IN PERSON IN THE COUNTY ADMINISTRATION BUILDING MEETING ROOM ANDBYZOOM VIDEO COMMUNICATION Present were: Dale Herring, Chair Marie Durrer, Vice Chair Steve Bowman, Member Abbey Heflin, Member Davis Lamb, Member Staff present: Brenda Garton, Interim County Administrator Kelley Kemp, Assistant County Attorney Kim Morris, Deputy Clerk Jim Frydi, Director of Planning and Zoning Terry Beigie, Grant Writer RE: BUDGET DISCUSSION WITHTREASURER AND COMMISSIONER OF REVENUE Ms. Deal shared with the Board that her office had received a lot of positive feedback regarding the personal property tax refund. She shared documents with the Board that showed collection history by calendar year. She told the Board that she was facing some staffing changes in her office and was also looking at possibly collecting payments for Water and Sewer. She said that if she has to hire a new position for those collections, she does not currently have a place to put them. She said that she and Ms. Tate feel that it would bel helpful for their offices tol be located in the same building since their customers will usually need both offices. Ms. Deal said that she hopes to work towards aj paperless environment SO that she could free up some more space in her office. Ms. Garton asked if the cash balances still got low enough that the County may have to borrow money. Ms. Deal said that the situation has improved and that the extra money received during Covid definitely helped. Ms. Tate said that the big concern in her office currently is getting the new personal property rates. She explained the process her office goes through to get those and said that they are working as diligently as they can to get it done. She explained that they had to go through each automobile that is entered into the system and manually change it. Ms. Tate said that it seems that the personal property values were coming back down to normal. The Board was surprised that this was the case and asked if there were any software upgrades that could update this process. There was discussion regarding different options for upgrades or new programs that could make the processes ini the Commissioner of Revenue's: and Treasurer's offices better. Ms. Tate said that Board of Supervisors February 28, 2023 Sheet 2 her office is also in the process of reviewing land use and having those property owners recertify. She said that they will need to do SO yearly going forward. They discussed the budget process schedule and any ways that it could be done earlier and be more streamlined. The Board thanked Ms. Deal and Ms. Tate for attending. Ms. Kemp read the proposed resolution for Closed Meeting. RE: RESOLUTION TO AUTHORIZE COUNTY ADMINISTRATOR TO EXECUTE SPRING 2023 RESCUE SQUAD ASSISTANCE FUND GRANT APPLICATION Ms. Beigie was present to ask the Board to authorize the County Administrator to execute the Spring 2023 Rescue Squad Assistance Fund grant application. She explained that the Greene County Emergency Medical Services (GCEMS) began operation in October of 2020 after the University of Virginia terminated their contractual service for 911 response. Shortly thereafter, the volunteer rescue squad closed their operation as well. At that time, the County took possession of the fleet from the volunteer squad. One of the five ambulances was immediately taken out of service due to mechanical issues and safety concerns. According to our Director of Vehicle Maintenance, GCEMS needs to: replace two ambulance units based on age and current milage and place them ini reserve or spare status. The GCEMS has answered more than 6,300 calls for service, with the number of calls for service increasing by 10% from 2020 to 2022. If the current pace continues for 2023, GCEMS will exceed 3,200 calls for service. The Rescue Squad Assistance Fund opens twice annually to provide emergency medical services agencies and other nonprofit organizations the opportunity to apply for match funds to support the purchase of equipment, training supplies, special projects, and priorities. The next grant round closes on March 15. The Fund, established through the Code of Virginia, is operated through the Virginia Department of Health's Office of Emergency Medical Services. Requested items must comply with the plans, policies, procedures, and guidelines adopted by the EMS Advisory Board pursuant to $32.1-12 Board of Supervisors February 28, 2023 Sheet 5 and 32.1-111.3 of the Code of Virginia. Grants will be approved for the following: 1. Establishment of a new EMS agency, program, or service where needed to improve emergency medical services offered in an area; 2. Expansion or improvement of an existing EMS agency, program, or service; 3. Replacement of equipment or procurement of new equipment; or 4. Establishment, expansion, or improvement of EMS training programs. She said that staff is requesting the Board approve the application, which will request two ambulances, to meet the growing needs of our community. The cost per ambulance, each equipped with a power load/power cot system, is $344,500.00. The grant will require a 50% match. The minimum required match will be $172,250.00 and the maximum match requirement will be $344,500.00. These funds will not be needed until afterJuly 1,2 2023. RE: RESOLUTION TO AUTHORIZE COUNTY ADMINISTRATOR TO EXECUTE FY Ms. Beigie was present to ask the Board to authorize the County Administrator to execute the FY2024 School Resource Officer grant application. She said that, in October 2022, Greene County was awarded full funding for three School Resource Officer (SRO) positions that would ensure each of the County' S six public school buildings had its own SRO. This funding runs out on June 30, 2023. The grant is offered by the Virginia