MINUTES CALLEDI MEETING DECEMBER 18, 2018 A called meeting of the Council for the City of Covington was held on' Tuesday, December 18, 2018 at 6:30] p.m. int the Council Chambers ofCity) Halll located at 333 W. Locust Street, The meeting was called to order by Mayor Thomas H. Sibold, Jr. with the following members present: Mayor Sibold, Vicel Mayor David S. Crosier, Councilman Raymond C. Hunter and Councilman S. Allan' Tucker., Councilwoman Mary Ann Beirne was absent. Thej purpose oft the meeting was: (1)) Presentation oft the. Annual Audit by Mr. Gordon. Jones and (2) To consider acceptance oft the Annual Audit Report. The meeting began witha ai motion by Mr. Tucker, seconded by! Mr. Hunter, to add Mr. Jacob Wright tot the agenda regarding combiningt the Covington City School System and Alleghany County School System. Motion carried by aye vote of Council. Mr. Wright spoker regarding the reasons for a combined: system andt the process to combine the Covington and. Alleghany County School Systems. He noted thec decline in the number ofs students as a concern. Mr. Wright had spoken with] Delegate Terry Austin andi made at trip to the Virginia Department of Education to gaini information and funding assistance. A deadline of] January 8,2 2019 would be thet timeline for a budget ordinance form the: state regarding the composite index for the localities. Following discussion, Council, by consensus, agreed to meet with Alleghany County representatives regarding this issue. Mayor Sibold and Mr. Tucker were designated as the Council Mr. Gordon Jones, CPA, with the accounting firm ofl Robinson, Farmer, Cox, and. Associates, presented the Annual Audit Report. He reviewed areas ofrevenue and expenditures, debt liabilities and fund balance. The report also included the liabilities regarding the school system. Following the presentation and discussion, a1 motion was made by Vicel Mayor Crosier, seconded by Mr." Tucker, to accept the Annual Audit Report as presented. Motion carried 4t to0.
