Locust Street, Covington, The meeting was called to order by Mayor Thomas H. Sibold, Jr. witha all members present as follows: Mayor Sibold, Vice Mayor David S. Crosier, Councilman Claiborne "C.J,"Entsminger, Jr., Councilman Raymond C. Hunter and Councilman S. Allan Tucker. Interim City Manager: Clay Goodman City Attorney: Mark Popovich The purpose of ther meeting was: (1) To consider 2 appointments to the Covington City School Board; (2)1 To consider first reading of Ordinance 0-19-071 Levying Reall Estate" Tax) Rate for 2019/2020; (3) To consider first reading ofOrdinance 0-19-08 Levying Personal Property/Machinery and" Tools Tax Rate for 2019/2020; (4)1 To consider first reading of Ordinance 0-19-061 regarding Adoption of FY: 2019/2020 Budget. Following ar roll call vote of Council, Mr. Bert Baker and Mr.. Jonathan Arritt were appointed to the Covington School Board for a 3-year term beginning July 1,2019 and ending. June 30, 2022. Other candidates included Mr." Temple Kessinger, Jr. andl Mr. Eddie Clemons. Upon ar motion by Vice Mayor Crosier, seconded by Mr. Tucker, Council voted 5t to Oto approve, on first reading, Ordinance 0-19-07 Levying Real Estate' Tax Rate for FY2019/2020. (No change to rate.) Mayor Sibold, FOR; Vicel Mayor Crosier, FOR; Mr. Entsminger, FOR; Mr. Hunter, FOR; Mr. Tucker, FOR. At this time, Mr. Goodman presented ar memo! he had received from! Melinda Snead-Johnson, Superintendent of Covington City Schools, regarding a request for ana additional $50,000 to adda special education teacher to the system. Vice Mayor Crosier inquired regarding thei impact to the budget. Mr. Goodman responded thati ift this amount was added tot the budget at this point,t the budget would have tol be re-advertised. He also noted that the anticipated $65,000 increase in revenue due to the recent general reassessment was in unallocated funds and at this time, $11,000 was designatedt to adding the "No Fault" program to the City'si insurance policy. There would possibly be $50,000 to allocate tot the Superintendent's request. Thel budget ordinance would need to be amended to reflect this change. Mayor Sibold noted the increase in cost tot the City ofCSA. Ast thisi is a mandated service, the City must provide the: funds. Following discussion, al motion was made by Vicel Mayor Crosier, seconded by Mr. Tucker, to approve, on first reading, Ordinance 0-19-061 regarding the FY 2019/2020 Budget amendedt tor reflect that $50,000 would be allocated to the School Budget with this amount beingt taken from the contingencies fund. At this time, Mr. Goodman presented information regarding the Sheriff's Office /Law Enforcement. He and Jon) Landford, Administrator of Alleghany County, recommended entering into negotiations for developing al Memorandum ofUnderstanding with the Sheriff, City of Covington and Alleghany County to address: (1) Funding for Sheriff Law Enforcement; (2) Regional Jaill Funding; and (3) Reconciliation ofb billings for joint services.
