MINUTES OF MEETING OF THE CITY COUNCIL SANFORD, NORTH CAROLINA The City Council met at the Sanford Municipal Center, 225 E. Weatherspoon Street, on Tuesday, September 3, 2024, at 5:00 p.m., in Council Chambers. Council Member Dabbs led the invocation and the Mary Oster, 110 Waterfall Lane, Sanford, North Carolina, spoke in opposition to an access road into her development (Waterview Estates), which she believes is in the planning stages for a medium density housing development, Pendergrass Village. She voiced concern about thei traffic and noise, which would negatively affect the residents of Waterview Estates, as well as the surrounding schools. APPROVAL OF AGENDA Council Member Rhodes made a motion to approve the agenda. Seconded by Council Member Ferguson, the motion carried unanimously. Resolution in Support ofthe Temporary Closure of Steele Street for the Purpose ofal Rain Date Option on September 22, 2024, for the Previously Approved Downtown Sanford Music Concert Scheduled for FaclitesyBeautification Administrator Kris Furmage explained that this resolution would create a rain date of September 22, 2024, in the event ofi inclement weather for the approved Downtown Sanford September 19.2024 (ExhibitE E) Music Concert scheduled for September 19, 2024, as described in Exhibit E. Council Member Taylor made a motion to approve the Resolution in Support of the Temporary Closure of Steele Street for the Purpose ofa Rain Date Option on September 22, 2024, for the previously approved Downtown Sanford Music Concert Scheduled for September 19, 2024. Seconded by Council Resolution in Support oft the Temporary Closure of Portions of Multiple Streets in the Downtown Area for facltiesyBeautification Administrator Kris Furmage explained that this resolution is for the temporary closure ofmultiple streets for the purpose of the scheduled Streetfest event, October 12, 2024, Member Rhodes, the motion carried unanimously. the Purpose of Streetfest on Saturday, October 12.2024(Exhibit F) as described in Exhibit F. Council Member Dabbs made a motion to approve the Resolution in Support of the Temporary Closure of Portions of Multiple Streets in the Downtown Area for the Purpose of Streetfest on Saturday, October 12, 2024. Seconded by Council Member Ferguson, the motion carried unanimously. Resolution in Support oft the Temporary Closure of Portions of Several Streets for the Life Springs Dream FactlitiewBeautification Administrator Kris Furmage explained that this resolution for a rolling- closure of several streets is for an event to bring awareness to opioid addiction, which is scheduled for September 21, 2024, between the hours of9:00 a.m. to 12:00 p.m. as shown on Exhibit G. Center "We Do Recover"! March (Exhibit G) Council Member Ferguson made a motion to approve the Resolution in Support of the Temporary Closure of Portions of Several Streets for the Life Springs Dream Center "We Do Recover" march. Resolution in Support of the Temporary Closure of Third Street for the Purpose of National Night Out FaclitesyBeautification Administrator Kris Furmage explained that this resolution is for the purpose of activities associated with the City of Sanford National Night Out event scheduled for October Seconded by Council Member Rhodes, the motion carried unanimously. Council Member Rhodes made a motion to approve the Resolution in Support of the Temporary Closure of Third Street for the Purpose ofl National Night Out Activities. Seconded by Council Member 2 City Council Meeting September3,2024 Dabbs, the motion carried unanimously. DECISIONS ON PUBLICHEARINGS Application by Glenn Godfrey of Southern Properties, of Sanford, LLC, to rezone 206 Jefferson Street from Residential-Mixed (R-12)to General Commercial (C-2).The subject propervisa012W-acre vacant loti identified as Lee County Tax Parcel 9652-24-1594-00 as depicted on Tax Map 9652.13 (Exhibit I). Senior Planner Amy McNeill informed Council that the Planning Board met on August 20, 2024, following the public hearing and found that this request aligned with the Plan SanLee Land Use Plan as described in Exhibit I, and unanimously recommended approval oft the rezoning as requested. Statement on Long-Range Land Use Plan Consistency as it Relates to the Zoning Map Council Member Rhodes made ai motion that the proposed zoning map amendment is consistent with the Plan SanLee designation of Professional and Institutional Campus because this place type is supportive of convenience retail and personal services as land uses, C-2 is proposed as a secondary zoning district and the subject property may be integrated into surrounding development patterns. Seconded by Council Member Dabbs, the motion carried unanimously. Ordinance Amending the Official Zoning Map Amendment of the City of Sanford. North Council Member Dabbs made a motion to approve the Official Zoning Map Amendment from Residential-Mixed (R-12) to General Commercial (C-2) because it is reasonable and in the public interest since it would allow the expansion of an existing commercially developed site that has frontage on Sanford's main throughfare (Colony Plaza shopping center fronts S. Horner Boulevard) and the site has access to public water and sewer. Seconded by Council Member Amendment Carolina (ExhibitI I) Ferguson, the motion carried unanimously. OTHER BUSINESS TriRiver Water Director ofE Business Management Nick Fortune announced that the CityofSanford was awarded a PARTF (Parks and Recreation Trust Fund Grant) for the Walter McNeil Neighborhood Park. Mr. Fortune noted that the City of Sanford scored third out of4 40 applications. He added that once the application was received the City would have 45 days to accept and three years to complete the project. Renovations will include parking and shelter upgrades, and an expanded walking trail. Mr. Fortune confirmed that we. have $260,000 allocated in the budget for this one-for-one match. Daniel Owens thanked Council for the approval of the resolution allowing for a rolling-closure of several streets forLife Springs Church' Opioid Addition Awareness event on September: 21,2024, between the hours of 9:00 a.m. to 12:00 p.m., and noted that they Life Springs Church has helped 113 individuals with recovery services this year. Council Members extended condolences to Council Member Buckels on the loss of his sister. Council Member Rhodes mentioned that she attended the S3 Advocacy Meeting last week and commented ont thej partnerships. Shei noted that the first Legislative Policy Committee Meeting is scheduled for October 9,2024, and asked fellow Council members and residents to share with her any items they want addressed. Council Member Dabbs encouraged everyone to attend the Farmers' Market this weekend. Council Member Ferguson commended our first responders for their service last week when the fire broke out at the Makepeace Apartments. Mayor Pro Tem Akinosho encouraged everyone to recognize benefits provided by those involved in the labor movement in this country. Council Member Taylor commented 3 City Council Meeting September 3,2 2024 on how many local agencies and groups provided, and are still providing, assistance to residents displaced after the fire at the Makepeace Apartments and encouraged everyone to consider what could be done to improve similar responses in the future. City Manager Hal Hegwer reminded everyone that bids are due Thursday, September 5, 2024, for the Sanford Agricultural Marketplace project. Mayor Salmon agreed that our community response to the Makepeace Apartment fire last Friday showed how well we all work together, and thanked everyone who assisted. CLOSED SESSION Council Member Dabbs made a motion to go into closed session in accordance with N.C.G.S. 143.318.11(a)(), toj prevent the disclosure ofinformation that is privileged or confidential pursuant to the law oft the State or the United States or not considered aj public record within the meaning of Chapter 132 of the General Statutes; and (3), to consult with an attorney employed or retained by the public body in order to preserve the attorney-client privilege.
