RE: UPDATE ONCOVID-19 Ms. Meador said there are: 51,738 cases ofCOVID in Virginia with 1,496 COVID related deaths. The Thomas Jefferson Health Department reports 649 cases with 19 deaths. Greene Board of Supervisors June 9, 2020 Sheet 3 County has 44 cases. There is a free COVID testing clinic scheduled for tomorrow at Nathanael Greene Primary School. COVID-19 testing was conducted at one ofour long-term care facilities for 176 residents and staff and all results were negative. The Virginia Department of Health (VDH) has an online risk assessment tool. Virginia entered Phase 2 on Friday, June 5 and will remain in Phase 2 for ai minimum oftwo weeks. Phase 2 for Greene County looks pretty much like Phase 1 with the exception of the community park reopening. Ms. Meador said hurricane preparedness, as it relates specifically to COVID-19, is being discussed. She and Mr. Howard, Director of Social Services, participated in a "Zoom" meeting on Friday with the local Red Cross Dr. Andrea Whitmarsh, Superintendent, said Governor Northam announced a multiple phase plan for reopening of schools today. The Virginia Department of Education has been providing regular guidance and she anticipates updated information as we move forward. Phase 1-Remote learning will bet the dominate method ofinstruction. Inj person instruction can be provided for students with disabilities with strict social distancing. Schools may continue to provide meals and must follow operational guidance from CDC including enhanced social distancing with no more than 10 students in a space, restricted mixing of groups, and no athletics Phase 2 - Same as Phase 1. Provide limited in person instruction to pre-school through third grade students as well as English learners. Operational requirements will include enhanced social distance measures including physical distance and other mitigation strategies. Schools are encouraged to continue providing meals. Extracurricular activities such as clubs may be offered if social distancing can be implemented. Athletics should be limited in this phase to individual or team-based practice that allow physical distancing at all times. Required to follow CDC guidance on enhanced social distancing, occupancy limits, and cleaning/disintecting strategies. Phase 3 - In person instruction can be offered to all students but strict social distancing measures should bei implemented. Remote learning should be an option for students and staff who are at higher risk of severe illness. Social distancing and other measures remain important prevention strategies. Continue to maintain physical distance between children on school buses and limit outdoor activities and recess to 50. Athletics and extracurricular activities can continue Additional guidance will be forthcoming following Phase 3. Schools are required to implement strategies to prioritize the health of staff and students and to provide daily health screenings for staff and students on arrival. Staff and students should use cloth face coverings when physical distancing cannot bei maintained and is medically and developmentally appropriate. Before entering Phase 2 and 3, the School will be required to submit a plan to the Department of Education outlining strategies for mitigating public health risks and complying with VDH and CDC recommendations. Also required to submit to VDOE a plan for providing new instruction to all students regardless of the phase or operational status oft the school at the time. Plans for March 13 thru May 22 were emergency plans put in place to provide additional learning opportunities for students. New plans will include true virtual and blended learning experiences that are supported by research-based practices in education. Dr. Whitmarsh will provide regular updates as plans progress. RE: MATTERS FROM7 THE PUBLIC Ms. Sharon Mack, School Board Chair, formally requested the Board of Supervisors consider using a portion ofCARES Act funds towards equipment toi improve internet connectivity for citizens. The lack of adequate affordable internet access was a significant roadblock to the successful implementation of distance learning in the county. With information provided by the Governor today, it is quite clear that distance learning will be necessary to comply with new guidelines. This would also provide citizens with improved telecommuting. CARES Act funds allotted to the schools is intended to assist with expenses related with COVDI-19 over the next two years. RE: ADOPTION OF GREENE COUNTY BUDGET FOR FY20-21 Mr. Taylor shared information on tax revenue from the second and third quarter of FY 2020 compared to last year's figures and what is anticipated looking ahead. The County had a very strong third quarter running up until the lockdown. Revenue was up and expenditures were Board of Supervisors June 9, 2020 Sheet 6 just below target. There are questions about businesses reopening and rebounding, jobs recovery, cover of projected 4th quarter drops, and schools opening. The County has received $1.7 million in CARES Act funds. Staff