The Chair opened the meeting with the Pledge of Allegiance followed by a moment of silence. RE: UPDATEON COVID-19 Ms. Meador said there are 407,947 COVID cases in Virginia and 5,477 COVID related deaths. The Health District reports 8,952 cases and 97: fatalities. Greene County has 682 COVID cases, 32 hospitalizations, and 4 COVID related deaths. There is an outbreak at thel local nursing home. A COVID clinic is scheduled for Tuesday, January 26, 2021 at Emanual Christian Center. Phase 1A of vaccine strategy includes health care personnel, doctors, nurses, EMTs and residents oflong-term care facilities. The local nursing home had their first vaccine clinic yesterday. Phase 1B will include other essential workers such as school staff, day care workers, people over the age of 75 and officials needed to maintain the continuity of government. A vaccine clinic will be scheduled here. As of today, Greene County has 453 individuals who have received first vaccine and 8 individuals who are fully vaccinated. The Virginia Department of Health has a COVID vaccine dashboard on their website. Vaccine is not mandated for EMS personnel but just over half have chosen to be vaccinated. There is ongoing discussion on how to handle an individual who opts not tol be vaccinated and then gets COVID. RE: UPDATE ON CARES ACT Mr. Taylor said the deadline for expenditure of CARES Act funds has been extended to December31,2021. New office: space for Parks and Recreation Departmenti ist nearing completion. The contractor for the EMS station construction project will begin work on site next week. Delivery of the building package has been delayed but that is not an issue with the extension of the deadline. The building will be ready to move into prior to June 30, 2021. Other projects include sound and viewing systems at courts, addition of partition at Commonwealth's Attorney Board of Supervisors January 12, 2021 Sheet 4 Office, keyless locks on primary doors at County. Administration Building, and touchless soap and towel dispensers ini restrooms in county buildings. RE: MATTERS FROMTHE PUBLIC Ms. Gwen Baker thanked Board members for work done with CARES Act funds. She asked for an update on thel broadband grant/project at Board meetings. RE: CONSENT. Mr. Taylor said a public hearing must be held on the transfer of real estate. The hearing was opened for public comments and closed with none. Board of Supervisors January 12, 2021 Sheet 7 RE: PUBLIC HEARING- - RE-ADOPTION OF ORDINANCE - PERFORMANCE BONUS Mr. Taylor said the Board of Supervisors approved this ordinance on an emergency basis at their December 8, 2020 meeting due to time constraints associated with State money made The hearing was opened for public comment. Mr. Steve Kruskamp did not feel it would be a smart move for the County to approve this in the environment we have right now. Other counties! have approved this typel bonus but other actions weret taken such as furloughs. The Bureau ofLabor statistics indicates negative. job growth and rising unemployment for Greene County. He was concerned about what this communicates toi residents. First responders should not bei included in the category with other government employees. The public hearing was closed. RE: JAUNT Ms. Karen Davis, Interim JAUNT CEO, said the transition of Greene Transit has been successful. Twelvenew vehicles will arrive int thei next couple ofmonths and require a commercial driver's license (CDL) to operate. Drivers are on track to obtain that license. Ms. Davist reviewed Mr. Lamb asked about a weekly or monthly pass and Ms. Davis said they are looking at electronic passes. Mr. Bowman questioned the commitment made by the previous CEO and weekend transports. Ms. Davis said JAUNT is fully committed to moving forward with the commitments: made to Greene County. Saturday service has been discontinued during COVIDI but the Transit Planner is considering reinstatement of that service. Reservations can be made up to two weeks in advance. Iti is recommended to make a reservation the day before but same day service summary, service planning survey, and the new logo. requests will be accommodated ifpossible. RE: BOARD LIAISON REPORTS Mr. Bowman said the School Board will meet on. January 13 and thel Planning Commission will meet on the January 20th. Mrs. Durrer said the. Jail Board will meet on Thursday night. She will be attending the Criminal Justice Board Meeting at the Chair's request. RE: COUNTY ADMINISTRATOR UPDATE Mr. Taylor provided updates on the Animal Shelter, the Inspections Department, Erosion & Sediment Control/Stormwater Management, Parks and Recreation Department, Planning and Zoning, Emergency Services Department, Vehicle Maintenance Facility, and the Solid Waste Board of Supervisors January 12, 2021 Sheet 8 Facility. Parks and Recreation will be moving to new office space at the Park and Director Jeff Billker will be leaving employment on January 26. The position vacancy will be advertised. Mr. Taylor noted necessary repairs to the HVAC system at the County Administration Building and ongoing problems with the County's phone system. Staffi is looking at alternatives for a new phone system. Solid Waste is working on plans for a household hazardous waste disposal event. The Health District has asked for information on the number of employees, considered essential workers, who want to receive the COVID vaccine. The County has applied for a BRIC Grant to pay for our water supply project. SECTIONS-AGENDA Section 5-1 Preparation A. The Chairman and the County Administrator will set the agenda for meetings. Any Board member can add an item to the agenda, coordinating with the Chairman and the County Administrator to determine when the matter will bes scheduled for Board consideration. B. Items requested to be on the agenda must be submitted in writing eight (8) working days prior to the meeting to allow for distribution of agenda to the media and for circulation of packet to the Board members. All correspondence addressed to the Chairman and/or to Board Members, that is included in the Board packet, must provide a telephone number and a return address. Individuals and/or departments wishing to provide information to the Board after the stated deadline will be required to mail such information directly to the mailing addresses ofindividual Board Members Persons wishing to appear before the Board are directed to contact the County Administrator or D. The Clerk of the Board shall prepare or cause to be prepared extra copies oft the agenda and shall make the same available to the public in the Office of the County Administrator.
