Newton for his volunteer work in the Town of Stanardsville, maintaining gardens and landscape, hanging flags and banners and keeping the streets clean, to ensure the area is an attractive place for citizens and visitors to enjoy. RE: MATTERS FROMTHE PUBLIC Jeff Ferguson, South River Road, said this area experiences flooding during heavy rains. Residents have to deal with missed days at work and school and not being able to get home, and emergency services can'trespond to calls. He again questioned the contract and severance package for the former County Administrator. He made a plea for better government, RE: PUBLIC HEARING - LEASE WITH MADISON-GREENE HUMANE SOCIETY Ms. Brenda Garton, Interim County Administrator, said thel lease with thel Madison- Greene Humane Society has expired.. Aj public hearingi is required to dispose of public property and a lease isc considered a disposition. The proposed renewal lease has the same terms as the original. Dr. John Hayes, Chair of the Madison-Greene Humane Society, briefly reviewed the history of the program. Mr. Kostich built the 625 square foot addition and turned it over to the County when he could no longer runi it. In addition, Mr. Barkley gave permission toj place a shed behind the building to be used as sick room for animals. County staff has since said the shed cannot be located on the site. Dr. Hayes had a brief presentation showing pictures of the facility and the proposed sick room. The Humane Society spays and neuters about 750 animals per year in this little space. Tiffany Reickart, who is a teacher at William Monroel Middle School, spoke in support of the Humane Society, noting the important work that is done at the site. She requested that the Vicki Stiltner, Judy Alford and Ronnie Kahn agreed with comments made by others. RE: PUBLIC SAFETY RADIO PROJECT Mrs. Melissa Meador, Emergency Services Director, requested authorization to proceed with Phase 2 of the Public Safety Radio Project with the consulting firm of Black and Veatch. Funds for this project have been allocated in FY 2019. She reported that the Madison County Board of Supervisors approved to continue with the project at their meeting earlier that day. She Mrs. Flynn clarified that we would be combining efforts with Madison County for this next phase and the outcome could be a larger radio system. RE: RESOLUTION - RAPIDAN SERVICE AUHTORITY Ms. Garton said she provided a detailed summary on the Greene County Water Supplyand Treatment Project previouslyv whichi included the establishment ofa County Administrator Steering Committee and scheduling a work session on Tuesday, September 18. The Board is asked to act to request that the RSA Board change the method of application of the facility fee for non- residential users and to increase the facility fee effective July 1, 2019. The change in the method ofbilling nonresidential users from an account-based charge for the Facility Fee to an EDU-based fee would mean that charges would be equitably applied. The current method of charging the fee per account means a "big box store" would only pay $20 per month, the same as a residential customer. Charging the Facility Fee based on EDUS is more equitable, as it is directly related to Ms. Garton said staff is also asking the Board to request RSA to increase the Facility Fee to $30 per EDU for all users effective July 1, 2019, per the recommendation previously made to The process may take two to three months at a minimum. RE: PERSONNEL POLICY MANUAL In discussions with staff about recent vacancies, advertisements for vacancies, hiring practices, and related historical information, Ms. Garton said that it has come tol her attention that several aspects of Greene County's current Personnel Policies may need to be changed. The practice of requiring that all new hires be hired at the entry level salary of a pay grade, except in very specific, unusual circumstances as outlined in the policy, is severely limiting the county's ability to attract qualified staff. She said that a change in the wording which essentially allows more flexibility for a hire within the pay grade for the position, with the approval of the County Ms. Garton also said there are serious problems with the county's pay and classification system. The current system is a' "step" pay scale, which is designed in such a way that employees are advanced by steps. However, with the way raises havel been given, employees were advanced by a percentage approved by the Board for that budget year. This means that many employees are not sitting on a salary that matches a step, but are between them. This makes the steps virtually Ms. Garton said she will recommend that the steps themselves be eliminated and that a minimum, midpoint and maximum salary be listed. This creates much more flexibilityi in moving employees through the pay. grade and is al better match to the reality of what is happening. Mrs. Flynn asked if this change would allow for a true merit increase. Ms. Garton said it will and outlined ai methodology which might be used for ai merit increase. The Planning Commission met August 15 and discussed proposed amendments to the Zoning Ordinance regarding commercial kennels, animal shelters, and animal kennels. The Board hired The Berkley Group to conduct the County Administrator search. The contract has been executed. Hes said that these problems are bigger than us and wei might want to reach out to legislators in Richmond for recommendations and assistance. Mr. Martin also said there has been a running request for assistance with better financial reporting. The Board has been waiting on this for a long time and citizens deserve something that is easier to read. He also said the Board has asked Mrs. Flynn agreed with the comments on financial reporting. The Board has discussed having real time budget updates and information that makes sense and is easily understandable. She said that she willl be absent from countybusiness the week of September 11. Also, Mrs. Flynn suggested everyone should be thinking about the salary for the new County Administrator. WITNESSETH: That for and in consideration of the mutual covenants contained herein, and for other good and intangible benefits, Landlord does LEASE unto Tenant all that certain portion of a building located upon land adjacent 0 the Greene County Community Park, containing 910 square feet, more or less, with an address of 371 Jeri Allen Way, Ruckersville, VA 22968, currently being utilized by the Humane Society as an Animal Shelter, subject to the conditions and limitations listed herein, for aj period often (10) years on the following terms and conditions, to-wit: 1. Rent shall be One and no/100ths dollars ($1.00) per year, payable upon the execution of this Deed of Lease and at the first meeting of the Greene County Board of Supervisors in. January of each year thereafter. 2. Landlord shall maintain the exterior of the building in proper condition, as Landlord in its sole discretion, deems appropriate. Landlord shall maintain the operating systems within the interior of the building to include electrical, HVAC, sewer, water and other items permanently affixed to the building. Tenant will not make any structural changes, alterations, or improvements to the leased premises without the prior permission of the Landlord. Tenant will not be held responsible for normal wear and tear to the premises resulting for its use as a Humane Society facility. 3. Both parties acknowledge and agree that the portion of the premises leased hereby is adjacent to, but separate and apart from the Greene County Animal Pound. Both parties acknowledge and agree that the Humane Society Animal Shelter leased hereby is not of, nor is it connected to the Greene County Animal Pound. Both parties agree that, as of the date of this lease, twenty-four (24) cages, a surgery light and an exam table are property of the Landlord. Twelve (12) cages and the remaining equipment, including but not limited to anesthesia machines, autoclave, an exam table, carts and refrigerator are property ofTenant. 4. The building will be used by Tenant solely for Humane Society purposes, licensed and/or regulated by the Virginia Department of Agriculture and Consumer Services, Office of State Veterinarian. Tenant shall at all times operate the facility in accordance with requirements and recommendations of the State Veterinarian and any other authorized representative of the Office of the State Veterinarian. The parties acknowledge and agree that the facility is not operated by, nor is any responsibility for its operation assumed by Landlord. and all contents. Tenant agrees to hold Landlord harmless from any damage or other claims 5. Tenant shall provide property insurance coverage on the interior of the building arising out ofTenant's use or occupancy oft the premises. 6. Tenant shall provide liability insurance coverage in the amount of One Million and no/100ths dollars ($1,000,000) per occurrence, holding Landlord harmless from any causes ofaction which may arise from tenant's occupation and use oft the premises.
