IN PERSON IN THE COUNTY ADMINISTRATION BUILDING MEETING ROOM AND BY ZOOM VIDEO COMMUNICATION Present were: Marie Durrer, Chair Davis Lamb, Vice Chair Steve Catalano, Member Tim Goolsby, Member Francis McGuigan, Member Cathy Schafrik, County Administrator Kim Morris, Deputy Clerk Jim Frydi, Director of Planning and Zoning Melissa Meador, Director of Emergency Services Dan Chipman, Finance Director Staff present: RE: BUDGET WORKSHOP Ms. Schafrik shared with the Board how she balanced thel budget with thei tax cuts proposed at the last meeting. She shared the cuts that were made which included $190,000 from the Reassessment budget, cuts to the fuel line item despite rising fuel prices, cuts of additional subscriptions and resources requested by the Commonwealth's Attorney, $30,000 from the E911 budget, nearly $100,000 from the EMS budget, $25,000 from the Animal Control department, $80,000 from general property maintenance funds, the contingency budget was cut by $184,000 which leaves $125,000 and the school transfer was cut by $200,000. Ms. Schafrik also said that she took out the funding for one new position each ini the Sheriff's Office and EMS, leaving both with two new positions. She said that she left the salary increases in place as they are very important sO that we don't get back to the place we were inl before the pay study was implemented just ai few: months ago. She said that it is also important because we are not funding new positions and ifcurrent employees feel appreciated, they are more. likely to do the extra stuff. Ms. Schafrik said that by increasing the transient occupancy tax by 3 cents, we would add approximately $369,000 in additional revenue. She highlighted the success of securing almost $19 million in grants to support projects and infrastructure needs. She briefed the Board on answers to their questions from the last budget workshop. The incoming Treasurer, Dawn Lotts, answered several questions that the Board had regarding the increase ini their budget due to moving to two billings per year. They also discussed the increased workload in the office due to the water and sewer billing collection and the need for Board of Supervisors March 14, 2024 Sheet 2 an online ACH payment option. They discussed the delinquent collections process and the new RE: RESOLUTIONTOAUTHORIZB) THE ADVERTISING OFTHE PROPOSEDI BUDGET Upon motion by Steve Catalano, second by Davis Lamb and unanimous roll call vote, the Board adopted the resolution to authorize the advertisement of the proposed budget for fiscal year attorney they have engaged with tol help with the process.
