ROCK) COLORADO CITY OF ROCKY FORD - CITY COUNCIL MEETING June 25, 2024 WORK SESSION: 6:00p.m. Mayor Duane Gurulé, City Manager Stacey Mienski, Councilmembers Larry Herrera, Robert Barron, Nicholas Martinez, Nicole Roberts and Thomas Mullins, Public Works Director Rick Long and Mike Hager with Element Engineering metf for a work session to discuss a proposed 50/50 sidewalk replacement program and, also, to discuss the City of Rocky Ford's CDPHE compliance schedule. Others present: Gary Reed and. J.R. Thompson REGULAR MEETING: 7:00p.m. present at roll call were: Mayor: Duane Gurulé Rocky Ford City Council meti in Council Chambers on Tuesday, June 11,2 2024. Mayor Gurulé called the meeting to order. Those Councilmembers: Larry Herrera, Robert Barron, Nicholas Martinez, Nicole Roberts and Thomas Mullins Staff: City Manager Stacey Milenski, Public Works Director Rick Long, Public Works Foreman Cuco Ruiz, Finance Director Kyle Crosswhite, and City Clerk Rebecca Korinek Others present: Mary Garcia (zoom), Gary Reed,J.F R. Thompson, Jeremiah Deleon and Garrett Stanley Mayor Gurulé led the Pledge of Allegiance. Councimember Nicholas Martinez read aloud the City of Rocky Ford's Mission Statement PUBLIC COMMENT C.R.S. $31-4-212. J.R. Thompson gave Council information regarding open meetings under C.R.S. $23-5-121 (2) and' Title 31 local government laws ANY CHANGES TO, OR REMOVAL OFCONSENT, AGENDA ITEM APPROVAL OFCONSENT AGENDA Mayor Gurulé explained the agenda and consent agenda to all. Councimember Herrera moved to approve the consent agenda. Ther motion was seconded by Councilmember Mullins. Approval of previous meeting minutes for June 11,2024 2. Application for Renewal of Retail Liquor License-A Rocky Ford Country Club, Golf Course, 91 Play Park APPROVAL OFAGENDA Mayor Gurulé requested the addition, under new business, of 15.3CDPHE to authorize the City Manager to move forward with CDPHE loan approval. Itwas moved by Councilmember Roberts and seconded by Councilmember Mullins to approve the meeting agenda with the requested addition. PROCLAMATIONS None STAFF REPORTS City Manager Stacey Milenski had earlier provided her report to Council by email. Milenski added some information to her report. Finance Director Kyle Crosswhite gave Council his recommendation to Council regarding the purchase of three (3) trucks. PUBLIC HEARING North Main Street, Rocky Ford Application for Coloradol Beer and' Wine License filed by:. Jeremiah Deleon and Garrett Stanley, dba Tiger Hunt, LLC, at 206 Mayor Gurulé recessed the regular meeting at 7:23 p.m. and opened thel Public Hearing. Gurulé explained to all the process and procedure of a public hearing. Jeremiah Deleon and Garrett Stanley approached Council and were sworn in by the City Clerk. Deleon and Stanley gave Council information regarding their application for al beer and wine license. Gurulé askedi if any person wished to either speak for or against the application. None approached or spoke. Mayor Gurulé closed thep public hearing at 7:33 p.m. and resumed the regular meeting. OLD BUSINESS ApprovalDisapproval of Pisgah Water Shares shares of the Pisgah Reservoir. Itwas moved by Councilmember Mullins and seconded by Councilmember Robers to sell the City's YES NO ABSENT Motion carried 4-2 Roberts, Mullins, Herrera, Martinez Barron, Gurulé Cordova EXECUTIVE SESSION None NEWB BUSINESS Approval/Denial of Application for a Colorado Beer and Wine License filed by: Jeremiah Deleon and Garrett Stanley, dba Tiger Hunt, LLC, at 206 North Main Street, Rocky Ford Ity was moved by Councilmember Herrera and seconded by Councimember Roberts to authorize and approve the application submitted by, Jeremiah Deleon and Garrett Stanley dba Tiger Hunt! LLC for a Colorado beer and wine license. Voting results were: YES NO ABSENT Motion carried 6-0 Roberts, Mullins, Herrera, Barron, Martinez, Gurulé None Cordova Rocky Ford Chamber of Commerce- Request for road closure for "Freedom Fest" City Clerk Rebeccal Korinek informed Council that approval ofr road closure was received from the Police Department and the Fire Department. Itv was moved by Councilmember Martinez and seconded by Councimember Mullins to approve and allow the road closure, of Railroad. Avenue from 9th Street to the Alley, on July 4th. Voting results were: YES NO ABSENT ABSTAIN Mullins, Herrera, Barron, Martinez, Gurulé None Cordova Roberts Motion carried 5-0, with one abstention CDPHE - USDA loan approval This matter was discussed atl length during the earlier work session tonight. Will be gone on vacation starting on Wednesday. The golf course has new golf carts for rent and the Thursday men's Herrerar received two additional grant approvals from the Rocky Ford Elk's Club Councilmember Barron reported the following: Barron reported on the history of the Grand Theater. The Theater is always in need of donations and the Theater is also available tor rent for private functions. Barron encouraged residents to donate some oft their time. Councimember Martinez reported the following: Martinez reported that the Tree Board has not scheduled any meetings recently. Martinez encouraged residents to attend the Fire Side meetings. Councilmember Roberts reported thet following: Roberts reported that the Chamber of Commerce has been very busy with projects and everyone is encouraged to attend the Freedom Fest and Annual Duck Race on July 4th. Roberts reported on the recent Colorado Municipal League (CML) conference that she attended. Councilmember Mullins reported thet following: Mullins reported on events at the Museum. Mayor Gurulé reported the following: Gurulé reported that the summer youth program is under way. Gurulé reported on the CML conference programs that he attended. There willl be a ground breaking ceremony on, July 121 for the Osborn Apartments.
