RE: MATTER FROMTHE PUBLIC Ms. Anne Murphy was present to share her opposition to the proposed emergency communications tower being placed on property that is adjacent to hers. She said that the documents associated with this project have some inconsistencies that she would like to have RE: PUBLICI HEARINGTOCONSDER A] LEASE OF PUBLIC PROPERTYTOI RAPIDAN SERVICE AUTHORITY URSUANTTOHIS2180 OF THE CODE OF VIRGINIA Ms. Kemp explained to the Board that, since the transition has not yet taken place, Greene County does not own the property. She recommended that the Board hold the public hearing and then keep it open until such a date as ownership of the property is transferred to Greene County. The property is identified as TMP 50-A-3 and it is where RSA currently has their office. The County plans to lease the building to RSA, after the transition takes place, until December 31, addressed. 2023. The public hearing was opened with no comments. Upon motion by Steve Bowman, second by Davis Lamb and unanimous roll call vote, the Board voted tol keep the public hearing open until the RSA transition takes place. RE: DRAFT SECONDARY SIX YEAR PLAN FOR FY24-29 Mr. Frydl gave the Board an update on the draft Secondary Six Year Plan for FY 2024- 2029. He shared the unpaved roads in the county that meet the criteria for paving. He said that Bingham Mountain Road and Simmons Gap Road were completed earlier than expected. This summer, South River Road and Icehouse Road are scheduled to be paved. He said that nexti in line would be three small paving projects on Welsh Run Road. Mr. Frydl said that there will be extra funds and staff recommends keeping them unallocated and able to apply to a different project in the future. He said that he was asking for the Board's concurrence and then VDOT will hold the public hearing in May. The Board concurred with the staff's recommendations. Board of Supervisors April 11,2023 Sheet 4 RE: DONATION FROM THE GREENE COUNTY RURITAN CLUB TO GREENE Mr. Norm Slezak and Mr. Bob Burkholder we present to discuss the dissolving of the Greene County Ruritan Club after more than 50 years. Mr. Slezak told the Board the Ruritan Club wanted to donate the remaining club funds of $61,395.35 to the Greene County Department of Parks and Recreation tol benefit the Greene County Community Park. The funds are to be used for the construction of a second picnic pavilion at the park. Mr. Burkholder told the Board it was the COUNTY PARKS AND RECREATION Ruritan Club that built the first one and donated it to the County. The Board thanked the Ruritan Club members there for all the dedicated service provided for the community as did Mr. Bullock on behalf of Parks and Recreation. MITIGATIONPLAN Mr. Ian Baxter of the Thomas Jefferson Planning District Commission presented the FEMA-approved Natural Hazard Mitigation Plan 2023 Update for the Thomas Jefferson Planning District. Mr. Baxter told the Board the Hazard Mitigation Plan's purpose is to reduce the loss of life, property damage, and disruption of commerce. Mr. Baxter said many Federal grants require the adoption of such ap plan that is updated every five years, including thel Hazard Mitigation Grant Program and the Building Resilient Infrastructure and Communities grant. The plan identifies hazards in our region and lays out specific mitigation actions related to those hazards. Mr. Bowman said he encourages the current Board members and future Board members to study the document and integrate it with the Capital Improvement Plan and the Comprehensive Plan. Upon motion by Steve Bowman, second by Marie Durrer and unanimous roll call vote, the Board approved the resolution to adopt the Regional Hazard Mitigation Plan 2023 update as presented. RE: RESOLUTION AUTHORIZE THE CHAIR TO EXECUTE AN AGREEMENT WITH ORANGECOUNTYTOPROVIDE: SERVICETO HOMESLOCATEDINORANGE COUNTY Mr. Kelley Kemp presented a resolution to the Board regarding 13 homes that are located within the County of Orange but are serviced by the Greene County Water system who might otherwise lose access to water once the RSA transition is finalized. Ms. Kemp noted the homeowners are miles away from any water line that originates in Orange County and will likely never be fed by any Orange County water line. Ms. Kemp said the state code allows a County to go outside its borders to provide water or sewer. The resolution effectively makes those 13 customers Greene County water customers once the transition occurs. Ms. Kemp said she believed they were added to the water line after Preddy Creek was built and their community well failed. She said those