There will be thorough and complete job descriptions for all employee classifications covered by this Agreement. The parties hereto will mutually adopt such descriptions. Such descriptions may be altered, amended, or deleted as provided for under Section 3. Both parties understand and agree that the duties performed by members of the bargaining unit cannot always be covered by job descriptions and, therefore, members ofthe unit may bei required toj perform duties in addition to all those listed within the current job descriptions which are related to the purposes oft the job in question. Section 4. Any rule, regulation, policy or procedure of the City or any of its Departments or Divisions which is determined to be in conflict with this Agreement shall be resolved by modification of such rule, regulation, policy or procedure. During such probationary period the employee may be disciplined or discharged at the will and pleasure ofthe City and without recourse to the grievance procedure. In order to be considered for promotion to a higher rank, an employee must have served in their current rank for a period of not less than one (1) year. The probationary period for persons promoted to a higher rank shall be six (6) months. During such period the employee may be reduced to his former rank without Section 4. ARTICLE 15 HOURS OF WORK AND OVERTIME Section 1. The City shall have the right to schedule and reschedule shift starting and ending time. Regular shift assignments shall be posted not less than seven (7) calendar days prior to the beginning of each twenty-eight (28) day cycle. In the event that officers desire to exchange shifts they may request such exchange not less than seven (7) calendar days prior to the beginning of the shift. Shift exchanges shall be permitted, provided, however, that no such shift exchange shall be permitted without the express consent oft the Division Commander or his designee. No eligibility list shall be established in these instances, and future promotions shall be addressed as they arise. The Chiefwill provide the City with a test bank of questions for the written examination. Participants will be provided with a list of all applicable exam materials that the written examination will be based on. The written examination will be prepared by the City. The Chief's designee and a union representative will proctor the written exam. The designee and union representative will collectively grade the written exam and provide a scoring sheet oftest results to the Chief. The Chiefwill then facilitate the dissemination oft the test scores to the Officers. Concerns about written exam questions shall be resolved by the Section 4. Scoring: The scores of the written examination (100 pts) and the oral board (100 pts) will be combined and averaged in order to establish an overall examination score, which will be published. Sick leave shall be earned at the rate of eight and five-tenths (8.5) hours per month of continuous service, up to a maximum of one thousand forty (1040) hours. An employee shall not be eligible for accumulated sick leave unless the employee has successfully completed the first six (6) months of employment. After completing six (6) months of employment, the employee will be credited with fifty-one (51) hours of sick leave. Any time off during the first six (6) months of employment will be deducted from the employee's compensation. Sick leave shall be used only by the employee earning the sick leave or donated to the sick leave pool established by City Ordinance. FWC has no objection to the management of vegetation between bird nesting areas along US27. The City's aquatic plant manager will start managing these areas in compliance with the terms of their Contract with the City. The estimated additional cost ofherbicides The introduction ofl Illinois Pondweed is of more concern. While aquatic vegetation is critical to the health ofLake Jackson, recent challenges with this specific species of vegetation on Lake June in Winter in Lake Placid is cause for concern. Neither City Staff Illinois Pondweed is a native plant in certain waterbodies ofl Florida but is not native to Lake Jackson. Recent plantings on sandy bottom nutrient rich lakes has proven problematic. Lake. Jackson is a recreational lake that has historically, and at present, hosted ai moderately health fishery. The likely goal ofFWC and County biologists was to enhance the fishery and well as increase nutrient management via vegetation enhancement. While we do not disagree with the introduction and enhancement of vegetation on Lake Jackson, the challenge with this species is that it grows at such an exponential rate that management will become very difficult in short order. Various forms of management are available but not without collateral damage. For instance, herbicides specific to the treatment oft this species will cause collateral damage where other beneficial species are present such as in the attached photo (the effected species in this case will be bullrush and spadderdock, both highly beneficial plants to the ecosystem). Submersed aggressive native plants: eelgrass (Vallisneria americana) andi illinois pondweed (Potamogeton illinoinensis) Eelgrass and illinois pondweed are native tol North America. Like hydrilla, they require submersed conditions to survive. Both species provide valuable ecosystem services and are frequently included in freshwater enhancement and restoration projects. In addition to stabilizing substrates and removing nutrients from the water column, these plants provide food and habitats for aquatic fauna (Carpenter and Lodge, 1986; Fleming et al., 2011). Successful establishment of submersed species can be inhibited by abiotic factors such as currents and unsuitable nutrient levels; however, because species such as eelgrass provide such important ecosystem services, methods have been developed to improve field establishment and identify widely adapted ecotypes that tolerate adverse environmental conditions (Gettys andl Haller, 2012, 2013). The growth habit of eelgrass is quite different from hydrilla, although both are Hydrocharitaceae. Eelgrass has a rosette growth form, with long (up to 61 ft), strap-like, sessile leaves attached at the base oft the plant, whereas hydrilla is a branched, clump-forming species with many stems that bear small leaves in a verticillate arrangement. Eelgrass is dioecious, and both plant types (pistillate- bearing and staminatebearing) are typically present ini most populations. Pistillate flowers float on the surface of the water and are supported by long (up to 6.5 ft) peduncles, whereas staminate flowers are borne in a capsule at thel base oft the plant before they are released and allowed to float to the water's surface (Godfrey and' Wooten, 1979). The species is fertile and does reproduce via seeds, but most population expansion occurs as a result of vegetative reproduction (i.e., daughter plants or ramets produced on subterranean rhizomatous runners). Eelgrass is an important component of healthy ecosystems (Jaggers, 1994), but it can easily form nuisance-level populations that require management, particularly in human- made settings such as community lakes, reservoirs, and golf course ponds. Most problems associated with the overgrowth of eelgrass are aesthetic; the plant routinely sheds leaves, which results in unattractive, unkempt shorelines as leaves accumulate along the water's margins. The long peduncles bearing pistillate flowers can become entangledi in fishing gear, outboard motors, and other watercraft, which can be an annoyance to anglers and others who use eelgrass-rich areas for recreational purposes. Illinois pondweed has a growth habit that is more: similar to that ofhydrilla; however, illinois pondweed occasionally produces floating leaves as well as submersed leaves. The submersed leaves ofillinois pondweed are much larger (up to 3 inches long 0.75 inches wide) than those of1 hydrilla (0.75 inches long 0.20 inches wide) and are arranged in an alternate manner on long, slender stems (DiTomaso and Healy, 2003). Illinois pondweed grows in waters as deep as 20: fta and reproduces via sexual and asexual means. The starchy seeds are an excellent food source for ducks and other waterfowl, and they can remain viable for up to 5 years. Like hydrilla, dense populations ofillinois pondweed can degrade ecosystems and habitats by blocking the air-water interface ands suppressing light penetration. Furthermore, it can interfere with anthropocentric activities by hindering navigation, clogging water control structures, and disrupting recreational activities.
