Board of Supervisors October 10,2017 Sheet 3 RE: MATTERS FROM7 THE PUBLIC Mr. Steve Coffey, Simms Road, said he has been having problems with COWS getting out of neighbor's property and destroying his garden, etc. He asked the Board to consider an ordinance the Sheriff can enforce requiring owners oflivestock to fence their property. Mr. Clarke, County Attorney, said County Code Section 14-1 states the boundary line of each lot or parcel is al lawful fence. The owner of the animals would bel liable for damages. This would be a civil action and the owner would have tol be taken to court for damages. Sheriff Smith said Animal Control Officers issued tickets pursuant to this code section and was laughed out of court. Mr. Coffey contacted Delegate Rob Bell who in turn contacted Sheriff Mrs. Flynn suggested Delegate Bell be asked toj provide additional information. She said everyone here shares Mr. Coffey's concerns for safety and property rights but the Board has to Smith regarding thisi issue. ensure the County is doing what is allowed by the State Code. RE: REGIONAL NATURAL HAZARD MITIGATION PLAN Ms. Billie Campbell, Senior Program Manager at TJPDC, andl Mr. Wood Hudson, Planning Manager at TJPDC, were present to discuss the Regional Natural Hazard Mitigation Plan. The purpose oft the Plan is to prepare for natural disasters before they occur, thus reducing loss oflife, property damage, and disruption of business. The Federal Emergency Management Agency (FEMA) requires such a plan as a condition for eligibility in certain mitigation grant programs. Thisi is ai five-year update ofthe Plan, scheduled for formal adoption by all localities by December 27,2017. VDEM and FEMA have to review and provide comments on the proposed plan prior to Mr. Hudsonreviewed thel hazard: identification and analysis/vuinerabiity assessment chart. Events included hurricane/high windwindstorms, flooding, winter storms/weather, wildfire, lightning, drought and extreme heat, dam failure, tornado, earthquake and landslide. Greene County has the highest winter weather risk oft the localities ini the TJPDC area. Mr. Frydl said this is a mandated regulation that actually makes sense. Iti is a comprehensive requirement to take al look at these things and get prepared. The Board of Supervisors will be asked to approve the Plan after approval by VDEM and FEMA. The Stanardsville Town Council will be required to approve ai resolution for the town. approval by localities. RE: CENTER FOR INNOVATIVETECHNOLOGY Ms. Jean Plymale, Broadband Project Manager with the Center for Innovative Technology, was present to discuss the broadband path forward for Greene County. CITi is State sponsored and Broadband is currently available inj places where service providers can make aprofit. CIT works with localities to build a business case to get interest from service providers. Iti is a three- phase process. Works with locality all the way to getting an RFP out. CIT has partnered with Ms. Plymale said she was excited to learn Greene County has already conducted a broadband survey. Mr. Herring said the County already has a group working on this project. The Board has made a commitment tov work with staff to create documents that are easier to understand. One thing that is very clear Mr. Herring said the Sheriff'si report indicates fire calls are up 29.5% from a year ago. Mr. Frydl commented on incorrect statements on social media. The Board did not take action on a blight ordinance as the State Code already has regulations pertaining to blight. Asa county, we will not create an ordinance.
