IN PERSON IN THE COUNTY ADMINISTRATION BUILDING MEETING ROOM. AND BY ZOOM VIDEO COMMUNICATION  Present were:  Marie Durrer, Chair Dale Herring, Vice Chair Steve Bowman, Member Abbey Heflin, Member Davis Lamb, Member  Staff present:  Mark B. Taylor, County Administrator Kelley Kemp, Assistant County Attorney Kim Morris, Deputy Clerk Jim Frydl, Director ofl Planning and Zoning Tracy Morris, Director of] Finance  RE: CAPITAL IMPROVEMENT PLAN  Mr. Frydl presented the FY22/23 Capital Improvement Plan (CIP) to the Board. He said that a locality utilizes a CIP to coordinate investments in infrastructure, transportation and community facilities. The CIP provides the base data needed to create a long-term Capital Improvement Budget which typically has a 4-6-year horizon for expenditures. This plan is updated annually to reflect shifts in priorities and resources. The CIP should be consistent with the Comprehensive Plan to ensure that public investment ini infrastructure and community facilities  reinforces the desired land use pattern. Advantages to a CIP include:  Using tax dollars wisely Focusing on community needs and capabilities Obtaining community support Encouraging economic development Maintaining a stable financial program  Taking advantage of federal and state grants and loan programs  Mr. Frydl said that the Planning Commission reviewed the 2023 CIP and has recommended  approval by a 5-0 vote.    Board of Supervisors February 8, 2022 Sheet 2  Mr. Lamb said that one cent on the tax rate is worth $228,488 under the current year. Mr. Frydl said that is correct. Mr. Lamb said that he noticed that all 3 ofthe fire departments are going to need ai new hot water heater over the next few years. He said that he was curious ifit would be best to purchase them now to try to beat inflation. Mr. Frydl said that we can't possibly do every project on the CIP at once, but picking out projects like the hot water heaters that have lived their useful lives, setting aside the funds to make those repairs and improvements in whichever manner the Board chooses is a great planning tool to prioritize future needs versus current, urgent needs. Mr. Bowman said that he would suggest another advantage to using the CIP as a budget planning tool would be that the costs associated with some particularly expensive infrastructure upgrades can be spread out over a longer period of time. He asked why he did not see any information regarding the Sheriff's Office. Mr. Frydl said that the plan was updated with everything that was submitted. He said that some of the capital needs of the Sheriff's Office are already met through funded programs such as vehicles. That need is handled through the operational budget ini the vehicle replacement plan. Mr. Bowman said that the Sheriffreally needs anew! headquarters. Mr. Frydl said that the figure included in the CIP for the public safety building isa cooperative building which would include the Sheriff's Office. Mr. Bowman said that the schools have identified some capital projects such as the need for new roofs and windows, etc. Mr. Frydl said those projects are represented in this CIP. Mr. Frydl explained that some of the requests oft the schools may be able to come from the annual funding that we provide to them and some may be additional asks oft the Board. Mr. Bowman asked Mr. Taylor ifl he has met with the Superintendent and the Sheriff to discuss their issues, as well as the other Constitutional officers.  Mr. Taylor said that hel has not yet had that opportunity, but that he would.  Mr. Herring asked Mr. Frydl how the yearly breakdown of the projects listed in the CIP was determined. Mr. Frydl explained that some of the breakdown came from the facility study  and some of the information comes from the departments that are: requesting.  Mr. Bowman said that he is very supportive of the volunteer fire companies and wants to see them remain volunteer for as long as possible. He is concerned, though, that the County provides taxpayer dollars to not for profit, private corporations, outside of their regular budget allocations. Mr. Herring said that there needs tol be al level ofaccountability, not just with volunteer departments, but with any department, to show the level ofaccomplishment of projects that the Board chooses to fund. Mr. Frydl said that, with outside agencies, you can give them the funding requested for a project and the following year, if you were not pleased with their level of documentation, you may make a different decision about their funding. Mr. Taylor agreed and said that an MOU can be helpful in these types of situations. Mr. Herring said that it is also important that the Board be clear and precise in the explanations of each project sO that people in the community will understand. Mr. Frydl said that incremental appropriations would work well  tol help keep agencies and departments accountable.  There was discussion regarding the bulk purchase of turn out gear and other support gear for our volunteer fire departments and the County handing it out as needed. Mr. Taylor said that    Board of Supervisors February 8, 2022 Sheet 3  having a multi-year, rotating program for the purchase of gear such as this is a good idea. Mr. Bowman said that, if done at a county level, this could save funds that the volunteer fire departments could use elsewhere. Itis a way for the County to support volunteer agencies on a  different level.  Mr. Herring said that in order to make the CIP work through our budgetary process, the Board should look at the funding that is available with the requests and needs for the current year and then develop a plan to set aside some of that funding each year going forward for capital improvement projects. The Board must also determine which projects are the starting priority. Mr. Frydl said that is correct. He said that once the Board determines a list of priorities, he and Ms. Morris would meet with those departments to gather hard estimates and follow the proper procurement processes. Mr. Herring said that we could start the process this year as far as funding goes. Mr. Frydl said yes. Mr. Herring said that this would be a good use ofthe cigarette tax funds,  as that will be new: revenue.  There was further discussion regarding state funding and mandates.  