Thej purpose oft the meeting was: (1) To consider approval of Emergency Declaration regarding the COVID-191 Pandemic; (2) Updatei regarding the COVID-19 Task Force; (3)Review and Upon a motion by Vice Mayor Crosier, seconded by Mr. Tucker, Council voted 4 to0 to approve thel Emergency Declaration due tot the COVID-19 Pandemic. Mayor Sibold, For; Vice City Manager Onaitis presentéd an update regarding the COVID-191 Task Force. Items noted included unified messages and media updates; support services; all water shut-offs suspended; free wi-fi access for citizens; City Hall has been closed for services as of Monday and employees willl be working: from home electronically on) Monday, March 23, 2020. Vice Mayor Crosier requested that Council receive this type ofu update/situation report each Friday. At this time, a motion was made by Vicel Mayor Crosier, seconded by Mr. Tucker, to addt the following tot the agenda: (1) Approval of Bylaws and (2) First Reading of Ordinance 0-20-03 regarding temporary changes associated with the COVID-19 Pandemic for aj period of61 months. City Manager Onaitis gavea al briefing regarding thel DEQ Consent Order. Shei informed Council of thep potential fine of $63,000 ifthe City is not in compliance with thel DEQ requirements of specific projects. Mayor Sibold expressed concerns: regarding the future costs to the Cityf for the required project. City Manager Onaitis explained that the City, witht the assistance of the City Attorney, have explained to the DEQ, the: financial situation thati is facingt the City at this time with limited resources. Following discussion, ai motion was made by Vice Mayor Crosier, seconded by Mr. Tucker, to approve the DEQ Consent Order. Motion carried 4 to 0.
