RE: MATTERS FROM7 THE PUBLIC Ms. enniterLewis-Fowler was present to provide details on early voting for the upcoming June 18th election. She noted that early voting would start on May 3 and be open Monday through Friday from 9am to 5pm, as well as the last two Saturdays before the election. She also explained that it would be a dual primary, with the Democratic primary only including the House of RE: PUBLIC HEARING ON THE PROPOSED GREENE COUNTY BUDGET FOR FY Ms. Schafrik provided an overview of the proposed budget and tax rates for Greene County. She said that she was pleased with the budget and that it had gone through several iterations based on public and board feedback. She highlighted the creation of the first Citizens Guide to help citizens be able to better understand the budget. She said that the revenue projections had been recently updated, providing some additional flexibility, so Some decisions still needed tol be made by the board based on their discussions. She said that this budget delivered tax cuts, funded essential services, and allowed for additional staffi in critical areas. Representatives: race since Tim Kaine was unopposed for US Senate. 2024-2025 The Public Hearing was opened. Ms. Michelle Hildebrand was present to speak on behalf of Ruckersville Volunteer Fire Department. She said that funding for Ruckersville Volunteer Fire Department had remained the same over the last 10 years despite increased costs. Funding per capita for Ruckersville residents had decreased by 53% over 10 years due to inflation and population growth. She said that the equipment and apparatus repair costs have increased significantly and that their oldest piece of equipment is 22 years old, well past its estimated service life. She said that insurance costs also continue to increase for the department. Lastly, she said that 83% of their budget goes to direct program expenses and 17% for administrative costs. She requested an additional $50,000 in funding to address their projected deficits. Mr. Bill Zutt said that he wanted to commend the Board for keeping the expenditures at 5.6%. He said that he feels the 30% increase in the EMS budget needed additional justification Board of Supervisors April 23, 2024 Sheet 4 and that the Board should look more closely at it before passing the budget. He thanked the Board and staff for their work on the budget. Ms. Joanne Burkholder said that she would like the Board to add a line item to the budget tof fund the renovations at the new Social Services building. She said that the county needs to hire an architect and not piecemeal the new space. She also said that she wants to see aj picture of each Board member on the website. Ms. Schafrik noted that the money was planned and set aside during the financing of the building. The Public Hearing was closed. The Board began discussions on the amendments to be made to the budget to reallocate new revenue to some of the budget items back that were originally cut. They discussed the need tor reinstate the funds for the reassessment, using the additional TOT revenue to start a fund fora recreational center, giving an Animal Control position back to the Sheriff's Office and the number of part-time employees in the EMS department. They said that they would not fund a Deputy County Administrator at this time. They also discussed a master plan for the park. RE: PUBLICI HEARING AND ADOPTION OFGREENE COUNTYTAX RATES FOR2024 The public hearing for the adoption of the tax rates for 2024 was opened and closed with Upon motion by Tim Goolsby, second by Davis Lamb and unanimous roll call vote, the no comments. RE: PUBLIC HEARING TO CONSIDER AND INCREASE IN THE TRANSIENT Ms. Kemp said that the Board asked her to update the Transient Occupancy Tax ordinance to increase the rate from 5% to 8%. This tax would be applied to all hotels, campgrounds, and Airbnb's. She said that the Commissioner of Revenue said that anything that is booked prior to OCCUPANCYTAX the passage of this ordinance will still be assessed at the lower rate. The public hearing was opened and closed with no comments. Upon motion by Francis McGuigan, second by Davis Lamb and unanimous roll call vote, the Board adopted the resolution as presented and added that the additional revenue derived from this increase shall be placed in a recreation center fund and shall be restricted to the use of planning and construction of a recreational center complex. RE: PUBLIC HEARING TO CONSIDER THE CREATION OF A SEPARATE CLASSIFICATION FOR THE PURPOSES OF LEVYING PERSONAL PROPERTY TAXES ON MOTOR VEHICLES OWNED OR LEASED BY MEMBERS OFTHE GREENE COUNTY Ms. Kemp said that this ordinance amendment came as the result of many discussions about ways to encourage volunteer