RE: MATTERS FROMTHE PUBLIC Ms. Gwen Baker was present to ask that a formal statement be made regarding the. Animal Shelter roofissue. She said that Mark Taylor did not follow proper procurement protocol and that she feels the County should hold him accountable. She said that the construction company should also be taken to court and not allowed to complete this project. They should also be required to return the money that was paid to them in March of 2022. Ms. Heather Dow was present to speak to the Board about her safety concerns regarding the intersection of Routes 29 and 609. She said that she has asked VDOT to take the same steps at this intersection as they did at an intersection at Shelby in Madison where they place rumble strips on both side of] Route 29 and large signs were installed indicating crossing traffic ahead with flashing yellow lights. There was also a reduce speed limit. She said that she did not hear back from VDOT regarding this request. Ms. Dow shared her ides for how to fix this safety issue. Ms. Paige Roberts was present to share her disappointment in the way that the Board dealt with Mark Taylor when she tried to tell them about his lies regarding the health insurance. She Board of Supervisors January 10, 2023 Sheet 5 said that he did not conduct performance evaluations for his staff but still gave raises and bonuses even to an employee who had received aj poor evaluation. She said that ift there were not lies, there was at least incompetence. There was a lack of oversight for this man by the Board. Shej pleaded with Ms. Garton to dig in and find Mark Taylor's malfeasances and fix our County. RE: PUBLIC HEARING TO CONSIDER THE ADOPTION OF AN ORDINANCE TO PROVIDE A REBATE FOR QUALIFYING VEHICLES ASSESSED IN CALENDAR YEAR 2022) BY RETURNING SURPLUS PERSONAL PROPERTYTAX REVENUES COLLECTED Ms. Stephanie Deal was present to share with the Board how her office will provide relief to citizens by providing a rebate for personal property tax to those accounts that had qualifying vehicles. She shared the process that she used to come up with the amount to be returned to accounts with qualifying vehicles in the amount of $1.7 million dollars. She also shared that she would start applying credits to the system in January and issue refunds and have the project INFY2022 AND FY 2023 FOR QUALIFYING VEHICLES completed by February. Mr. Herring thanked the Treasurer and Commissioner of Revenue for their work on this Mr. Bowman asked ifl Ms. Deal could say what the average refund would be. She said that ita averages $85 but some could be as high as $550. Ms. Deal said that, if there are delinquent project that the Board requested. balances, all refunds would be applied to those first. Mr. Herring asked how they would deal with questions from citizens regarding refunds. Ms. Deal said that she planned to have an email address created and would have a staff member monitor it. The public hearing was opened. Mr. Steven Kortpeter was present say that he isi in favor of these refunds. He also thanked the Board for their Retreat and said that it helped him to understand some of the things that they are trying to do. Mr. Doug Roberts was present to say that the Board has been very generous with taxpayer money when it comes to the new water department and providing raises and bonuses for county employees but the personal property tax rebate has taken many months and the Board is only refunding $0.70 cents on the dollar. He said that we need to lower the tax rate in Greene to match the tax rates in surrounding localities. The public hearing was closed. Mr. Lamb said that hel hopes that this refund will helpi people even thought iti is not a refund of 100%. RE: VDOT QUARTERLY REPORT Mr. Ed San Nicolas, Acting VDOT Resident Administrator, was present to share VDOT's quarterly report. Regarding the status of road and bridge projects, the Route 670 connector road add date is currently fall of 2025. This project is undergoing cost estimate and project schedule review. Mr. San Nicolas also added that VDOT is having an internal review of all projects to consider price adjustments due toinflation. With respect to. Route 638, Turkey Ridge Road bridge replacement, there are no changes to that schedule. Route 636, Goose Pond Road bridge replacement is a new project which has received preliminary engineering authorization with the next milestone being scoping with an add date of June of 2025. With respect to the rural rustic road project, Bingham Mountain Road and Simmons Gap Road are complete. They are both pending traffic engineering review. With regards to studies under review, the Gilbert Road speed study is inj progress and nearing completion. As far as construction activities, Route 29 and Route 33 intersection improvement continues. There is a storm water installation underway on Moore Road which is causing road closures intermittently between 8am and 3pm. Signal pole foundation pour and conduit installation is ongoing at this time. Also related to this project, and as requested by the staff, if you recall the dual right turn lane that was originally proposed on Route 33, which takes you onto Route 29 southbound was reduced to a single lane. But, one of the things that that was actually included int the project is called the IPS system whichi is basically as sign that's mounted onto the signal head of the northbound Route 29 left-turn lane onto Route 33 west which restricts U-turns at that left-turn lane on Route 29 during peak hours. This allows the optimal flow of the right turn lane onto Route 29 south. RE: VDOTDISCUSSION REGARDING ROUTE 609 AND ROUTE29 Mr. Steve Freeman, VDOT Traffic Engineer, was present to discuss recommended safety improvements to the intersection of Route 29 and Route 609, Fredericksburg Road. He shared Board of Supervisors January 10, 2023 Sheet 7 crash data for the intersection and said that the recommended improvements would help prevent crashes. VDOT is proposing the installation of a curb with delineator posts SO that you could no longer turn left from either side of