NO. 2023-03, DECLARING Al MORATORIUM ON THE. ACCEPTANCE OF APPLICATIONS AND PROCESSING OF SPECIAL EXCEPTION APPLICATIONS FOR TRAVEL TRAILER PARKS AND CAMPGROUNDS FOR A PERIOD OF ONE YEAR; REPEALING ALL RESOLUTIONS WHEREAS, the Union County Land Development Regulations, hereinafter referred to as thel Land Development Regulations, as amended, empowers thel Board of County Commissioners of Union County, Florida, setving as the Planning and Zoning Board ofUnion County, Florida, hereinafter referred to as the Board of County Commissioners, serving as the Planning and Zoning Board, to recommend to the Board ofCounty Commissioners ofUnion County, Florida, hereinafter referred to as the Board ofCounty Commissioners, approval or denial of amendments to the Land Development Regulations, in accordance WHEREAS, Sections 163.3161 to 163.3248, Florida Statutes, as amended, empowers thel Board of County Commissioners, serving as thel Local Planning Agency ofUnion County, Florida, hereinafter referred to as thel Local Planning Agency, to recommend to thel Board ofCounty Commissioners, approval or denial of amendments to thel Land Development Regulations, in accordance with said statute WHEREAS, the Board of County Commissioners has been designated as thel Planning and Zoning WHEREAS, the! Board ofC County Commissionèrs has been designated as the Local Planning WHEREAS, the Board of County Commissioners, at aj public meeting held on May 15, 2023, adopted a motion directing the County. Attorney to draft ai moratorium ordinance for review and approval by the Board of County Commissioners prohibiting the acceptance and processing of special exception applications for travel trailer parks and campgrounds for a period of one year in order fort the County to amend the Land Development Regulations concerning travel trailer parks and campgrounds; WHEREAS, a duly noticed public hearing was conducted by the Board of County Commissioners, serving as the Planning and Zoning Board, and serving also as the Local Planning Agency, for the consideration of said travel trailer parks and campgrounds moratorium Ordinance! No. 2023-03, and considered all comments received during said public hearing concerning said moratorium ordinance; WHEREAS, the Board of County Commissioners serving as the Planning and Zoning Board, and serving aIso as the Local Planning Agency, has determined and found that ai need and justification exists for the approval of said travel trailer parks and campgrounds moratorium ordinance; WHEREAS, the Board of County Commissioners serving as thel Planning and Zoning Board, and serving also as the Local Planning Agency, has determined and found that approval of said travel trailer parks and campgrounds moratorium Ordinance No. 2023-03 is consistent with the purposes and objectives oft the comprehensive planning program and the Comprehensive Plan;  IN CONFLIÇT; AND: PROVIDING AN EFFECTIVE DATE  with said regulations;  Board; Agency;  WHEREAS, thel Board ofCounty Commissioners serving as the Planning and Zoning Board, and serving also as the Local Planning Agency, has determined and found that approval of said travel trailer parks and campgrounds moratorium Ordinance: No. 2023-03 will: further the purposes oft thel Land Development Regulations and other ordinances, regulations, and actions designed toi implement the  Comprehensive Plan; and  Page 1 of2    WHEREAS, the Board ofCounty Commissioners serving as the Planning and Zoning Board, and serving also as the Local Planning Agency, has determined and found that approval ofs said travel trailer parks and campgrounds moratorium Ordinance No. 2023-03 would promote the public health, safety, NOW THEREFORE, BEI ITI RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF UNION ÇOUNTY, FLORIDA, SERVING ASTHE PLANNING AND: ZONING BOARDOF UNION COUNTY, FLORIDA AND SERVING ALSO AST THE: LOCAL PLANNING AGENCY OF Section 1. The Board of County Comissioners serving as thel Planning and Zoning Board and serving also as the Local Planning Agency, recommends to the Board of County Commissioners the adoption of moratorium Ordinance No. 2023-03 declaring a moratorium on the acceptance and processing ofs special exception applications for travel trailer parks and campgrounds for aj period of one year. Sectidnl2. All resolutions or portions ofi resolutions in conflict with this resolution arel hereby repealed to  morals,Order, comfort, convenience, appearance, prosperity or general welfare.