firefighters. Currently, they do not have to pay one $25 vehicle tag fee. This ordinance would allow the County to offer personal property reliefto active members of the volunteer fire departments for one motor vehicle not to exceed $500. She said that the VOLUNTEER FIRE DEPARTMENTS Commissioner of Revenue requested that this not take effect until 2025. The Board discussed several scenarios concerning members that do not own vehicles or own vehicles that would fall under the capped allowance. They discussed being able to pass the credit on to their parents or being able to apply it to real estate. It was the consensus of the Board that they adopt the resolution as presented this evening and continue to amend it until they are satisfied that all volunteers are receiving a benefit. Mr. Scotty Batten, Vice President of Ruckersville Volunteer Fire Department, was present to add that he hopes the Board will consider extending this benefit to those who volunteer regardless oft their residency within the county. He said that he does not currently live in the county but does volunteer here. Thej public hearing was closed. Board of Supervisors April 23, 2024 Sheet 7 RE: PROPOSEDLETTER OFSUPPORT FOR HOLISTIC APOTHECARY VIRGINIA.LLC TOOPERATE A PHARMACEUTICAL PROCESSOR FACILITY IN RUCKERSVILLE Mr. Yost was present to ask the Board to send a letter of support to the state on behalf of Holistic Apothecary Virginia, LLC as they are applying for a license to manufacture THC for the chronically ill. They have secured property at the Tall Oaks Technology Center. They will have as significant impact on our locality with their machinery and tools tax of 5400,000-5500,000 and they will employ about 100 - 150 people. RE: BOARDLIAISON REPORTS Mr. Catalano said that he attended the Sheriff's annual awards banquet and that the food Mr. Lamb said that he attended a meeting with Social Services and toured the new building. Mr. Goolsby attended the' Tourism Board meeting. He said that they are working on several projects that will attract more tourism. He also attended the Planning Commission meeting and and fellowship were amazing. He thanked the Sheriff's Office for their service. said that there will be items coming forward to the Board soon. Ms. Durrer attended the STAR meeting. She said that they are having a clean up Stanardsville day on April 27th. Stanardsville Stomp will take place on May 4th from 2-4 at the pavilion. There will be a fair hosted by the Greene Care Clinic on September 15th. RE: BUDGET DISCUSSION Ms. Schafrik said that she needed to clarify that, since the! Board voted to use the additional TOT tax for a recreation center, she will need to prioritize how the Board wishes to spend the leftover $193,000. It was the consensus of the Board to fund an additional Animal Control officer for the Sheriff's Office and then to put the remaining $93,000 to contingency with the understanding that the County Administrator must get Board approval before spending funds in the contingency line. RE: COUNTY ADMINISTRATORS UPDATE Ms. Schafrik said that there will be a press conference tomorrow to celebrate the $820,000 for community project funding that is coming to Greene County. The Parks & Recreation Board of Supervisors April 23, 2024 Sheet 8 department will receive $750,000 to make safety, security and access improvements and the Sheriff's Office will receive $70,000 for a virtual reality training system. The power lifting event will be held on May 4th at the High School beginning at 9am. Ms. Schafrik said that the General Assembly will be convening a special session in mid-May to discuss and vote on the state budget for the 25/26 time period. The deliberations between the legislative and executive branches during the coming weeks on the budget that was approved by the General Assembly in early March is going to be the basis for this new renegotiation, but that budget does still contain the $3 million for the impoundment structure in Greene County. She said that our maintenance team has been busy arranging several big projects such as a renovation of the courthouse, which began April 22nd and will be going on through July 22nd. As has been the practice in the past, during that period of time when the court needs to meet, it will be held here in the county meeting room. Also, work will begin to replace the roof on this building with a shingle roof next month. She also said that work to address deficiencies in the concrete pads at the Animal Shelter will begin on April 29th. This work is required to come into compliance with state regulations. Our County staff! has had discussions with some of the principals of the Applicant regarding their proposed operations in not only Greene County, but also the HSA-1 region.
