Mayor Phillip Hise and Council Members Rocky Buchanan, Larry McKinney, Jackiel Rensink, and Wayne Peight. Staffi in attendance included Michael Wood, Kasey Cook, Travis Phillips, Darlene Butler and Brooke Peterson. Others attended, including Chad Donnahoo, Mayor Phillip Hise called the regular meeting to order at 5:30 PM. Rocky Buchanan gave the invocation. No action was taken by the council during closed session. Kasey Cook, Michael Wood, Travis Phillips, Donnie Staton, Jeff Harding, and Gina Phillips returned to the * Ginal Phillips presented the Hilloween event coming up on October 26, 2024 from 21 PM to 10 PM on Locust Ave. This eventi is a total of 5 days all over Mitchell County. Gina is requesting the street closure of Locust Avenue,, just like last year. She noted the businesses downtown were very busy last year and she is hoping for the same economic impact this year. Said Travis noted the brush truck will be out of commission for a few weeks, due to needed repairs being The council, Travis Phillips, and Darlene Butler discussed employment opportunities between this department and Park and Rec. An employee willl be retiring this year; therefore, aj position will be available in Public Works. However, that employee is an asset to the department so aj part-time position is being proposed. The council has approved at full-time position between Public Works and Parks and Rec. for the completed. 2024/2025 budget year. Next year a park staffr member willl be present at Riverside Park to help direct people. Darlene described the groundhog issues that are occurring downtown. Darlene willl be contacting an exterminator with as special trapping permit to assess the groundhog problems. The intersection at Summit Avenue isi in crucial need ofremoving the groundhogs due to Darlene explained the Yancey County Library letter regarding the intent to withdraw with effective date of June 30, 2025 and the potential impact on Bakersville, Spruce Pine, and Avery County libraries. She also discussed the easements to extend the walking path to and from Riverbend Park tol Riverside Park. The council discussed the liabilities involved with the property at the water shed Larry McKinney expressed he wanted to get estimates for someone to mow the riverbank at Riverside Park. He also had questions regarding the old bathrooms.