is evaluating CARES Act grants to relieve business disruption. Unemployment) jumped from 2.0%i in April to 9.6% inl May. About 1,000 Greene residents applied for unemployment. The $600 relief "bonus" is killing the desire to return to work. Those still employed have lost valuable over-time. Staff is evaluating CARES Act grants to relieve employment or income disruption also. This is an essential time to create Greene County EMS and a strategic time to advance the Greene County water infrastructure project. The School Division does not know yet what to plan for. Priorities for FY 2021 include: Greene County EMS Courthouse repairs Social Services Department and Commonwealth Attorney staffadditions Water supply project advancement Employee health insurance cost increase Increased reserve will help manage uncertainty Maintain level funding for Greene County Public Schools despite uncertainty The Board needs to adopt the budget tonight and will approve appropriations at their. June 23 meeting. Semi-annual appropriations are recommended to maximize management of] potential Mr. Herring stated he is an employee of the Greene County School System and able to participate in budgetary discussions and/or transactions fairly, objectively, and in the public interest. He suggested all hiring be frozen until data from the fourth quarter is available. The position at the Commonwealth's Attorney Office is mandated. The other positions for Social Mr. Martin said the positions could not be filled before July 1. Mr. Taylor said we are seeing a steady stream of tax payments on the June bill date and there is a positive feeling on revenues at this point. The EMS Supervisor position needs to be filled in order to proceed with the establishment of an EMS Department. Interviews for that position are scheduled later this week. Mr. Herring said the Clerk of the Works position is needed but expressed concern about the $100,0001 budget item. Mr. Taylor said the search for that position may be somewhat involved and may take longer than the typical time for other positions. A1 modest deferral may make sense but we need plenty of time to do a proper search. This position is a contract requirement in the agreement withl RSA for the water project. Mr. Taylor clarified that aj penny on the real estate tax Mr. Herring suggested health insurance should be bid on a regular basis in future years. Also, we need to look ati insurance for new hires versus insurance for existing employees. Mr. Bowman agreed with Mr. Herring on deferring hiring for couple of weeks into July and said he has major concerns about the budget reserve and semi-annual appropriations. Mr. Lamb felt the semi-annual appropriation worked out pretty good last year after Mrs. Morris corrected some things for the Sheriff's Department. Don't know why that would bother Mr. Martin said thisl has been a challenging budget. Het takes tol heart the cautious optimism by Mr. Taylor on anticipated revenue and state of the economy here in Greene County. There is still a lot of unknowns. Mr. Martin said he did not agree with putting a hard and fast freeze on change during the fiscal year. RE: RECESS The Chair called a five-minute recess. RE: UPDATEONPLANNING FOR EMERGENCY MEDICAL SERVICES Ms. Meador said the Board voted on May 12 to establish a Greene County EMS Department. The Operational Medical Director position is in progress and she is working on OMD agreement with) Dr. Perina. Thej job description has been developed for the EMS Supervisor position and interviews are scheduled on Thursday. Job descriptions for other positions have been completed and arel being reviewed by Human Resources. An agency vision and mission statement, and goals and objectives are being developed. Work continues on initial budget issues. (i.e. uniforms, radio equipment, supplies, etc.) Ms. Meador said shei is happy with progress this far. RE: THRDQUARTER FINANCIAL REPORT Ms. Morris presented the third quarter financial report ending March 31, 2020. The contingency line item has a balance of $121,2015. Supplemental appropriations have been approved ini the amount of$12,557,413. The cash balance per the Treasurer's report as ofMarch General fund collections for property tax and personal property tax are higher than last fiscal year and all general fund revenues are being received according to schedule. Local sales and use tax and hotel and motel room tax also increased. Ms. Morris shared information on general fund local tax revenue categories comparing FY 2017, FY 2018, FY 2019 and FY 2020. General fund expenditures are being spent at 74.6 % of budget, just slightly below the target of 75%. Non-departmental is trending above at 78% of budget and includes transfers to Schools, 31,2020i is $6,092,035.61. Social Services, CSA and Capital Projects. RE: FEDERAL CARES CORONAVIRUS RELIEF FUNDS Mr. Taylor said we are still very much in the learning process about the CARES Act and potential use of funds. The County has received a bit over $1.7 million in relief provided by the Federal government