A calledi meeting oft the Council for the City of Covington was held on' Tuesday, April 16, 2019 at 6:30 p.m. in Council Chambers ofCity Hall located at 333 W. Locust Street, Covington, The meeting was called to order by Mayor Thomas H. Sibold, Jr. with the following members present: Mayor Sibold, Vice Mayor David S. Crosier, Councilman C.J.I Entsminger, Jr., Councilman Raymond C. Hunter and Councilman S. Allan' Tucker. Thej purpose oft thei meeting was tol holda a work session regarding the FY 2019/20201 Budget. Mr. Goodman presented the draft budget for 2019/2020 to Council. He statedt that there are issues that need addressed butr not enough resources without at tax increase. Discussion andi information was held fore each City Department whichi included: (1) Sewer fund and utilities; (2) Need for a specific "snow event" budget;; (3)) Roofi replacement for the old armory building whichi is leaking ànd causing damage tot the walls andi newly renovated floor; (4) Roof at the Health Department is alsoi ini need of replacement. Alleghany County will assist with these costs; (5) School Bus Loti needs addressed; (6)I Nettingi is needed for thel ball fields att the Jackson River Sports Complex; (7) Casey Field needs tol be addressed for player safety. The. Jeter Watson Center needs addressed. Piping needs replaced (asbestos issues to deal with); Roofneeds) replaced ats a cost of approximately $300,000 and wood in the windowsi is deteriorating. This is al large building being used by several groups andl has many needs. Thel Drone Grant was noted to allowi for renovations at the old Edgemont School. VDOTis working with the City for replacement of the Rayon Bridge Project whichi is duet to begin in 2023. The cost to the City at this timei is approximately $444,000 which will need tos set As sludge collection system is needed and discussion was held: regarding chlorine safety issues. DEQ is requiring the City to use the camera on 20,0001 linear feet of pipe per year, Thel Budget for the Covington City Schools wasj presented att the called meeting on April g".
