RE: MATTERS FROMTHE PUBLIC Mr. Patrick Pierce said, as a long-time recycler, it pains him that we have gotten to the point of tossing recyclables in the trash. He met with Mr. Taylor and offered his service and expertise to the County sO we can get back to recycling in Greene as quickly as possible. Mr. Roy Dye, Project Manager for the Town of Stanardsville, said their grant requires a fair housing event be held each year and this is the third and final event. He proceeded to read a prepared statement regarding the book, The Color ofLaw, which documents how our government deliberately and systematically imposed racial segregation in urban areas across the country. The Town is donating two copies of the book to the local library. Board of Supervisors August 13, 2019 Sheet3 Mr. Greg Krystyniak, licensed professional engineer, said the use of an RCUT treatment as part ofthej project plans for thel Route 670 connector road is the wrong application. He suggested funds should be spent on improving and extending the right turn lane on southbound Route 29 to Ms. Jill Myer was concerned about recycling and asked the Board toj postpone the changes in the program for al little longer to allow citizens time to come to grips with the new restrictions. She asked ift there is another way to raise funds to keep the recycling program going and said she has a private donation of $2,000 towards that end. Ms. Meyer suggested there may be an opportunity for the County to actually make money by charging a fee for the recycling program. She asked ift the landfill canl handle that much more trash and note this change int thej program could result in increased burning of trash, which will create air and ground pollution, and also increased Mr. Mark Myer agreed with wife's comments and also asked the Board to postpone changes in the program to allow time to look at alternatives. He felt that keeping the recycling help with the evening commute. roadside trash. program in operation is fundamental to the county. The property is located on the corner of Route 29 and Route 33 and is zoned A-1 agricultural. RE: VDOT PRESENTATIONE SUPER STREETS Mr. Joel Denunzio, VDOT Resident Engineer, was present to discuss plans for the Route 670 connector road and innovation intersections in general. Innovative intersections and interchange designs modify how vehicles, pedestrians, and cyclists move in conventional intersections. New options reduce delay, increase efficiency, and provide safer travel for all users. A roundabout reduces delay, is safer, and provides better efficiency than many signalized intersections and is used for intersections with heavy left turn traffic; similar traffic volumes on each leg; or high crash rates at traditional intersections. A roundabout decreases speed and has a A restricted crossing U-turn (RCUT) changes how a vehicle turns left from a minor street toar majors street. The Route 670 connector road will be a right in and right out as usual at the intersection. Traffic wanting to go south on Route 29 will take ai right at the: intersection, cross traffic, get in the Mr. Denunzio discussed the effect the RCUT will have on the existing Route 607/Route 29 intersection. The pm peak queue on Route 29 right now is 3,400 feet. That would be reduced to3 392 feet with the construction of the project. Queueing will be reduced by diverting traffic to the connector road and allowing green times on the existing signal to be reallocated to through Route 29 traffic. Gaps will be provided by the existing signal at Route 29/Route 607. The proposed RCUT would reduce peak wait times from 110.5 seconds to 39.4 seconds. Mr. Denunzio shared a short video about a case study regarding RCUTSi inl North Carolina. Mr. Taylor asked how users will learn to go all the way across lanes to be able to make the U-turn and avoid conflicts. Mr. Denunzio said this is not the final design. The project must be Mr. Martin said at one point there was a lot of controversy as to whether an appropriate decision had been made for the project to go forward. RE: RECYCLING PROGRAM Mr. Taylor said Greene County has successfully recycled plastic, glass, paper, metals and corrugated cardboard for ai number ofy years. Mr. Allen Morris, Solid Waste Manager, has brought itt to his attention that there is no longer a recycling market for glass, plastics and waste paper. In recent months, certain recyclable materials have been sent to the landfill with the County paying the tipping fee. Options include the County paying the tipping fee to dispose of material in the landfill or stock piling materials until the market returns. To continue to accept the material as recyclables and then dispose of in the landfill, is re-enforcing a false sense that our recycling program is working. Staff will continue to explore other solutions in the meantime. This is suspending the program as wel know it as we do not have a market for the materials. As soona as we find a market again, we will be quick to announce acceptance of those materials for recycling Mr. Herring said Albemarle County still recycles plastics 1 and 2 and some glass. Mr. Taylor said some localities have contracts that require certain materials be accepted for recycling Mr. Martin complimented Mr. Morris for the amazing. job he does at the recycling center. The first thing he thought of when hearing about this new policy was trash being thrown on road sides, along streams, etc. He