Members oft the School Board and staff present included: Ms. Sharon Mack, Chair; Todd Sansom, Vice Chair; Leah Paladino, Member; Jason Collier, Member; Jason Tooley, Member; Dr. Andrea Whitmarsh, Superintendent; Ms. Kristie Spencer, Director of Financial and Human Resources; and Bryan Huber, Assistant Mr. Martin asked for a quick update on the construction project and ifai fire safety program for high school students has been discussed. Mrs. Meador said she sent a request to the schools Mrs. Mack said support of the implementation of Innovate 2021 is a priority. She briefly reviewed the key components which includes the CTE programs, continued accreditation of all schools, and providing a safe and supportive learning environment. Support is needed in the area of student behavior and providing support resources for students and teachers. The School's Another priority is to provide competitive compensation and benefits for all staff. Salary increase of 3 to 4 percent is proposed to keep Greene competitive with surrounding localities. Health insurance costs are expected toi increase by 10 percent. The VRS rates are also increasing. RE: MATTERS FROM' THE PUBLIC Mr. Steve Kruskamp spoke on the unfortunate incident of a raw sewage leak on Route 29. He said it would be nice to have a formal statement as to what happened, how it was solved, and steps taken tol keepi it from happening again. He also said thel EDA revolving loans do not currently have UCC filings which could severely impact any recourse in case of default. He suggested the Board make sure that is being looked into by the County or EDA Attorney. Ongoing programs at thel Library include: Chronicles of Yarnia, Cookbook Book Club, Friday Film Series, Teen Advisory Board, Mr. William James willl be at the Library on February 1 tot talk about his new memoir, Hard Times and Survival: The Autobiograplyofan, African-American Son, followed by al book signing. The Color of Law by Richard Rothstein will be discussed at a fair housing book discussion on February 29 and Mr. Craig Wilson will be speaking. The book for Same Page 2020, which is a community wide program, is Brown Girl Dreaming by Jacqueline Woodson. Copies were given The Library will be helping in the 2020 Census. Census representatives will be at the Greene County Library on March 24, April 18, April 29, and May 2. RE: RUCKERSVILLE ADVISORY COMMITTEE Mr. Patrick Moctezuma, Chair of the Ruckersville Advisory Committee, was present to discuss recommendations by the Committee. RAC chose to focus on items that were labeled "immediate priority" in thel Ruckersville Area Plan with the following recommendations: Proceed with a full zoning audit Proceed with a Citizens Academy Proceed with a sign audit on Route 29 to reduce clutter Review enforcement codes regarding temporary signs Review placement and wording of"Welcome to Greene" signs Installation of additional Ruckersville identification signs Highly visible signage at new Visitor Center More frequent mowing ofmedian on Route 29 Development ofas streetscape plan for Route 29 Reduce the visual impact and scale of power lines on Route 29 corridor Improve the visual impact of the water treatment plant on Route 29 north Mr. Martin thought the citizens academy is a good idea and the Board had agreed to wait until the new County Administrator came onboard to discuss. Points on signage and upkeep are well taken. He said the water treatment plant on Route 29, owned and operated by RSA, will eventually be replaced with a new water treatment plant to be constructed as part of the water Mr. Bowman asked if the zoning audit contract has been awarded. Mr. Frydl said bids received were higher than expected and the decision was made to use the budgeted money to get Mr. Bowman said he was concerned about pedestrians trying to cross Route 29. VDOT's focus is on moving traffic smoothly through the Route 29 corridor and pedestrian crossings will not be provided or allowed. The Planning Commission reviewed submissions, drafted a plan, held a public hearing, and has submitted their recommendations on the CIP to the Board of Supervisors. This is presented for first review and will be on the agenda for the February 25th meeting for action by the Board. RE: BOARD LIAISON REPORTS Mr. Herring said the Emergency Services Committee met last week. A Town Hall meeting was held last night with the Department of Fire Programs for input on emergency services in the County. Comments are still being accepted. This study was: requested by the EMS Committee. Mr. Herring also said Greene was not successful with the broadband grant application. A total of$18.3 million were allocated and applications were submitted by 34 localities requesting $43.6million in funding. The County will be applying for grants again next year. Mr. Bowman said he attended the Planning Commission meeting on January 15, toured school facilities on January 21, and attended thel Board ofZoning Appeals meeting and the School Mr. Lamb said he will be attending ai meeting oft the Social Services Board next Monday.
