RE: PUBLIC HEARING -] BUDGET Mrs. Leah Paladino, Chair oft the School Board, thanked the Board of Supervisors for Mr. Barkley gave an overview oft the proposed FY 20191 budget and policy priorities which include education, public safety, emergency services, infrastructure, community and economic development, information technology, public facilities, recreation and parks, social services, The real estate tax rate remains at $0.775 per $100 of assessed valuation. General fee schedule for county services remains level. Water facility fee increases by $10 per equivalent dwelling unit (EDU) for residential accounts including EDU holders not yet connected to RSA Overall budget increases by 3.8%. The proposed budget includes a 4.9% increase in local expenditures, a 9.2% increase in local funding for education and a 7.1% increase in local funding for law enforcement. There is a 12.1% decrease in contractual funding for the Central Virginia Regional Jail. Also decrease of 2.19% in contractual costs for emergency medical services, decrease of 3.41% in funding for Social Services programs and 17.8% decrease in county debt transportation and environmental preservation. system. payment obligations. Chair opened floor for public comment. Keith Bourne- - Asked Board to revisit Sheriff's request for two additional deputy positions that were not funded in current proposal. He feels these positions are necessary for public safety and will help reduce wasteful spending on overtime due to inadequate manpower. One possible source for funding that would avoid any increase to total budget is the $250,000 in funding to subsidize the solid waste facility. Asked that tipping fee schedule and operation practices be Tammy Durrer - Landfill should be self-sustaining and possibly generate additional revenue. The Thomas Jefferson Planning District Commission provides oversight and management of the Thomas Jefferson Solid Waste Planning Unit which is responsible for developing and maintaining af five-year regional solid waste management plan. Losing money is not a sound business plan we should follow. Encouraged Board toi investigate solid waste operation. Get educated, get involved, Mallory Lamb - Asked Board to strongly reconsider additional deputies for Sheriff's Officebudget. Currently our Sheriff's Officei iss severelyunderstaffed compared to other localities. Greene has a total of twenty-eight (28) deputies and submitted five hundred seventy-eight (578) reports in 2016. Nineteen (19) were funded by the state and nine (9) by the county. Meanwhile we'retaking al lossof$250,000: at Solid Waste facility. Residents of Greene County have to pay out-of-county fees when using parks, etc. (i.e. Chris Green Lake) We are not economically smart when it comes to our trash.