suggested there may be vendors who would take the materials for an Mrs. Flynn shared concerns but felt people who recycle are typically concerned about the environment and will not throw trash into the woods or on roadsides. She agreed that we should not pretend to recycle if we are not. We do not have aj place to store materials until the market comes back and she does not object to charging for recycling. Mr. Martin agreed but felt there might be a market ifincentivized. Projected costs for disposal of these recyclables could increase regardless ofmarket status. increased rate and asked that this possibility be researched. Mr. Cox also agreed there is no market for these materials. Board members suggested a press release and flyers to get this information out to the public. RE: WILHOITS MILL ROAD -] RESOLUTION Mr. Frydl said Orange County and VDOT are entering into a project to pave Wilhoits Mill Road with a cost share agreement that Orange will manage and bei responsible for. They are asking foraresolution of support from Greene County as this road provides access to a new development in Greene. This is an item for first review and will be on the agenda for the next meeting for action. RE: PERSONNEL POLICIES MANUAL-) PROPOSED AMENDMENTS Mr. Taylor reviewed the proposed revisions to the Greene County Personnel Policies Manual. Amendments are for clarification, simplification, re-enforcement and refinement of provisions concerning the hiring of relatives, dealing with policy addressing conflicts ofinterest, probationary periods, outside/secondary employment, additional leave granted by the Governor of Virginia, annual leave accrual rates, avoiding the appearance ofimpropriety, and employment by any person elected to public office serving Greene County. These policies do not apply to employees of Greene County Public Schools. There is also aj proposed change in the opportunity for appeal of an employee evaluation to the Board of Supervisors by employees who reports to County Administrator. This is the first review and will be on the agenda for the next meeting for action by the Board. RE: LIAISON REPORTS Mrs. Flynn said the Social Services Board meets this week. Mr. Herring said the upcoming census and the Ride Share Program were discussed at the recent meeting ofthe Thomas Jefferson Planning District Commission. A Greene County Transit client may be provided a voucher to use for alternate transportation if needed outside of regular Mr. Martin reminded everyone that tomorrow is the first day ofs school and to watch for the Transit pickup hours. kids. RE: COUNTY ADMINISTRATOR UPDATE Mr. Taylor said the comment period is open on FEMA flood maps until November 8. The updated maps include a significantly larger area of our county in flood zones. The County will be applying for a grant from the 2020 VA Telecommunication Initiative to fund broadband for underserved areas. Congressman Riggleman will be visiting on August 20 at 2:30; pm. Mr. Taylor has prepared a list of potential topics of concern to present to the Congressman and will add the national crisis in recycling and the general imbalance for teacher compensation per Mr. Martin's suggestion. AS SPECIAL USE PERMIT (SUP #19-004) TOLEGACYCHURCWIAMIE & FRANCIS SHIFLETT FOR A MEETING PLACE FOR CLUBS, FRATERNAL AND CIVIC ORGANIZATIONS AT1 TAX MAP PARCEL 60C-(A)-6 LOCATED AT1 14865 SPOTSWOOD TRAIL WHEREAS, LEGACY CHURCH/JAMIE & FRANCIS SHIFLETT request a Special Use Permit (SUP) FOR A MEETING PLACE FOR CLUBS, FRATERNAL AND CIVIC ORGANIZATIONS within the A-1, Agricultural Zoning District per Article 4 of the Greene County Zoning Ordinance; and WHEREAS, 515.2-1427 and $15.2-1433 oft the Code of Virginia, 1950, as may be amended from time to time, enable al local governing body to adopt, amend and codify ordinances or portions thereof; and WHEREAS, $15.2-2280, 515.2-2285 and 515.2-2286 of the Code of Virginia, 1950, as amended, WHEREAS, on. July 17, 2019, the Greene County Planning Commission held a public hearing on WHEREAS, on. July 17, 2019, the Greene County Planning Commission voted 5-01 to recommend to the Board of Supervisors for approval oft the request to grant the Special Use Permit (SUP);and WHEREAS, the Greene County Board of Supervisors caused to be published a notice of public hearing on this matter in the Greene County Record on August 1st and August 8th, 2019; and WHEREAS, the full application was available for publici inspection in the Greene County Administration Building, Room 226, 40 Celt Road, Stanardsville, Virginia 22973; and enables a local governing body to adopt and amend zoning ordinances; and this matter and all oft those who spoke on this topic were heard; and WHEREAS, on August 13, 2019, the Greene County Board of Supervisors held a public hearing on this mattera and all of those who spoke on this topic were heard. 1. NOW, THEREFORE, BE IT ORDAINED by the Greene County Board of Supervisors, ina accordance with. Article 16-2 of the Greene County Zoning Ordinance, public necessity, convenience, general welfare, and good zoning practice, that the SUP request is hereby approved subject to thet following conditions: 1.Failure to comply with the conditions of this SUP may result in the issuance of a Notice of Violation (NOV) by the Zoning Administrator. The Zoning Administrator may present this SUP1 tot the Board of Supervisors forrevocation if the NOVI is not resolved as directed. 2.
