Quinones. Meeting began at 6:00pm. Parks Director Deal announced that the minutes could not be approved as there were only three members in the meeting. She went directly to the updates. NEW BUSINESS 1.) FIRE FALL FEST RECAP. Parks Director Deal said the event was on October 21, 2023 and there was an open house of the Fire House with tours available for the community. There were lots of kids' activities along with food and over 500 people attended. It was a very fun event and people were already asking when was the next one scheduled. She explained it takes place before Halloween, but it is not a Halloween event. It's to commemorate fire prevention month, which is in October and give focus to the Fire Department. Parks Director Deal moved on to the next item on the agenda. 2.) RECREATION SOFTWARE. Parks Director Deal shared the update on the recreation software that was brought up in previous meetings. She explained the current way of making reservations for our rental facilities which is manually and in person mostly. With this new software, it will be a streamlined process done online without having to come in person, which will help those working parents. We are planning to do a soft launch of all the rentals in December internally, SO we can try togo live in January. It's not a complicated software, it will be easy for the user and for us as far as keeping track of all the rentals and programs. Parks Director Deal moved ont to the next item on the agenda. 3.) VETERANS DAY EVENT. Parks Director Deal talked about the upcoming Veterans Day Memorial this Saturday, November 11th at 11am at Gardner Park. She also invited the Board members to attend if they wished to do SO. This is an event that we rotate yearly with the City of Auburndale. She explained the lineup of the event and a couple more things added, such as a flag disposal box, sO that the official flags can be disposed of properly. This flag box will be a permanent fixture, and we are looking at different places toi install it. Parks Director Deal moved on to the next item on the agenda. 4.) CHRISTMAS PARADE EVENT. Parks Director Deal talked about the Christmas parade taking place on Saturday, December gth at 6:30pm. She went over the details of the route, which is the same as it has been, starting at Central Park and ending at Gardner Park. She also talked about the tree lighting after the parade at Gardner Park and other activities like the Santa letters, snow, cookies and hot cocoa, and pictures with Santa. All of this has been advertised on Facebook as well as the utility bill. Parks Director Deal moved on to the next item on the agenda. 5.) STAFFING UPDATE. Parks Director Deal shared that someone has already been hired this past Monday for the full- time position that was added for the new fiscal year. Hoping that he will start within the next week or SO. There is a second position that we have open, which is a part-time position. And it has changed a bit. It will still be out of the Parks Department, but they will be working a later shift, starting at 4pm, Monday through Friday, cleaning the park restrooms every day. There are too many users, and the current crew gets to them about once a week, but this will be more efficient. Once they are cleaned, the restrooms will be locked every night and reopened in the morning because we are getting a lot of vandalism overnight. This person will also be able to help our current custodial employee who cleans all the City buildings. Discussion Nominate and Appoint a Chairperson and Vice Chairperson for 2024. Chair Runnels asked if there were any nominations for the Chairperson position. After a brief silence, she moved on to start with the Vice Chairperson position. She the shared how she would not like to be Chairperson due to having a lot going on. She does not want to step down from the Board, just from that position, although she does not mind helping with coaching in that Chair Runnels nominated Board Member Rothberg for Chairperson and it was seconded by Board Member Fawcett. Board Member Rothberg accepted, and the vote was approved Board Member Fawcett nominated Chairperson Runnels for Vice Chairperson and it was seconded by Board Member Widener. Parks Director Deal talked about the festival taking place this upcoming Saturday, from 10am until 4pm. It will take place downtown, with the historic bus tours, kids 'activities, and the library will be extended to be opened as well. There will also be a live band, historic people doing shows and walking around, food vendors, and Board Member Rothberg has volunteered to help with the bus tours. Chair Runnels thanked Parks Director Deal for the update. Parks Director Deal moved on to the next item on the agenda. 4.) Project Updates. Parks Director Deal talked about the current projects going on. Some renderings were done to paint the outside of the library after it was power washed and noticing that it is really dated. The renderings were submitted to the City Manager for approval and we are going to work with contractors to move forward with the color scheme chosen which is similar to the current colors. Board Member Widener asked if the funding for that is coming out of the library's budget. 6 AGENDA SEPTEMBER1 17, 2024 LAKE ALFRED PARKS & RECREATION BOARD Parks Director Deal said that City Manager Leavengood has a project line item and it is coming out of there. She also showed the renderings to the Board with the colors that were chosen. She hopes that by the next board meeting the project would have already be completed, or have started working with a contractor to get it completed. She then moved on to the updates that have been made at the Mackay Gardens and Lakeside Preserve and encouraged the Board Members to go take a look if they have not yet. She talked about the new flower beds and brick border that have been put ini the front of the house, along with redoing the irrigation since it was not working. The front door was painted as well as the outside window frames, and the entryway too. The drainage has also been updated since it was causing washout issues with the grass and the pavers. As of last week, there is also new asphalt on the driveway by the entrance and the playground area. She then explained how the Parks crew has been working on a list of things given by the Florida League of Cities, which comes and gives an audit of the City. These lists are given to each department depending on what kind of potential liabilities may arise. The Parks crew mostly finished their list just last week. There is only one thing that they are currently working on from that list to complete it. The last update that she had to give was the registration for summer camp is now opened and explained how the program goes. Parks Director Deal responded that iti is $550.00 for the full 7 weeks. Board Member Rothberg asked if there were any volunteers for that. Chair Runnels asked about the cost of the camp. Parks Director Deal spoke about the junior counselors that sign up as volunteers, as well as the regular counselors that will be running it. Chair Runnels asked about the dates for the camp. Parks Director Deal responded that it will be from June 10th through July 26th. Parks Director Deal asked if there were any other questions. There were none. Parks Director Deal mentioned the Easter Egg Hunt that will be hosted by the Lions Club on Chair Runnels announced the recognition of citizens. ISSUE: The Board will discuss the approval of the FDOT application for the Lake Alfred Christmas Parade route. ATTACHMENTIS): None. ANALYSIS: The Lake Alfred Christmas Parade will take place on the second Saturday of December, December 14, 2024. The parade starts at 6:30pm and runs from the staging area at Central Park to the end point at Gardner Park, and we will utilize the same route that has been This route requires the City shut down S Lake Shore Way and provide a detour route for traffic. S Lake Shore Way is a state road and falls under the jurisdiction of the Florida Department of Transportation. FDOT requires the City to apply for a permit in order to shut down S Lake Shore Way and requires the parade route and all details be discussed at a public meeting in order to As stated above the parade starts at Central Park at 6:30pm and runs from Central Park west on Cummings St to S Lake Shore Way then makes its way to Gardner Park. The parade is approximately one mile in length and takes approximately one hour to complete. This route has been in use for the past few years and seems to work very well for participants and the City. The detour has been developed by Police Chief Art Bodenheimer and is put in place and manned by the public works department and the Lake. Alfred Police Department on the day of the parade.
