RE: MATTERS FROM THE PUBLIC Mr. Ashford Reyes, resident on the east side of South River Road, said many people can't get out when it floods and they are frustrated. Kids can't get to school and he thought they may -also be frustrated. Mr. Reyes asked for the Board'sl help in getting that area fixed and cleaned up. He said VDOT had fixed it but the road broke again. RE: FACILITIES CONDITION ASSESSMENT -1 PHASEI II Mr. Frydl said Phase I, whichl has been completed, covered the plan fori future facilityneeds by defining existing conditions ofi facilities and determining the estimated useful life for building systems and components and schedule for repair, renovation, replacement, etc., was reviewed at the last Board meeting. Phase II is ai needs analysis to plan for future user and functional needs by conducting a space needs and site analysis to determine the existing functional space as being used today and forecasting requirements for the future. Funding has already been budgeted under capital improvements and the request is for authorization toj proceed with Phase II. RE: VDOT QUARTERLY MEETING Mr. Ed San Nicolas, VDOT Assistant Residency Administrator, reported the following: Area headquarters continues to repair gravel roads, replace pipes and re-establish ditch VDOT representatives will meet with Ms. Meador to look at South River Road, east and west sides, this week. The plan is to realign and straighten the river on the west side and to The Route 33 project to stabilize a slide area on the mountain should be completed this Thel low water structure on Entry Run Road will likely need to be replaced. The parcel off Route 33 business, owned by VDOT, is being used right now for disposal ofdebris. A tub grinder is on the way to the site to clear the debris. The Rosebrook Road project is onl hold until thel bridge project on Route 631 is completed. The Route 631, Haneytown Road bridge project work continues with an estimated VDOT is planning to make an offer to purchase the necessary easement for the Preddy Mr. Martin asked about the process for obtaining permits for repairs to west South River Road. Mr. Nicolas said he understands the property owner applied for the necessary permits. Mr. Martin said the County is reaching out to representatives in Richmond and Washington for Mrs. Durrer said citizens have contacted her about tractor trailers using Route 609 west of Route 29. The road is curvy and narrow and there is concern about the big tractor trailers using Mr. Cox said there are lots of potholes and a sink hole on Route 674 Parker Mountain Road. This road was originally a Rural Rustic Road pave-in-place project. The current condition Mr. Herring said hel heard from a citizen on Route 33 who had flood waters up to their front door. VDOT did some work and put some straw down. Mr. Nicholas said he would be happy to Mrs. Flynn said citizens are asking when crews willl bel backi in Greene County to complete resurfacing projects. The culvert on Preddy Creek Road is falling apart and residents in the area lines as result of flooding. evaluate the east side for possible solutions. week. completion date of February, 2019. Board of Supervisors October 9, 2018 Sheet 6 RE: SKYLINE COMMUNITY ACTIONPARINERSHIP (SKYLINECAP) Mr. Fran Lavin, Executive Director of Skyline CAP, said the agency serves primarily Greene, Madison and Orange counties and provides support and teaches self-sufficiency to low- Mr. Lavin said the Head Start Program, which is now aj preschool, is in five counties and the Greene County sitei is located on school property. Thej program serves 3 and 4-year old children and targets families who are 100% or below povertylevel: and children with disabilities. Head Start isa Virginia licensed daycare as mandated by the State. There is a waitlist for the program in all Project Discovery is in Madison and Orange counties and encourages students to stay in and graduate high school. The program provides resources and tools for students to successfully The Healthy Families program was launched July 1st and home visitors teach young families parenting skills. This three-year grant is through the Department of Social Services. The Housing Office is located in Greene and manages the housing choice vouchers program. The 110 vouchers in Greene County are worth approximately $800,000. Skyline CAP also provides rental counseling, emergency home repairs, and rental units. A new project will be affordable housing for first timel home-buyers such as teachers, public servants, people working in Services for the aging will be studied in the next needs assessment. Mrs. Flynn said she Mr. Martin said Skyline CAP could also collaborate with Habitat for Humanity on emergency home repairs. Mr. Lavin said he plans to contact the Department of Social Services about this program. Mr. Martin also suggested he contact GRACE (Greene Alliance of Church Mr. Martin said the Board is actively seeking an individual to fill the vacancy as Greene County representative on the Skyline CAP Board. Mr. Lavin said he knows of an individual who isi interested in representing Greene County on the Skyline CAP Board but she is waiting until she Mr. Herring said the' Thomas. Mr. Lavin accepted the certificate on behalfo of Skyline CAP. RE: COMMUNITY EMERGENCY RESPONSE TEAM Ms. Garton said the Board received a request from the Community Emergency Response Team (CERT) asking for comments on their draft 3-year Strategic Plan. Mr. Steve Bowman, CERT Facilitator, said comments from Board members and citizens would be appreciated. Board of Supervisors October 9, 2018 Sheet 7 RE: CONTRACT WITH COUNTY ATTORNEY Ms. Garton said this item is presented asi information and the Board will be asked to act on itat