homeowners will pay the new Greene County water rates once the transition THAT ARE CURRENTLY CONNECTED TOTHE RSA WATER SYSTEM happens. Upon motion by Steve Bowman, second by Davis Lamb and unanimous roll call vote, the Board authorized the Chair to execute the agreement with Orange County to provide service to homes located in Orange County that are currently connected to the RSA water system. RE: SET BOARD OF SUPERVISORS MEETING FOR APRIL 17, 2023 FOR THE PURPOSE OF INTERVIEWING CANDIATES FOR THE COUNTY ADMINISTRATOR Ms. Garton asked the Board to set a date: for al Board of Supervisors meeting for the purpose ofinterviewing candidates for the County Administrator position. Virginia Code section 2.2-3712 outlines the procedures for a Board of Supervisors to go into a closed meeting. There is an exception that allows the governing body to do a closed meeting in a different manner ift they are interviewing candidates for their CAO position. It says specifically the provisions of the chapter don't apply for a closed meeting of any public body held solely for the purpose of interviewing candidates for the position of their chief administrative officer. Prior to any such closed meeting for the purpose of interviewing candidates, the public body shall announce, in an open meeting, that such closed meeting shall be held at a disclosed or undisclosed location within 15 days POSITION Board of Supervisors April 11,2 2023 Sheet 6 thereafter. The action the Board needs to take is to move to set the meeting on April 17, 2023, beginning at 8:00 a.m. at an undisclosed location for the purpose of interviewing candidates for the County Administrator position, as allowed by Virginia Code section 2.2-37121 B which allows you to set the meeting but not announce the place, where you would be allowed to go into closed meeting for that purpose and discuss the candidates and everything associated with the interview process. Upon motion by Steve Bowman, second by Marie Durrer and unanimous roll call vote, the Board set the meeting date of April 17, 2023, for the purpose of interviewing candidates for the County Administrator position at an undisclosed location. Ms. Heflin attended the Stanardsville Town Council meeting, which now begins at Mr. Bowman said he would attend the Jaunt meeting at 10:00 a.m. on April 12, as well as the School Board meeting at 7:00 p.m. that night and the Planning Commission meeting at 6:30 p.m. on April 19. Mr. Herring said the Thomas Jefferson Planning District Commission met April 6 and discussed the regional transit study. He said the Emergency Services Advisory Board will meet April 18. RE: OTHER ITEMS FROMTHE BOARD Ms. Heflin asked two questions regarding property assessments. Mr. Frydl said questions regarding property assessment should be directed to the Commissioner of Revenue's office. Ms. Heflin also asked ift there was a way to get a budget breakdown for the school division's budget to better understand how the money is spent. Mr. Herring suggested she reach out to the school division's finance director about that. Mr. Bowman said hel has two concerns about positions that were removed from the budget; one is aj part-time animal control officer and the other an emergency radio technician for the public safety radio project. Garton, Clerk Greene County Board of Supervisors Greene County Board of Supervisors Board of Supervisors April 11, 2023 Attachment A RESOLUTION COUNTY OF GREENE ADOPTION OF THE REGIONAL NATURAL HAZARD MITIGATION PLAN WHEREAS, the Disaster Mitigation Act of 2000, as amended, requires that local governments develop, adopt and update natural hazard mitigation plans in order to receive certain federal assistance; and, WHEREAS, the Thomas Jefferson Planning District's Regional Natural Hazard Mitigation WHEREAS, The County of Greene has been involved in the preparation of the Regional Natural Hazard Mitigation Plan, with Melissa Meador representing the County on the Working Group and working with TJPDC staff toi identify mitigation actions for inclusion in the plan, and, WHEREAS, the Virginia Department of Emergency Management (VDEM) and the Federal Emergency Management Agency (FEMA) have approved the plan with no changes Plan has been prepared in accordance with FEMA requirements at 44C.F.R. 201.6; and, recommended; and, WHEREAS, hazard mitigation is essential to protect life and property by reducing the NOWTHEREPORE BEI ITI RESOLVED, the County of Greene Board of Supervisors does potential for future damages and economic losses resulting fromi natural disasters; hereby adopt the Regional Natural Hazard Mitigation Plan.
