Town Council Special Meeting Minutes Morehead City, North Carolina Tuesday, August 20, 2024 The Honorable Council oft the Town ofMorehead City held a Special meeting on' Tuesday, August 20, 2024, in the Council Chambers of City Hall located at 1100 Bridges Street, Morehead City, North Carolina. The purpose oft this meeting was to conduct a Public Hearing to receive input on an installment purchase agreement for the financing of the new. Fire Station 3 construction to be located at 161 & 151 Brooks Avenue and 5234 Highway 70, to consider adoption ofa resolution authorizing the financing of the same, and to give consideration of a resolution to approve financing terms for the purchase ofa an aerial tower truck. COUNCIL PRESENT: Mayor Gerald A. Jones, Jr.; Councilmembers Richard Abell, Lee Stiles, Bill Taylor, and Harvey Walker. Councilmember George City Manager Chris Turner, Finance Director/Assistant City Manager Jewel Lasater, Fire-EMS Chief Courtney Wade, Deputy Fire ChiefKane. Johnson, Assistant Finance DirectorLeeann Vinson Public Information Officer Anna Smith, Lead for North Carolina (LFNC) Fellow, Ariella Gerrig, Deputy City Clerk Carey Cooper Ballou was absent due to a work obligation. Maceo Donald ofThe Carteret News Times, OTHERS PRESENT: Mayor Jones called the Special Meeting of the Morehead City Town Council to order at 10:00 a.m. with a quorum present. PUBLIC HEARING Consider. Adoption of] Resolution 2024-R-45 Mayor Jones opened the public hearing and called upon Finance Director/Assistant City Manager Jewel Lasater to make her report. Ms. Lasater presented Resolution 2024-R-45, authorizing staff to file an application with Local Government Commission (LGC) for approval of a financing agreement for the construction ofar new Fire Station 3 and Resolution 2024-R-46, approving financing terms with Webster Bank for the construction ofa ai new. Fire Station 3 and related assets to bel located at 161 & 151 Brooks. Avenue and 5234 Highway 70. The specified terms call fora 15-year loan, at an interest rate of4 4.34% for an amount not to exceed $4.9 million. She reminded the Town Council that Webster Bank previously financed three (3) other loans for the City and has proven tol be easy to work with. In addition, Ms. Lasater asked the Town Council to consider adoption of Governmental Capital Project Budget Ordinance Amendment 2024-23, establishing the Fire & EMS Station 3 New Location project inj preparation for the receipt ofinstallment loan funds in the amount of$4,900,000. Notices were also posted on the City's website and on the bulletin boards at City Hall. to the financing proposal for Fire Station 3 to come forward. At this time, Mayor Jones invited those who wished to speak in favor of or in opposition PUBLIC COMMENTS Seeing that no one was coming forward to speak, Mayor Jones closed the public hearing. Councilmember Taylor made ai motion to adopt Resolution 2024-R-45, authorizing staff to file an application for approval of a financing agreement for the construction of a new Fire Station 3; Resolution 2024-R-46, approving financing terms for the construction of a new Fire Station 3 and related assets to bel located at 161 & 151 Brooks Avenue and 5234 Highway 7,a and Governmental Capital Project Budget Ordinance Amendment 2024-23 as presented. Councilmember Stiles seconded. Before the vote was taken, Councilmember Walker addressed a protocol or practice that he stated was previously followed whereby the chair and vice chair of the Board committee that had vetted the agenda item to be considered would be the members to make the motion and the second when considered by the Town Council, and asked if the Mayor would still uphold this protocol/practice. Mayor Jones stated that he was not opposed ift this is what the Town Council would prefer. No one voiced opposition indicating that this would be the practice going forward. Ini regard to the motion under consideration, it was stated that it was vetted by the Public Safety Committee which is chaired by Councilman Abell and co-chaired by Councilman Ballou, who was absent. Mayor Jones stated that since a motion and second had already been made, it would stand as made and seconded unless the motion was withdrawn and a new: motion was made. The motion wasi not withdrawn, therefore it stood as presented. Councilmember Taylor made a motion to adopt Resolution 2024-R-45, authorizing staff to file an application for approval ofa financing agreement for the construction of a new Fire Station 3; Resolution 2024-R-46, approving financing terms for the construction of a new Fire Station 3 and related assets to be located at 161 &1 151 Brooks Avenue: and 5234 Highway 7,and Governmental Capital Project Budget Ordinance Amendment 2024-23 as presented. Councilmember Stiles seconded and the motion was carried unanimously.