their next meeting. The Board of Supervisors engaged the law firm ofDeal & Lacheney for legal services as County Attorney. The contract is for $52,000. Due to increased activity significantly above what was anticipated, Mr. Lacheney has proposed a contract modification which would provide on-site legal services for one day per week for an annual increaseof$16,000. RE: SPLIT BUDGETS FOR TRANSIT. AFTER-SCHOOL PROGRAM AND SKYLINE Ms. Garton said this item also is presented as information with action to be taken at the next meeting. The functions ofTransit and the After-School Program, as well as the allocation to Skyline CAP, are combined in one departmental budget. Mrs. Tracy Morris, Finance Director, was asked to split the budgets in order to allow for easier analysis ofe expenditures and revenue for RE: AETER-SCHOOLPROGRAM- TRANSFER OF BUDGET TO SCHOOLSYSTEM Ms. Garton said the Board will be asked to act on this issue at their next meeting. Several changes have affected the After-School Program including thei resignation oft the Director effective August 31. The program policies were modified sO that students who need the administration of medication could be accepted into the program and thej program had tol be combined from two sites There are a number of reasons that it would be advantageous for the School System to administer and manage this program. The program is physically located on a school site; the School System already employs nurses who can provide training to other personnel to administer medications; actual educational components for students can be incorporated as needed or desired; Ifa approved by the School Board, Dr. Whitmarsh would like to transition the program to the School System effective December 3, 2018. The Board of Supervisors will need to act to Ms. Garton said Transit will continue to transport children from Stanardsville to the program at Ruckersville. Dr. Whitmarsh has indicated no major changes would be made to the program for the: remainder oft this school year. Ms. Garton could not speak to a change in the fees There is sufficient funding in the current budget to cover this increase. CAP each function. RE: VOTING DELEGATES TO VACo ANNUAL MEETING Ms. Garton said Supervisors Martin, Herring and Cox, as well as herself, will be attending the annual VACo meeting. It was the consensus of the Board to designate Mr. Cox as voting The Board will need to act to approve the designation at the October 23 meeting. delegate and Mr. Martin as alternate voting delegate. RE: VACo REGIONALGREGIONAL DIRECTOR Ms. Garton said the Board needs to give guidance to the voting delegate in the matter of the selection of the Region 61 Delegate to the VACo Board of Directors. It was the consensus of thel Board to authorize the county's voting delegate to use. his judgment in voting for the Region 6 Delegate as other candidates may come: forth for consideration. RE: COUNTY ADMINISTRATOR SEARCH UPDATE Ms. Garton said the Board of Supervisors met with' The Berkley Group at their September 25 meeting to review input from the community meeting and provide their own input on the position description. Once completed, the draft was distributed to Board members and suggestions and corrections were: forwarded to The Berkley Group. The final approved version of the position profile will be posted and advertised this week. Advertising is scheduled for the month of October with first review ofapplications received prior to November 51 by The Berkley Groupi in thei month ofNovember and possiblei interviews by thel Board ofSupervisors in November or earlyl December. Thej position will be open until filled. Thej profile will be posted on the County website and shared with staff. All inquiries and applications should be directed to Jay Stegmaier at The Berkley Mrs. Flynn said the County Administrator search could be discussed at the second meeting Group. inl November. RE: LIAISON REPORTS Mr. Herring said the Thomas. Jefferson Planning District Commission met last Thursday to discuss the infrastructure survey, the first phase of the budget process, and appointment to the Regional Housing Partnership. The per capita cost will not increase and Greene County needs to appoint a representative to the Regional Housing Partnership. The Broadband Committee met and arepresentative of Albemarle County gave aj presentation. Mr. Herring said he will try to set upa meeting with the Albemarle County Broadband Authority (ABBA). We need to work with surrounding counties on this project. It sounds like the County will be required to do a plan for the broadband initiative as early as December. Board of Supervisors October 9, 2018 Sheet 9 Mr. Martin said all Greene County Schools are accredited for 3 years running. Accreditation is good for our children and a source of pride for faculty and staff. The Greene Commons groundbreaking took place but the contractor is backed up on another job because of rain. The first annual Oktoberfest in Stanardsville was a really nice event and is planned for October 121 next year. Oktoberfest is a vehicle for raising funds for the annual 4hofJuly festivities. Mrs. Flynn said the Social Services Board and the Ruckersville Advisory Group will meet Thursday. RE: OTHER ITEMS FROMTHE BOARD Mr. Herring said the Tour de Greene bicycle race is this weekend. Mr. Martin said the new sign at the Greene Community Park is much appreciated. Mrs. Flynn said the gaga pit (Israeli dodgeball) was built as an Eagle Scout project at the Community Park and will be dedicated on Saturday at 1 pm. She also shared comments from a participant oft the Fire Academy held in Albemarle County that the mentors from the Ruckersville Volunteer Fire Department were truly well trained.
