Locust Street, Covington, Ther meeting was called to order by Mayor Thomas. H. Sibold, Jr. with all members present as follows: Mayor Sibold, Vicel Mayor David S. Crosier, Councilman C.J J. Entsminger, Jr., Councilman Raymond C. Hunter and Councilman S. Allan' Tuckér.  Virginia.  Interim City Manager: Clay Goodman  The purpose oft the meeting was tol hold a work session: regarding thel FY 2019/2020 Budget. Interim City Manager Clay Goodman noted that thisi is a complex budget andt the purpose oft this meeting wasi for review and discussion off funding for major projects and needs for the City. He advised Council tol keep options open which couldi include at tax increase. David) Bryant, Director of Finance. and] HR, presented an overview of projected: revenue with no tax increase proposed. He noted the major increase in CSA funding requests. Itemsi in this request hadi increased 100% to over 200% in some areas. There was much discussion regarding Allen Dressler, Director of! Parks and Public Works, presented information regarding paving, repairing/replacing the walkwayi into Thacker. Ave., bridge repairs and drainage issues with5 5 projects noted. Hej proposed the development ofas storm drain plan. Thel Rayon! Bridge was discussed and the entire structure needs replaced.
