downtown planters are being well maintained by the Commission members. ATGLEN BOROUGH COUNCIL August5 5, 2024 Page - 14 MANAGER'S COMMENTS- Ms. Andrews said due to the Labor Day holiday the September meeting is on the 9th. We need to formulate our next Chester County CRP project. Next yeari is the new grant round. Ms. Andrews read aloud her report and responded to questions. MAYOR'S COMMENTS- - Mayor Hodorovich said he officiated a wedding. He wrapped upi the Eagle Scout project with Brendan Hart by having a photo taken at the new Little Library book box. House resales are moving quickly. The Mayor discussed a recent police incident and the Parkesburg Police Department's response. COUNCIL MEMBER COMMENTS = Mr. Hahn thanked Mayor Hodorovich for an outstanding job serving as emcee at the Borough Hall Park ribbon cutting event. Mr. Hahn thanked Caren Andrews for her efforts in making the Borough Hall Park a reality. PUBLIC COMMENTS-1 There were no comments.
