Locust Street, Ther meeting was called to order by Mayor Thomas H. Sibold,Jr. The) Invocation was given by Roll Call of Council showed all members present as follows: Mayor Sibold, Vice Mayor David S.Crosier, Councilman Claiborne "C.J."E Entsminger, Jr., Councilman Raymond C. Hunter and  Rev. Stevel Noel followed by the Pledge of Allegiance.  Councilman S. Allan Tucker. Mr. Tucker, Council voted to approve the followingi minutes as presented: Called) Meeting ofOctober 1,2019; Work Session of October 1,  MONTHLY FINANCIAL REPORT AND. APPROVAL OF CHECKS David Bryant, Director of Finance and HR, noted that the draft oft the auditi is complete and the fund balancei is good. Upon a motion by Vice Mayor Crosier, seconded by Mr. Tucker, Council voted to approve the monthly financial report and the October checks. REQUESTS, PETITIONS, COMMUNICATIONS AND. APPOINTMENTS Upon aj motion by Vice Mayor Crosier, seconded by Mr. Tucker, Council voted to appoint City Manager Krystal Onaitis to the Roanoke Valley/Alleghany. Regional Commission. Thei following three appointments were made tot the Alleghany Highlands Economic Development Corporation: Council voted to appoint Vice Mayor Crosier as representative of Council; David Oliver as the business representative and Mary Ann Beirne as the citizen representative. Thet terms are for 3 years beginning. January 1,2020.  REPORT OF THE CITY MANAGER There were nor new items to report att this time. Joint] Economic Development and Growth-Sharing. Agreement. Mayor Sibold, For; Vice Mayor Crosier, For; Mr. Entsminger, Following discussion, a motion was made by Vice Mayor Crosier, seconded by Mr. Tucker, to approve, on first reading, Ordinance 0-19-12 regarding changes in filing requirements for tax relief for the elderly and disabled. Mr. Entsminger inquired about the search for the next Chief of Police. Ms. Onaitis responded that interviews are to bel heldt the first of December.
