Locust Street, Covington, The meeting was called to order by Mayor Thomas H. Sibold, Jr. with the following members present: Mayor Sibold, Vicel Mayor David S. Crosier, Councilman Raymond C. Hunter and Councilman S. Allan Tucker. Councilman Claiborne "CJ,"Entsminger, Jr. was absent. Thej purpose oft the meeting was: (1) Dscusion/considemation of proposed ordinances amending lupdating the City Code; (2)I Discusion/comideration of proposed by-laws for City Councilt to City Attorney Popovich addressed Council with various options of moving forward to review and update the City Code. Council could address the Code chapter by chapter; chapters needing the most changes; or request major/big changes be directly addressed by Council discussion, Some changes would simply be updating to current state code. Mr. Popovich recommended Council be made aware of big/major changes for discussion. He notedt that not all changes would require a public hearing ands suggested that Council adopt one ort two ordinances atat time or hold one public hearing toj proceed to adoption ofa all changes at one time. City Manager Onaitis noted thatt there were a number of issues that needed to be reviewed and the City staff did ar really goodj job with the review. She also noted that there isa a need for enforcement. Mayor Siboldi requested that Council see all changes, but would hold discussion regarding major Thej proposed by-laws were discussed whichi included the agenda, order of business; Robert's Rules of Order, parlamentarian, opportunity for citizens tos speak ande electronic meetings.
