IN PERSON IN THE COUNTY ADMINISTRATION BUILDING MEETING ROOM Present were: Marie Durrer, Chair Davis Lamb, Vice Chair Steve Catalano, Member Tim Goolsby, Member Francis McGuigan, Member Cathy Schafrik, County Administrator Jim Frydl, Director of Planning & Zoning Kim Morris, Deputy Clerk Kelley Kemp, County Attorney Terry Beigie, Grant Writer Staff present: Melissa Meador, Director of Emergency Services RE: BUDGET WORKSHOP Ms. Schafrik said that she had worked on funding the Board's priorities while keeping the budget balanced and had come up with some opportunities for a personal property tax decrease. She shared some early revenue estimates and said that she is comfortable with all of them except for the personal property tax until the Commissioner of Revenue gives her further information. She said that she and the Sheriff had gone through his existing budget and found the funds to offset the cost of the three new deputies they requested. She said that they had done the same thing for three new positions for Emergency Medical Services. The Board discussed the new positions for EMS at length. It was again explained that EMS did the same thing the Sheriff did to fund his three new positions by making cuts and decreasing overtime costs. There would not have to be as much overtime if those positions were funded. They discussed 24-hour shifts versus 12-hour shifts. Ms. Schafrik asked that they hold any further discussion regarding EMS until Thursday when staffi is present. The Board began going through each budget separately. They agreed to cut the Board of Supervisors budget, the' Treasurer's budget. They were not able to make it the entire way through the budget book and agreed to continue the workshop at the end of the meeting. RE: MATTERS FROM' THE PUBLIC Mr. Tim Rombach was present to say that the water bills are outrageous. He said that they are the highest in the state by 153%. He said that his bill has gone up 500%. He shared his frustrations and said that something must be done. Board of Supervisors March 12, 2024 Sheet 4 Mr. and Mrs. James and Jessica Maupin were present to share their displeasure with the water bills. They said that their bill averages 6,000 to 9,000 gallons used, and it is just the two of them. They said that their water bill is outrageous. Ms. Andrea Leffew was present to share her displeasure with the proposed Blue Ridge Meadows neighborhood and the fact that iti is zoning had not been changed in 20-30 years. She said that there should be a time limit. Ms. CJ. Jordan was present to: say that she is a citizen advocate and wanted to thank Senator Reeves and Delegate Freitas for putting $3 million into the budget for the reservoir. She explained that ift there is not good quality water, then you cannot get the commercial businesses needed. She RE: CONSIDERATIONS FOR AGRICULTURAL AND FORESTAL DISTRICT Mr. Frydl said that the Board on February 27, 2024, the Board of Supervisors asked staff tor recommend a plan for expanding the role of the Agricultural Forestal District (AFD) Advisory Committee to function as a stakeholder group advising the Board of Supervisors. The committee is uniquely qualified to provide recommendations regarding agricultural land, land use and land conservation. The Code of Virginia defines the purpose of the committee in chapter 15.2-4300. It currently consists of ten members, four farmers, four citizens, the Commissioner of Revenue, and aF Board member. The Greene County Comprehensive Plan recognizes the importance of rural lands in its vision statement "Greene County will enhance the quality of life enjoyed by its residents by preserving the County's rural character and natural beauty." The top Goals and implementation Strategies in the Agriculture Chapter state that Greene County will investigate measures to encourage and retain farming and land use operations and to establish a stakeholder group to develop recommendations for land use tools that will promote and support rural opportunities. Additionally, the Board of Supervisors iss seeking to establish a groupofindividuals living in the Agricultural and Conservation Zoning Districts and operating an agricultural or agricultural related business to advise the county on agricultural policy including but not limited to: land use, taxation, grant funding and opportunities and other tools to stabilize the rural economy. Other recommendations for the AFD Advisory Committee are to include a representative from the Culpeper Soil and Water District, the Cooperative Extension Agent, a member of the Farm Bureau Board and both a small-scale and a large-scale agricultural producer. These could be ex-officio members or may be already included as one of the eight required members of the locality prescribed by the Code of Virginia. Per the code, the members are appointed by and serve at the pleasure oft the board. Iti is recommended that all members wishing to continue and any new community members wishing to be considered for appointment complete an appointment profile application. The Board agreed with this plan and asked staff to move said that we need the reservoir. RESTRUCTURING forward with advertising for the committee. Board of Supervisors March 12, 2024 Sheet 5 RE: SOLID WASTE TIPPING FEE DISCUSSION Mr. Frydl said that he worked with