RE: MATTERS FROMTHE PUBLIC Mr. Peter Benson - Commented on reservoir tax (facility fee) increasing to $20. His bill will be less than the tax being levied for reservoir. Felt bill should say reservoir tax rather than Board of Supervisors March 27,2018 Sheet 4 facility fee. This fee being put unfairly on a small group of people. Everyone in county will at some point use water, either directly or indirectly, but will not be charged for it. His daughter attends private school in Charlottesville SO doesn't use public schools at all. Portion ofhis taxes goes to schools. Felt this needs to be funded more equitably as this will be a county-wide facility being built that everyone will use at some point. RE: RENEWAL OF SPECIALUSE PERMIT Mr. Svoboda said the review of Special Use Permit #11-008, Mid-Atlantic Powerfest/K & BI Properties for an outdoor recreational facility on approximately 184.42 acres, zoned A-1, Agriculture, located on Spotswood Trail/Dunnes Shop Road and identified on County Tax Maps as 50-(A)-42B occurs everyt three years. Office Manager, for Greene County Economic Development and' Tourism. RE: STANTEC Mr. David Hyder, Stantec Consulting Services, was present to discuss the facility fee. Primary goal offacility feei ist to pay for debt for existing assets. Feei isi not to: fund reservoir. Currently, fee is $10 for residential accounts and $20 for non-residential accounts. In order to fully fund existing debt, recommendation is to increase fee from $10 to $30. Second, charge facility fee to those who have paid impact fee and purchased capacity in the system. Third, to charge non-residential accounts on actual edus purchased rather than flat $20: fee. Understands the County will be taking incremental approach beginning with charging all accounts $20 fee and charging those who have purchased capacity in the system the $20 fee. These changes will result in approximately $900,000 per year in facility fee revenue. RE: RADIO ASSESSMENT Mrs. Melissal Meador, Emergency Services Director, said Black and Veatch was contracted Mr. Don Bowman, Assistant Project Manager; Mr. Mark Athearn, Public Safety, Telecom Director, Eastern US; and Mr. David Gelyana, Project Manager & Lead Consultant, with Black Mr. Bowman reviewed the Greene County Public Safety Radio Communications System Assessment, including a description ofthe existing radio systems, tower sites, issues with existing too complete an assessment ofour communication system. and Veatch were present. system coverage, and estimated costs. Mr. Bowman said yes and there is discussion already about having a core to use as backup to core in Fluvanna County. Mr. Herring asked ifadditional towers would bei needed for regional system. Mr. Bowman Mrs. Flynn said she sees a MOU with multi-jurisdictions as somewhat of a positive. The Mr. Martin asked what possibility would exist for grant funding. Mr. Bowman said the county can apply for grants noting regional cooperation and interoperability would improve Mr. Cox clarified that costs included int the assessment are Greene County costs alone. Mr. All alternatives are based on a "cooperative procurement" using thel Fluvanna County 2015 contract with Motorola providing the opportunity toj purchase at 20151 rates. Timeline of5 months for procurement, up to ai total of 24 months to completed. Mrs. Flynn expressed her frustration ati the County being behind in this situation. Looking at large investment to catch up on another item that is of critical importance to County and to Mr. Brian Gordon, Director of Emergency Communications for Madison County, said he thought Madison would bei interested inl having a conversation regarding a shared communication system. Mr. Barkley said he thought this was steps away from a regional dialogue. Mrs. Flynn said members will need time to digest this information. There is discussion ofal Ruckersville Advisory Group being created consisting of citizens, businesses, Chamber of Commerce, etc. to monitor progress Mrs. Flynn said the Social Services Board met and received the annual statistical report. RE: COUNTY ADMINISTRATOR PDATEDEPARIMENT REPORTS See Attachment "B" for County Administrator's report. Mr. Martin said work on Buck Drive has been completed and thanked VDOT and county staff. RE: EMERGENCY OPERATIONS PLAN Mrs. Meador, Emergency Services Director, was present to discuss the review of the Emergency Operations Plan. Approval for re-adoption will be at a future meeting oft the Board. Mrs. Flynn suggested titles be aligned with the State. Questioned required training for EMS personnel as well as for Board members. Who steps in during the absence of Emergency Management Coordinator? Greene does not have a deputy coordinator. Take that out of plan as Mrs. Meador said training will be getting back on track. Table top planning/drills will be conducted and training for members oft the Board of Supervisors and staff can be scheduled. Mr. Herring asked for clarification regarding dam classifications. Mrs. Meador said dam classifications include low, significant, and high. Then there are emergency stage classifications. Mrs. Meador said Mr. Svoboda is designated as the County Public Information Officer. Mrs. Flynn noted it is not current practice to have the consent of the Board to declare an emergency. The Chairman/Director, in consultation with the Emergency Services Coordinator, makes that declaration. The Board then adopts a resolution regarding the emergency. The Plan is reviewed by the Virginia Department of Emergency Management (VDEM).
