The character of the community is established by legislative policies which aret the Comprehensive Plan (CP) and Land Development Regulations (LDR) which have not been amended. Hes suggested ar moratorium on RPUDs1 to allow time to review regulations and policies and amend the CP and LDR. Mayor Gibson commented thats several years ago there wasa aworkshop to change the Comprehensive Plan, andr no one showed up.