Route 609 and you would not be able to go straight across, but you would still be able to turn left onto Fredericksburg Road from either direction on Route 29. Instead,ifyouy were trying to turn left, you would have to go out and make al U-turn. VDOT would lengthen the turn lanes at all of the affected areas. The Board had discussion regarding the recommended safety improvements. Mr. Lamb said that he did not feel that these improvements would help the situation. Ms. Durrer said that shei feels this proposal could make the situation worse. Ms. Heflin concurred with those statements as well. They recommended otherimprovements such as flashing lights, rumble strips and shaving down the banks. Mr. Bowman said that he understands the costs associated with aj project such as the one that was done in the Fauquier area, but he feels something similar needs to be done here. Mr. Frydl explained that the larger projects like the project in Fauquier have different funding channels which would take up to 8 years to be funded and completed. He said the VDOTi is trying to find the quickest improvements that will help the safety issues now. RE: CONSENT AGENDA Ms. Garton asked that 11. a. be voted on separately from the rest of the Consent Agenda. Minutes of previous meetings Ms. Garton explained that staffj just learned that there was an error in ai resolution that was passed on December 13th regarding the addition of a road into the secondary system of state highways. In order to be correct, it should state that Route 633 is being added, not renumbered. When the minutes are approved, the change to that resolution is being authorized. The resolution that was passed said it was al Resolution to Renumber Section of old Route 33. The title should be Resolution to Add Route 633 to the Secondary System of State Highways. There was aj paragraph int the original resolution that said, whereas, the road was once aj primary road route 33 and is now secondary which is not correct, sO that was removed. The language in thel last paragraph is changed from saying renumber thei route to add Route 633 as described ini the attached form and everything else is the same. RE: BYLAWS FOR CALENDAR YEAR 2023 The Board discussed revision to their) Bylaws for calendar year 2023. Ms. Garton said that, on page 2, section 2-3, item B, it says the chair shall be elected at the annual organizational meeting, immediately following any initial closed meeting. She said that is not what the Board does, SO she recommended it be changed to say the chair shall be elected at the annual organizational meeting. Ms. Kemp said that changes needed to made regarding meeting remotely to match the State Code. Ms. Heflin said that the Board should set a time limit of 10 minutes on presentations. Ms. Garton said that since that is not currently in the Bylaws, the Board could choose to make that an administrative choice. She said that she had just implemented that by asking staff to add (10 minutes) to a presentation agenda item. The Board discussed the idea of Board of Supervisors January 10, 2023 Sheet 9 starting meetings earlier, but decided against it. Ms. Garton said that page 7, section 5-1, the language saying items that are requested to be on the agenda must be submitted in writing eight working days prior to the meeting should be taken out as that is not the process. Also, the last paragraph says individuals and or departments wishing to provide information to the board after the stated deadline, which would be eight days before your meeting will be required to mail such information directly to the mailing addresses of individual board members with a copy to the county administrator's office. She said that this is not the process being followed and the language should be removed. The Board agreed to add ai meeting on March 2, 2023 beginning at 4:30p p.m. to discuss the search for a new County Administrator, a meeting on March 23, 2023 beginning at 8:00 a.m. fori interviews and a meeting on March 24, 2023 beginning at 8:00 a.m. fori interviews, the rest of the meeting if they did not wish to. ifneeded. RE: APPROVAL TO APPLY FOR THESAFER GRANT Ms. Beigie and Ms. Meador were present toj provide additional information as requested at the December 13th meeting and gain Board approval to apply for the SAFER grant. Itisa3-year grant which covers the salaries, fringes and PPE of staff fire fighters. After 3 years, those costs would have to be covered by the County. Ms. Beigie and Ms. Meador shared statistical data showing the unanswered calls of the volunteer fire departments. Option one is to do nothing. Option two is to request grant funding to staff 7 firefighters Monday through Friday 6:00 am to 6:00 p.m. State Code also requires a Fire Chief. They have also included about 10 part-time firefighters to fill in the blanks due to sickness, vacation etc. Option 3 is for 24/7 coverage and would require 15 full-time firefighters. Ms. Meador said that Greene County has very dedicated men and women in our volunteer fire departments, but it is becoming extremely difficult to remain a volunteer due to time, funding and training constraints. She said that, unless you are a full-time firefighter, it is very difficult to maintain the required certifications. The Board discussed the options at length. Ms. Meador said that her recommendation would be to apply for the 24/7 option with 15 full-time firefighters. There was discussion about the fact that we would need tol hire ai fire chief and that the County does not currently own any fire apparatus. There would also need to be housing arrangements made. Ms. Garton said that the Board could consider creating a specialized tax district that would The Board asked staffi for additional information and tabled the discussion until the. RE: APPROVAL OF AMENDMENT1 TOTHE COUNTY PROCUREMENT POLICY Ms. Kemp said that the Board recently updated the County's s Procurement Policy but staff has run into some administrative issues. She asked the Board to consider amending Section 2.1to authorize the County Administrator to sign