Department of Criminal Justice Services who funds grants on a 12-month cycle despite approval for 4 years. Therefore, she explained, we must submit the application annually to continue funding for the position. This grant covers a portion of the salary and fringe benefits for each position and the County must meet the match, which can be in-kind dollars, with personnel, equipment, vehicles, and supplies. The due date for the grant is March 10, 2023. One new School Resource Officer has been hired and works at Nathanael Greene Elementary School in Stanardsville. Additional officer positions for Nathanael Greene Primary School and the Greene County Vocational Education Center are open now and will remain open until filled. Staffis requesting that the Board approve the resolution that allows the Interim County Administrator to sign the application for the FY24 grant cycle that will fund the three SRO positions at an estimated increase in salary, pending the pay study report. The FY23 grant included no match, however the continuation requires the County toj pay a match according to the Virginia Department of Education's 2022-2024 Composite Index of Local Ability to Pay. 2024SCHOOL RESOURCE OFFICER GRANT APPLICATION Greene County's amount is 35.05% according to that document. RE: DISCUSSION OF COUNTY CODE SECTION 5-11 - KEEPING OF DOMESTIC Ms. Kemp explained that Supervisor Lamb asked that a discussion of the existing Greene County ordinance on domestic laying hens be added to this agenda. He had received a phone call from a citizen complaining about a neighbor that has chickens. Ms. Kemp said that 6 domestic hens are allowed in ar residential area. Staff reported that they have only had one: formal complaint in the last three years. Mr. Herring shared the language of the current ordinance. Ms. Kemp said that she feels that the ordinance presumes that the hens would bel kept inside an enclosure. There was discussion by the Board and it was determined that it seems that the ordinance as it is written now is doing what it is intended to do. It was also discussed that the citizen asked that her complaint not be taken as a formal complaint and how the County could be expected to LAYING HENS respond if there is no true complaint. RE: BOARDLIAISON REPORTS Mr. Bowman said he attended the Planning Commission meeting where they approved the Comprehensive Plan and discussed the sign ordinance revision and the idea brought up by Mr. Willer to create a group to discuss the open land in the western part of the County. He said that he also attended the RSA meeting and they approved the VRA consent agreement. Mr. Bowman said that he raised the issue of the Orange County residents that are on the Greene County water lines. He said that he also attended the school board meeting where they adopted their proposed budget for FY24. He said that their health insurance had a very high increase. Mr. Bowman said that he also attended the Board of Zoning Appeals where they approved al larger sign for Clayton Homes. Lastly, he said that he had spent the afternoon of the 23rd with Congresswoman Spanberger while they toured the County and discussed issues. Mr. Herring said that ESAB met and voted to do away with the way that vehicles are being funded and go back toi the way it was done originally. He said that this will come before the Board Board of Supervisors February 28, 2023 Sheet7 during the budget cycle. They also discussed retention and recruitment and will meet before the budget process and share their recommendations with the Board. Mr. Herring said that Rappahannock Electric is running behind schedule on their portion of the broadband project. He said that they are working to get caught up. He remined residents to go to the Firefly website and doaspeed test and sign up. RE: COUNTY ADMINISTRATOR REPORT Ms. Garton said that her January report has been posted on the website. She said that the Board had met with Baker Tilly in January and that they had developed a position brochure and posted it on multiple websites and emailed it to thousands of potential candidates. The Board will meet with Baker Tilly again in early March to select candidates to interview in late March. She said that Jim Frydl has been appointed as Interim Director of Water and Sewer because of his intimate knowledge of that project. She said that they are working on transition documents. With regard to the 23/24 budget, she said that she has been working with staff to get the budget balanced and she will be meeting with Board members in the next couple of days to present her initial pass at the proposed budget. Ms. Garton reported that the reassessment is completed, and notices have been mailed. Values did go up significantly but, Ms. Garton reminded everyone that when the values go up the county is required to reset the tax rate at a lower rate to equal the amount of revenue meaning that the values go up and the tax rate is equalized at a lower number. She explained the appeals process that citizens can use if they are not satisfied with their new assessment. RE: OTHER ITEMS FROM THE BOARD Ms. Heflin asked about the Comprehensive Plan and whether it has been emailed to her. Mr. Frydl explained that the Planning Commission recommended approval and a work session will take place with the Board at an upcoming meeting. Ms. Heflin asked staff to provide the tracked changes. Mr. Bowman spoke about his concerns with open and controlled burning in the County. He said that most people do not contact 911 when they are doing a controlled burn. He asked that this issue be referred to the EMS Director and the ESAB to see if there is a need for an ordinance that states that people must contact 911 when they will be burning.
