RE: RECOGNITION = GREENE COUNTY RURITANS Mr. Martin presented a certificate ofrecognition to the Greene County Ruritans Club which was accepted by Mr. Bob Burkholder and Mrs. Joanne Burkholder. The Ruritans have been involved inj providing scholarships to William Monroe. High School seniors, sponsoring the Greene Farmers Market, organizing road clean-ups, and al host ofother activities to benefit our community. Mr. Burkholder is a charter member of the Ruritans Club and Mrs. Burkholder is very active with the Ruritans. Mr. Burkholder said the Ruritans began as an all-male club but began allowing women in the early 1990's. Mrs. Burkholder thanked everyone who attended the Ruritans 50th Anniversary celebration event last week. RE: EAGLESCOUT PROJECT Mr. Garrett Ensor presented his proposed Eagle Scout Project, a walking tour of the historical Town of Stanardsville, at the September 10, 2019 meeting and is now asking the Board ofSupervisors to approve the project. He has raised $1,800 for the purchase of signs. Upon motion by Michelle Flynn, second by David Cox and unanimous roll call vote, the Board approved the Eagle Scout Project as presented by Mr. Garrett Ensor. RE: QUARTERLY FINANCIAL REPORT Mrs. Tracy Morris, Director of Finance, presented the quarterly financial report for the fourth quarter ending June 30, 2019. The cash balance per the Treasurer's Report as ofJune 30, Board of Supervisors September 24, 2019 Sheet 4 2019 was $11,751,868.29. The lowest cash balance this fiscal year was $3,318,988 in October, 2018. Thel lowest reconciled cash balance was $2,526,678in April,2019.1 Payroll forall employees Mrs. Morris reviewed the collection of real property taxes, personal property taxes, local sales and use taxes, hotel and motel room taxes, restaurant food taxes, and permits and other licenses. The real property tax collection increased by $925,345 due to the increase in the tax rate Mrs. Morris reviewed the expenditure detail summary. The general fund expenditures were. 35% oftotal expenditures. The school expenditures were. 39% of the total expenditures and the school construction fund expense was 21% of total expenditures. Charts depicting the expenditures by category and expenditures compared to appropriations were reviewed. Mrs. Mr. Martin commented that expenditures were $5 million below the amount that was appropriated which is good news. Mrs. Morris said that was correct and pointed out that these are Ini response to a question by Mr. Martin, Mrs. Morris said the $4 million plus expense for is approximately $3 million per month. approved by the Board in May that was effective for the June 5 tax collection. Morris said all categories were below 100% of their appropriation. unaudited numbers. stream credits will be due in December. RE: ECONOMIC DEVELOPMENT AUTHORITY BYLAWS changes to the EDA bylaws. State Code reference is Section 15.2-4900. Mr. Alan Yost, Director of Economic Development and Tourism, reviewed the proposed Ms. Kemp, Assistant County Attorney, said she has reviewed the proposed changes. This is first review and will be on the agenda for action by the Board at the next meeting. RE: LIAISON REPORTS Mr. Cox said the Emergency Services Committee met last Tuesday night. Mrs. Flynn said the Social Services Board completed the required training for new board members. She met with the Executive Director of. JABA and Ms. Baker to get updates on local services. The Medicare open enrollment insurance options counseling is getting ready to start and options counselors will be available at the. JABA site and at the Greene County Transit Office. Mr. Herring said the Planning Commission met last Wednesday and an ordinance revision Mr. Martin said an open house at the high school is scheduled for September 29 from 2 p.m. to 51 p.m. The grand opening of Greene Commons will be on October 5 and Oktoberfest will will be coming to the Board. be on October 12. RE: COUNTY. ADMINISTRATOR UPDATE Mr. Taylorrecognized department directors and county employees who "walked carefully" through the last quarter of the fiscal year and were very mindful of the financial situation oft the County. Mr. Taylor also said the Board will continue the tour of county facilities on October 8. In response to a question by Mr. Martin, Mr. Taylor said he has not heard anything from RSA regarding drought conditions. Board of Supervisors September 24, 2019 Sheet 5 RE: MONTHLY REPORTS Mr. Martin questioned recycling oftires and the zero for revenue. Mr. Taylor said het talked with Mr. Allen Morris this week about tires and other household hazardous waste. Mr. Morris assured him that they routinely accept and instruct folks on thej proper disposal ofhousehold hazard waste such as paint. There is not ai need for a separate household hazardous waste collection event. RE: OTHER ITEMSI FROMTHE BOARD Mr. Herring said it was a great week with the Ruritan's 50th Anniversary event, the 50th Anniversary of William Monroe High School Football, All Things Fall Festival and the Clay Mr. Taylor said we are still waiting to hear back from VDOT about road issues. Mr. Martin, Mrs. Durrer, Mr. Frydl and Mr. Taylor met to examine issues with truck traffic on Festival. Fredericksburg Road and the school turn lane. Taylor, Clerk/ Greene County Board of Supervisors Board of Supervisors September 24, 2019 Attachment "E" 1716, COUNTY OF GREENE PROCLAMATION WHEREAS, the problems of domestic violence are not confined to any group or groups of people but cross all economic, racial and societal barriers, and are supported by societal indifference; and WHEREAS, the crime of domestic violence violates an individual's privacy, dignity, security, and humanity, due to systematic use of physical, emotional, sexual, psychological and economic control and/or abuse, with the impact of this crime being wide-ranging; and WHEREAS, no one person, organization, agency or community can eliminate domestic violence on their own-we must work together to educate our entire population about what can be done to prevent such violence, support victims/survivors and their families, and increase support for agencies providing services to those community members; and WHEREAS, the Shelter for Help in Emergency has led the way in the County of Greene in addressing domestic violence by providing 24-hour hotline services to victims'survivors and their families, offering support and information, and empowering survivors to chart their own course for healing; and WHEREAS, the Shelter for Help in Emergency commemorates its 40th year of providing unparalleled services to women, children and men who have been victimized by domestic violence; NOW THEREFORE, BE IT RESOLVED, that the Greene County Board of Supervisors, in recognition of the important work being done by the Shelter for Help in Emergency, does hereby proclaim the month of October 2019 as DOMESTIC VIOLENCE AWARENESS MONTH, and urges all citizens to actively participate in the scheduled activities and programs sponsored by the Shelter for Help in Emergency, and to work toward the elimination ofp personal and institutional violence against women, children and men.