contracts for less than $50,000 ift they were previously budgeted for. Board of Supervisors January 10, 2023 Sheet 13 RE: SUPPORT FOR DEPUTY SHERIFF COMP BOARD POSITIONS Ms. Garton explained that the County had received al letter from VACo that recommended localities write al letter to our State Legislators asking that they fund the correct number of deputies per locality as described in accordance with the formula from the State Compensation Board of one deputy per 1500 people. Greene could receive funding for 3 additional deputies. Upon motion by Steve Bowman, second by Davis Lamb, and a unanimous roll call vote, the Board authorized the Chair send letters on behalf of the Board supporting this request. RE: BOARDLIAISON REPORTS Mr. Bowman said that he attended the School Board meeting on December 14th where they passed their CIP with a five to zero vote. They also provided their staff al bonus. He said that he attended the Jaunt meeting on the 14th and they also have a meeting tomorrow and we should be getting some budget numbers for next fiscal year. He said he attended the Planning Commission meeting on December 21st via zoom because he wasn't feeling well and they passed two zoning requests and special use permits that will be coming to the Board in February. Ms. Heflin said that the Stanardsville Town Council met. Mr. Mike Payne is the new Mayor. They approved budget amendments to add allocations of ARPA funds for stormwater, winterization of the farmers market and snow removal on Celt Road. There was discussion of an April Town Hall for citizens. Mr. Herring said there will be as ESAB meeting next Tuesday. RE: COUNTY ADMINISTRATOR REPORT Ms. Garton said in regards to the pay study, we have received the contract from Baker Tilly, it is being reviewed and tweaked back and forth between legal staff and we should execute that within the next week. She said that staff has already started providing them some of the general documents that they need as background and to get started on that project. With regard to the search, tonight the Board approved the contract with Baker Tilly to do the County Administrator search. Staff has started providing them information to create the position brochure and the Board has given them guidance on how they want to manage the search. Ms. Garton said that we have had publicity based on the animal shelter roof. It should be apparent from the documents that were published with regard to the FOIA request that once it was brought to Ms. Garton's attention starting on October 10th, she and staff have been working to make sure the contractor has the required insurance, licenses and permits. She said he will not be allowed to work on the project further until he has acquired those things and that hel has a deadline to do that. She said that part oft the reason we proceeded the way we have is that half of the contract price was Board of Supervisors January 10, 2023 Sheet 14 advanced in March toward the materials, SO we've been trying to get that job finished, but it will be in accordance with local and state laws in terms of licenses and so forth. Ms. Garton said that the staff bonuses that the Board approved in December were issued in December. With regard to the RSA transition, Ms. Garton said we are moving along. Staff has observed the Virginia Department of Health inspection of the water treatment facility sO that we can be aware ofissues that they may have found in their inspection. We are still looking for some maintenance workers but Greg Lunsford has acquired acceptances on most of the rest of his staff. We need to get some equipment ordered and on site. Kelly Kemp has been working with legal counsel to review and finalize all of the legal documents that we need to get done. We currently have staff at the water treatment plant operating the plant and learning the processes. Lastly, Ms. Garton said that the Virginia Office of EMS has performed their inspection of the Greene County EMS department, which is required every two years in the Commonwealth of Virginia, and wej passed our inspection. Our EMS program representative described us as a model agency, and plans to recommend that his other agencies reach out to us to ascertain how we are approaching tasks. Every EMS program rep has 75 agencies assigned to him. So out of those 75 agencies, we are the only one that is currently fully staffed, which probably speaks to the management of the department, which is to Ms. Meador's credit. Ms. Meador said how proud she is of her staff, and Ms. Garton expressed, on behalf of! herself and the Board, how proud we are of all of the staff at the EMS department and how magnificently Ms. Meador has created a department from scratch that is clearly a model statewide. RE: OTHER ITEMS FROM THE BOARD Mr. Bowman asked that VDOT updates start being put on the County's website. He also asked stafft to come up with options and present them at the next Board meeting on how to recruit and retain volunteer firefighters. Ms. Garton requested more time for this request and allow staff until the first meeting inl February. Mr. Herring said that he would like the Board to discuss providing PPE for volunteers during the budget process to help alleviate some oft the financial burden from the volunteers. A COUNTY ADMINISTRATOR SEARCH WHEREAS, Greene County needs to hire a new County Administrator; and WHEREAS, the Board of Supervisors conducted their own search and held interviews on WHEREAS, the Board of Supervisors has determined that it would like to have a larger pool of candidates SO that the Board can select the candidate best suited to serve Greene County as its County Tuesday, December 20, 2022; and Administrator; and WHEREAS, the County ofGreene wishes to enter into an agreement with Baker Tilly to conduct NOW BE IT THEREFORE RESOLVED by the Board of Supervisors of Greene County that the Interim County Administrator is hereby authorized to enter into an agreement with Baker Tilly to asearch for its new County Administrator; conduct a search for the new County Administrator.