Mr. Morris to gatherinformation requested by thel Board regarding solid waste tipping fees. After reviewing expenses and revenues, the current county rates were compared to other regional rates which showed that Greene's fee structure is equal to or higher than surrounding counties. Mr. Frydl explained that, if the Board were to adopt the adjusted fee schedule, it would better offset the increase in fuel and transportation costs associated with handling and disposing ofincoming waste. The new fee structure would increase the cost of specific individual items and the cost of waste that is measured by the scales which are. referred to as tipping fees. Mr. Frydl shared the nature of trash collection in Greene County. In 2023,99.5% oft the trash was brought in bulk and measured by ton on the scales. Trash companies, construction waste, brush and trash in trailers make up this component of the waste stream. The final 0.5% of trash was bagged trash and loose items like furniture, appliances, and tires. 42,311 tons of trash were processed with 42,125 tons coming in across the scales and 186 tons coming in as loose trash. Oft the $2,791,903 in revenue generated in 2023 $2,684,025 came from bulk trash and $107,878 was generated by bags and loose items. Only $82,111 was generated from bagged trash. Using 2023 as an example the newly recommended fee structure would have added an additional $421,250 in revenue. The Board discussed the proposed fee structure. Mr. McGuigan said that he is concerned that we are subsiding other county's waste disposal. He said that, rather than raising the tipping fees for our residents, perhaps we could find a way to increase the fees for those outside of the county. There was discussion on the many factors that would make it difficult to determine who would pay which fees. Mr. McGuigan said that he believes for bulk trash, we should be able to find a way to differentiate between county versus non-county. He said that the overwhelming majority of the trash is construction materials and bulk trash. Mr. Catalano said that all of the haulers are picking up trash everywhere and it would be impossible to separate trash picked up in Greene versus trash picked up in other localities. It just depends on the truck's route. He feels that we should take staff's recommendations and monitor the operation more closely. RE: COMMUNITY PROJECT FUNDING DISCUSSION Ms. Beigie was present to ask the Board for authorization to apply for the upcoming year's Community Project Funding. She said that she applied last year, and Greene was recently awarded Board of Supervisors March 12, 2024 Sheet 6 $820,000 in grants for the Parks and Recreation and Sheriff's Office. Ms. Beigie is recommending that the Board authorize her to apply for grant funds for Stanardsville water improvements including the water tower and the piping. RE: AUTHORIZATION TO ADVERTISE PUBLIC HEARINGS FOR AN ORDINACE REVISIONS FOR A COURTHOUSE RENOVATION FEE, FORA AN) INCREASE INTHE FEE USED TO MAINTAIN THE] LAWI LIBRARY, AND FOR AN INCREASE INT THE TOURISM Ms. Kemp said that she was present to ask for authorization to advertise public hearings for changes to the Code, including adding a courthouse renovation fee to all criminal, traffic, and civil cases. The Department of General Services must come in and certify that the courthouse is not in compliance with safety and service requirements. This came as a request from the Judge. Another public hearing would be scheduled to discuss raising the maintenance fee for the Law Library from $2 to $4. Lastly, Ms. Kemp said that she has researched and found that we can raise our TOT rate. Mr. McGuigan asked that we also include in that advertisement a $3 flat fee OCCUPANYTAX surcharge per night except for hotels. Itv was the consensus of the Board for staff to move forward with advertising all of the public hearings. Board of Supervisors March 12, 2024 Sheet 8 RE: BOARD] LIAISON REPORTS There were no Board liaison reports. RE: COUNTY ADMINISTRATOR'S UPDATE Ms. Schafrik said that she had shared a calendar with the Board highlighting the rest oft the dates pertinent to the budget. She reminded everyone of the Budget Town Halls, Monday, March 25th at Four Seasons and Thursday, March 28th at Dyke Firehouse. She said that the next ESAB meeting will be on Tuesday, March 19th. She updated the Board to say that the phone system is down and is unable to be repaired. She said that we are fast tracking the project to convert to voice over IP phones. She said that it will probably be a month before all phones are back up and working. RE: BUDGET WORKSHOP The Board continued through the budget book page by page. They picked back up on the Tourism budget and discussed the mowing of the medians again. They decided that, since these were TOT funds and did not impact the budget discussion tonight, they would move on. They said that they would like to know what all of the sponsorships are for. The discussed the contingency fund and said that they would like to lower that amount. They discussed the debt service. The discussion again turned to the EMS budget. Mr. Catalano said that he feels that the Board is at an impasse and the discussion is counterproductive. He called for a consensus vote on the number of positions the Board wished to grant tol EMS.
