RE: WORK SESSION - FY 2018-2019 BUDGET an agenda item forl November, December and January meetings. Mr. Barkley reviewed the proposed FY 2019 budget schedule. Discussed having budget as Mrs. Flynn said staff could: refer to strategic plan and initiatives developed by thel Board as to what priorities are. Mr. Frydl noted one priority is the revision of ordinances but that depends on the outcome oft thel Ruckersville Master Plan project. Mr. Svoboda said staffi is starting to look Mr. Frydl said Mr. Barkley and Mrs. Morris are working with auditors and some of the financial planning documents are critical considering upcoming projects (i.e. stream credits, school construction, emergency service vehicle replacement). All departments have done an excellent job keeping a tight hand on budget. Mrs. Flynn noted the County may have to support the Transit Program due to budget cuts. Iti is important for all this to come together as a plan. Information will Mr. Martin said the Board will need to review the strategic plan on an annual basis. Mrs. Morris noted the auditors will be at the. January 23rd meeting. Mr. Svoboda said the facilities study will start with a basic assessment of buildings and Mr. Barkley said an article in The Greene County Record with a definitive schedule and posting on website would be appropriate. RE: RECOGNITIONS - SHELTER FOR HELP IN EMERGENCY/ EUGENE SULLIVAN The Board presented Ms. Dorothy Thomas, representative of the Shelter for Help in Emergency, with a certificate of recognition. The Board had previously approved a resolution recognizing October, 2017 as Domestic Violence Awareness Month. RE: PUBLICHEARING- - PREDDY GABLES LLC-] REVISE ZONING ORDINANCE Mrs. Stephanie Golon, County Planner, reviewed the request from Preddy Gables, LLC to revise Article 6 of the Greene County Zoning Ordinance, Residential District, R-2, and all applicable references to amend the height regulations in the R-2, residential, zoning district. The applicant is requesting to amend the height requirements in the R-2 zoning district to accommodate changes to the Terrace Greene apartments site layout. By extending the height of the final phase, the applicant will be able to offer additional amenities such as a swimming pool, The Project is currently subject to proffers under RZ#04-152, which states that the height of the residential buildings is restricted to less than an average building height over the entire residential development of forty (40) feet as measured at the bottom of the roof eaves. The proposed proffer amendment will cause this proffer to be null and void and the proposed final building will be subject to the current R-21 height restrictions which states that all building shall be forty (40) feet or less. The current ordinance is interpreted to state that the height is measured at This amendment would affect all parcels in the R-2 zoning district. RE: PUBLIC HEARING-I PREDDY GABLES, LLC- PROFFER AMENDMENT Mrs. Golon reviewed thei request from Preddy Gables, LLC to amend proffers approved on July 13, 2004 (RZ#04-152) regarding the development of 28.5lacre tract and a 0.229-acre tract zoned R-2, residential, located in Ruckersville on Terrace Greene Drive/Seminole Trail and The project is currently subject to proffers approved through RZ#04-152 which restricts the number of apartments to be developed on the parcel to 350 units. In order to phase the development of the apartments, the applicant offered a proffer which correlated the number of apartment units to the development of retail space at the Tierney Property (Holiday Inn shopping plaza) and development of senior residential units at Four Seasons. Currently there are 160 units The applicant would like to remove the regulatory phasing that was approved in 2004. Also requests to remove proffers that have been fulfilled or are no longer permitted by the Code identified on County Tax Maps as 66-(A)-52 & 52C. (RZ#17-004) and due to the ratio, the limit is 276 units. ofVirginia. The Planning Commission recommended approval as submitted. RE: GOVIRGINIA Ms. Helen Cauthen, President of the Central Virginia Partnership for Economic Development, presented information on GO Virginia which supports programs to create more high-paying. jobs through incentivized collaboration between business, education and government to diversify and strengthen the economy in every region. GO Virginia is needed because: Virginia urgently needs strong private-sector growth. Growth in Virginia' 's diverse regionals requires collaboration. State government must be a catalyst and partner. Greene County is in Region 9 which was recently renamed the Piedmont Opportunity Corridor. Funds available are $800,000 for Region 9 projects and $11.3 million fori inter-regional Qualifying projects involve two or more localities, lead to the creation of higher paying jobs and addresses opportunities, needs, challenges and priorities of each region's growth and diversification plans. Require matching funds of at least $50,000 for projects up to $250,000. Projects are submitted to regional council. Each regional council then submits its per capita Eligible project categories include: talent development, movatonetiregprencushp, growing existing business, and sites. There are three qualifying preapplications from this region and the first regional projects may be approved by the State board in December. The Piedmont Workforce Network Board will hold a GO Virginia workshop on Monday, projects. projects to the GO Virginia Board for final approval. October 30 to consider workforce projects that may qualify. Board of Supervisors October 24, 2017 Sheet 6 RE: PRESENTATION BY YDROTERMINATORS The Hydro Terminators team consisting of members Mushtaq Faiz, Thomas Traber and Akhil Marri, were present to discuss their project related to hydrodynamics for the First Lego League Challenge for 2017. They had to identify a problem related to water and focused on the White Run River Reservoir Project. The project involved capturing footage oft the project site with ac drone and smart phones and then creating an online interactive story map. The project team met Mr. Herring noted information meeting was held on October 16 with al lot of feedback and good questions. There are still a Mr. Frydl said the VPSA bond pool paperwork is being processed. Would like to get bid Mr. Herring said the Planning Commission considered and approved a request for a Mr. Martin said the EDA is participating in the Ruckersville Area Plan with a lot of good ideas. They are also looking at their bonding authority that has not yet been used. RE: NOVEMBER MEETING DATE Mrs. Flynn commented on the amount ofinformation presented in a concise format saying Mrs. Flynn announced that the Board will be meeting on Tuesday, November 28, 2017 for a closed session to consider the County Administrator's annual evaluation.