through the State government toi mitigate costs and impacts duet to the COVID pandemic. There are multiple different categories of potential uses for these funds. Our county employees are essential and services have been maintained throughout. Some of the community has seen business and employment disruption due to thej pandemic. Unemployment rate rose: from 2%1 to more than 9%. The Federal government provided one vehicle to mitigate that disruption in the form of unemployment supplements of $600 per week over and beyond the usual benefit. (i.e. resources for online learning opportunities) Appropriation ofthe $1.7million will require aj publicl hearing. The reimbursement for unexpected costs incurred during this fiscal year could recovered prior to eh end oft the year. A budget amendment and appropriation oft the other portion ofCARES Act funds Mr. Alan Yost, Director of Economic Development and Tourism, spoke on the development of a micro loan program by the EDA. The EDA has had multiple meetings on this topic and is aware of struggles ofs small businesses right now. Mr. Yost said he referred the EDA to the Charlottesville Investment Collaborative (CIC) which has a great training program for small businesses and then connecting small businesses to lending opportunities. They are a natural fit when talking about micro-loans. They are working on a memorandum of understanding (MOU) right now with thel EDA on administration ofmicro-loans. The Thomas Jefferson Planning District Commission has announced they will also be willing to help with CARES grants for businesses. Mr. Taylor asked ifit is clear that the EDA, with the engagement of the CIC, would be a path forward for a grant program and what the associated cost would be. Mr. Yost said the CICi is as strong possibility and they are looking at hiring additional staff due to working with a number of localities. The County can contract directly with CIC to administer the program. The CIC is looking at charging ati fee of2 to 4%. TJPDC was looking at a flat rate of7 to 8% for our locality. Mr. Taylor asked if Board members have heard from businesses or others about CARES Actj potential. Mr. Herring read "such expenditures would only be permissibleifthey. are necessary for the public health emergency. The cost of projects that would not be expected to increase capacity to a significant extent until the need for distance learning and telework have passed due to this public health emergency would not be necessary due to the public health emergency and thus would not be eligible uses ofFund payments". The question has come up ifthese funds could be used with the VATI grant to cover costs to expand broadband and the answer is no. Mr. Bowman asked if the CARES Act would allow funds to be used for administrative changes. Mr. Yost said the overwhelming feeling is it would be safe to use CARES money for Mr. Martin askediftherei is any talk ofincreased flexibilityin use ofthe CARES. Act funds. Mr. Taylor said hel has been pushing for greater flexibility in conversations with VATI and the VA Economic Development Partnership. Greene had one business that seemed to disappear after the lockdown but before there was any discussion of federal relief. The question is could we attract a Mr. Martin said he is in favor of using these funds in a way that meets the guidelines, regulations, and restrictions that helps us achieve our mission and vision. He liked ideas coming from the schools, idea of business grants, virtual learning and increase of internet capacity. He Mr. Yost agreed we need to move forward cautiously and he finds it hard to imagine that we can't find legal and appropriate ways to bring $1.7 million into our economy. He would like to be able to work with Ms. Kemp to come up with a basic program sO when the Board is looking at use oft the funds, they would understand the typel business we would be supporting. Mr. Herring and Mr. Bowman agreed with the development ofa program for review. Mrs. Durrer said we need to help as many businesses as we can. She asked if any businesses have contacted the Mr. Yost about assistance. He and Mr. Frydl had a conversation with a group concerning tele- Mr. Martin said it appears there is agreement on how to rectify the problem with the stormwater feature in the back yard of the Administration Building. He said he has also spent significant time with Mr. Taylor and Mr. Frydl in conversation with RSA general management and the RSA Board to get us where we need to be ini regards to the Greene County Water Supply medicine. and Treatment Project. RE: COUNTY ADMINISTRATOR UPDATE Mr. Taylor said the County closed on the acquisition of stream credits for the reservoir project at an investment of$3,967,435. Steam credits are required purchases to offset the: impacts oft the reservoir project. The purchase is 122 credits short of the number required and we must have all the credits in hand before we can proceed with any. groundwork on the reservoir project. The County will receive those credits by the end of the year.
