Board of Supervisors November 12, 2019 Sheet 3 RE: MATTERS FROM THE PUBLIC Dr.Johnl Hayes said hel has not heard back from the County Administrator regardingmoney for spay/neuter costs for the Madison-Greene Humane Society. Money has been donated to the Animal Shelter by citizens for the sterilization of dogs and cats in our locality and he would like Mr. Steve Kruskamp encouraged the Board to consider designating Greene County as a 2nd Amendment sanctuary in light oft the Governor's statement that he will enact a plan to potentially confiscate weapons and guns and infringe on citizen rights. He: suggested aj public statement that the Board will not infringe on the constitutional rights of citizens in the County. Mrs. Amy Hollis said the annual Toy Lift will be on December 61 this year. RE: LEGISLATIVE PROGRAM Mr. David Blount, Legislative Liaison, reviewed the highlights of proposed changes for State budget and funding obligations - Updated first paragraph with timely topics to be Public education funding Added statement about restoring previous cuts Broadband - Added language supporting local broadband authorities and use of railroad Local revenue authority - Added position opposing changes to the existing tax assessment Children's! Services Act - updated funding numbers and status ofs studies Land use and growth management - Revised language on proffers in light of 2019 legislation and added position supporting local tree preservation the 2020Legislative Program. Top priority updates include: addressed in budget crossing easements appeals process Legislative positions included: Board of Supervisors November 12, 2019 Sheet 4 Environmental quality - added new statements to position on recycling to support General government - added new statement on Elections to support state funding for new Public safety - added new statements to position on funding to request full state funding or currently authorized positions for Commonwealth's Attorney offices. Support state funding for alternative options for transporting mental health patients. Added: new position on volunteers to endorse having additional tools to support emergency services volunteers. Mr. Martin said, when asked why the County has a legislative liaison through TJPDC, he responded he could not imagine us trying to do this by ourselves and it makes sense to work on a regional basis. RE: RECREATIONAL OPPORTUNITIES Mrs. Stephanie Golon, Deputy Planning Director, said a community survey has been developed by the Greene Recreational Opportunities Committee. Next steps include holding a community input session, conducting an activities and facilities audit and expanding the Recreational opportunities are important to community development. Economic benefits include providing jobs, attracting tourists, businesses, families and retirees. Economic, health, environmental and social benefits are derived from recreational activities. Recreation opportunities were identified as the second priority of the community during the development of the Ruckersville Area Plan. The first priority was economic development and beautification. The Committee is seeking further input from the community. What programs or activities are desired most? What is the best way to communicate recreational activities? Is word getting out? The survey consists of9 questions and should take no longer than 51 minutes to complete. The survey will be available online or as aj paper version, and post cards with the online address and QR code will be placed at various locations throughout the County. The Parks and Recreation Department and the Chamber of Commerce will also distribute the survey. Responses will be collected until December 30 with data available the first week in January. An open house will be scheduled for the end of February/first of March to get additional input from the public and to provide results of the survey. Board of Supervisors November 12, 2019 Sheet 5 RE: EMERGENCY SERVICESAPPARATUS PROGRAM Mr. Cox said the fire departments have been requesting, for the last several years, al ladder truck or specialty apparatus. Thei three departments, at the last EMS: meeting, discussed this again and het threw out an idea. After the completion oft the current apparatus replacement program, the next cycle (6 years offunding) could bej put towards a new ladder truck to bel housed in a building that exists today that it would fiti in. The proposal would involve future boards and is something the three fire companies are willing to work together on. Mr. Cox presented al letter signed by the chiefs of each fire department indicating their interest in this proposal. He asked that this be on Mr. Martin: noted the study by the Virginia Fire Services Board: may or may not! bei relevant. RE: RESOLUTION TO DECLARE AN INTENT TO REIMBURSE FOR PURCHASE OF LAND AND EASEMENTS FOR THE GREENE COUNTY WATER SUPPLY AND Mrs. Tracy Morris, Director of Finance, said the Board of Supervisors approved a resolution on October 22, 2019, to appropriate $422,000 for the purchase ofland and easements to continue the Greene County Water Supply and Treatment Project. RE: LIAISON REPORT Mr. Herring said the Thomas Jefferson Planning District Commission met last Thursday and had an in-depth conversation about recycling. There is a company in North Carolina that will recycle glass and the regional group will meet to discuss the possibility to getting glass to the Albemarle facility to then be transported to North Carolina. Also, a letter went out to local legislators requesting their support ofadditional funding to support broadband projects. Mrs. Flynn said the Social Services meeting was postponed. Ms. Marta Keene ofJABA may attend a Board meeting during the first part oft the year to meet new: members prior to budget season. Mrs. Durrer said the Regional Jail Board will meet on' Thursday. RE: COUNTY ADMINISTRATOR UPDATE Mr. Taylor said the Electro Wizards, a group of gth grade students, placed first in their recent robotics competition and also gave a presentation to County staff about smart office Mr. Taylor also commented on his attendance at the annual VACO meeting thanking the technology. NOW, THEREFORE, IT IS HEREBY RESOLVED by the Board of Supervisors of the County of Greene, Virginia that fifteen thousand dollars ($15,000.00) be appropriated to the 2019-2020 budget of the County of Greene. BE IT FURTHER RESOLVED that the County Administrator of the County of Greene, Virginia is authorized to make the appropriate accounting adjustments in the budget to do all things necessary to give this resolution effect.
