Massey, Jr., Assistant City Manager Date: December 6, 2022 Re: Hitchcock Creek Debris Removal Project - Bid Award The City applied for and received a $250,000 grant from the NCI Department of Agriculture Streamflow Rehabilitation Program (StRAP) this past spring to be used for the removal of storm debris along Hitchcock Creek. The project scope is to remove storm debris along 6.5 miles of Hitchcock Creek between Steele Street and the Pee Dee River confluence. After advertising and distributing the bid package and project manual to interested bidders, the City received only one bidder = Alliance Alliance has considerable experience performing debris removal in aquatic environments and has specialized equipment to perform the required work. Letters of recommendation were provided by Alliance from previous and current clients and are on file with City staff. Alliance is actively working on The bid amount is less than the project budget and the bid process, even with only one bidder, complies with the requirements for informal bidding set forth in NCGS 143-131. Therefore, City staff recommends the City Council award the Hitchcock Creek Debris Removal Project to Alliance Integrated Solutions NC, Inc. with the bid amount of $220,000. Background: On November 28, 2022, Ellyn Brannick submitted a written request for the City Council to abandon the 60-foot-wide unimproved right-of-way located between 509 and 517 Deweese Avenue. Ms. Brannick owns the property and residence at 509 Deweese Avenue. The right-of-way is 60 feet in width and approximately 130 feet in length. Staff Comments: agenda packet. 1. Flag Football - Our first season of fall football concluded Monday, December 5thwith three championship games being played at Civitan Park. This program has exceeded all of our expectations and appears to be positioned for increased growth in the coming years. Youth Volleyball - Our ninth season came to a close on Friday, December 2nd. From number of participants to quality of playi it has been fun to watch and we look forward to what next Youth Basketball - Registration concluded Monday, November 28th, with approximately 190 children signed up to participate. Try-outs were held Saturday, December 3rd and practices season may bring. and league play will begin Monday, December 12th. Park Maintenance - Although a great deal of our activities have moved inside our maintenance staff continues to perform variousrefurbishing and renovation work to Hinson Lake, Browder, and Civitan Park.
