Locust Street, Covington, The meeting was called to order by Mayor Thomas H. Sibold, Jr. with all members present as follows: Mayor Sibold, Vicel Mayor David S. Crosier, Councilman C.J.I Entsminger, Jr., Councilman Raymond C. Hunter and Councilman S. Allan' Tucker. The.purpose oft ther meeting wast tol hold a work session regarding the FY 2019/20201 Budget. Mr. Goodman opened the meeting stating that this work session would be for discussion of David Bryan, Director of] Finance. and) HR, gave aj power point presentation: regarding revenue projections withl linei item detail and additional information. Revenue sources included: General Property Taxes; other local taxes such as business licenses, restaurant meals taxes, vehicle license fees etc,; Permits, Fees and] Licenses; Fines and) Forfeitures; Use of Money andl Property; Charges for Services; Miscellaneous Revenue and] Recovered Costs; Receipts from the State of Virginia and) Receipts from the Federal Government. Mr. Goodman noted that the new Discussion was held regarding Council's concerns over the increased costs oft the CSA (Child' Services Act). Covington is paying approximately $700 pers student whereas other localities are paying $22. Mayor Sibold requested discussion regarding thisi inconsistency ini funding by Greg Burton spoke on behalf of the needt to replace a 1992 emergency vehicle in the amount of $238,680. Mr. Goodman responded thatt thisi is a very difficult budget year to find funds at this Allen Dressler, Director of] Parks and Public Works, noted the situation with the Rayon) Bridge which needs tol be replaced. The City's cost for this project would be approximately $444,000.
