MINUTES CALLED MEETING JANUARY: 29,2 2019 Virginia. Acalledi meeting ofthe Council for the City of Covington was held on' Tuesday, January 29, 2019 at 5:00 p.m. in Council Chambers ofCity Hall located at 333 W. Locust Street, Covington, The meeting was called to order by Mayor Thomas H. Sibold, Jr. with all members present as follows: Mayor Sibold, Vice Mayor David S. Crosier, Councilman C.J. Entsminger, Jr., Councilman Raymond C. Hunter and Councilman S. Allan' Tucker. City! Manager: Richard) Douglas Thej purpose oft ther meeting was to discuss future infrastructure needs. Reports were given by Police Chief Anthony Morgan; Allen Dressler, Director of] Parks and Public Works; Keith Lipes, Chiefl Morgan'si report on public safety included the Police Dept., EMS and Firel Dept. Future needs noted included facility improvements, communications center expansion orj joint operation, Fire Stations 1 and 2 improvements and fire training ground. Report by Allen Dressler, Director ofParks and Public Works, included the. Jackson River Sports Complex roads, parking, fields, trails, camping and other possibilities. He also noted improvements needed for the. Jeter-Watson Center, Casey Field, thel Depot, and neighborhood parks. A decision will need tol be made regarding the skate park. Mr. Dressler also gave at report regarding wastewater collection withl line replacementhrepair and wastewater lifts stations. Stevie Steele ofCHA also assisted with the report which further included street paving, bridges, sidewalks, signalization, municipal parking lots, storm water/drainage: improvements ands special transportation projects (Smart Scale] projects, Maple Avenue, Main Street, Chestnut Underpass and' Thacker walkway). Mr. Dressler notedi items that would need improvement at the cemetery and also possible expansion.. Also noted were fire hydrants. There isa ai need to address Public Works office/garage and storage facilities including salts storage. Needs for the Peter's Mountain] Landfill included improvements tot the building, Keith Lipes reported on the Water Plant building and grounds; additional pumps/basin work; water tank improvements identified in the inspection including the Pocahontas Reservoir. George. Jamison reported ont the Wastewater Treatment Plant which included building/grounds, pavement, equalization basin and replacementhupgrades: to major equipment, clarifiers, etc. Following the future needs discussion, Council added a closed session tot the meeting.