Ms. Durrer thanked Mr. Frydl for his presentation and thanked the Planning Commission  for their work on the CIP. RE: CLOSED MEETING  Ms. Kemp read the proposed resolution for closed meeting. RE: COVID UPDATE  Mr. Taylor shared information from the Virginia Department of Health website regarding Covid-19. Mr. Taylor said that he was happy to see that the same statistics from the Covid update in. January showed a downward curve. The reported daily case count for Greene County is also  showing that the case counts are falling. RE: MATTERS FROMTHE PUBLIC  Mr. Mitch Miller was present to say that Ms. Heflin and Mr. Herring have been speaking with him to address the road issues in Dogwood Valley and he wanted the Board to know how  grateful hei is. Board of Supervisors February 8, 2022 Sheet 6  RE: UPDATE ON RADIO PROJECT  Mr. Rory Gledhill, Senior Project Manager ofl Motorola Solutions, was present to share an update with the Board regarding the County's upgrade to a 9 site, 5 Channel radio system for our public safety users. Also present was Josh Dwyer, Senior System Engineer, and Frank Kostello,  Senior Project Manager.  Mr. Gledhill said that this is combined system with Madison County. Itisa9 9 site, 5 channel system with 1 channel dedicated to GPS location services. With our current system, we have 2-3 channels for talk paths and the new system will double that. He said that there will be new tower sites at the Sheriff's Office and atl Pocosan Mountain. He shared the technical aspects of the project. Mr. Lamb asked if the new radios would cover everywhere in the County. Mr. Gledhill said that there will be a 95% coverage guarantee which drops to 92% inside buildings. He shared the technical information regarding the tower sites in the County. Mr. Gledhill said that  Madison County's project is progressing as well.  Mr. Josh Dwyer shared ai technical update ofl how this project would improve the dispatch center. He also shared how the backup system would function. Mr. Bowman asked about the long-term recording capabilities. Mr. Dwyer said thati is the AIS which is the interface tot the third- party recording equipment which can be set up to follow the County's record retention rules. Mr. Bowman asked ifit would need upgrades to support trunk logging. Mr. Dwyer said that it would have everything we need for trunk logging. Mr. Dwyer shared the technical aspects of microwave backhaul which is the redundancy system between the two Counties. He said that the foundation ist there for this system to grow which is al bigi improvement to our current system. Mr. Dwyers said that the coverage-guarantee for a portable in street radio is 95% round-trip. He said that the coverage-guarantee for inside of building is 92%. Mr. Bowman asked about BDA's being available in big box stores and whether or not that had been looked at. Mr. Dwyer said that Motorola intends to test some of those buildings. Mr. Bowman asked if we could add those in the future. Mr. Dwyer said that it would be a different system but Motorola could certainly investigate that possibility. Mr. Bowman asked ift there would be interoperability outside of the County. He asked if there has been any discussion about linking our P25 system with that of surrounding localities. He asked if Motorola could give us a price to do SO. Mr. Dwyer said that they could certainlyinvestigate that. Mr. Bowman said that he feels that it would be critical to be able to have the interoperability with the other 7 localities who already have that technology in place. Mr. Bowman also discussed fleet mapping and code plugs. He said that the Sheriff's Office and fire departments need to have input about that issue. Mr. Dwyer shared the coverage footprint oft the additional radios that EMS staff will use. Mr. Bowman asked if they had secured the final VHF frequency needed for the system. Mr. Dwyer said they are currently in licensing. Mr. Bowman said that he would like to give credit to Ms. Meador and Mr. Frydl regarding the Pocosan Mountain and Flattop Mountain sites for their negotiations to make those sites possible. Mr. Bowman asked whether or not the equipment issues had been resolved regarding fire and EMS. Mr. Dwyer said that those issues are being addressed with the fleet mapping. Mr. Bowman asked if they were going tol keep at least one oft the VHF frequencies in narrow band mode for emergencies after they configure the system. He also asked ifthey would tie the fire and EMS dispatch and marry those    Board of Supervisors February 8, 2022 Sheet 7  together from a trunk talk group to one of those frequencies that are currently used for fire and EMS. Mr. Dwyer said that they could remain in service. Mr. Bowman asked ift the equipment has  already been delivered to the radio shop. Mr. Gledhill said that it has been.  Mr. Gledhill said that they anticipate moving through the site development phase of this project and anticipates being finished with this phase by July. This pushes us into a September timeframe for functional testing. Mr. Bowman said that he feels that it is good that the functional testing be done early, when the leaves are still on the trees. He asked how they plan to do that testing. Mr. Gledhill said that the do have a contractual requirement to do full foliage testing. Mr.  Dwyer said that they use the grid method of testing.  Ms. Durrer thanked Motorola for their presentation and update.  RE: FINANCE QUARTERLYUPDAIE  Ms. Morris presented the unaudited first quarter financial report ending September 30, 2021. The report compares the year-to-date revenues and expenditures for fiscal year 2022 to the current budget. The report also provides the previous fiscal year revenues and expenditures. The Contingency line item has a balance of $249,078.37. Supplemental Appropriations have been approved in the amount of $1,360,396.44. This number includes amounts for grants, donations, and carryover programs. The Cash balance pert the Treasurer's report tot the Board as of September  30, 2021 is $16,203,244.56.  The Revenue Detail Summary report provides detail for all revenue categories. The Real Property Tax chart compares the current revenues and budget to the previous fiscal year. Tax collections are twice a year in December 2021 and June 2022. Real property tax has an increase of$163,939.48 from FY '21 to FY '22. The Personal Property Tax chart compares the current revenues and budget to the previous fiscal year. Personal property tax has an increase of $279,803.55 from FY '21 to FY '22. Ms. Morris shared a chart showing the remaining Selected Local Tax Revenue Categories compared to the previous fiscal year. This includes local sales & use tax, hotel and motel room taxes, restaurant food taxes and permits and other licenses. Local Sales & Use Tax has an increase of $54,612.57, Hotel and Motel Room Tax has a decrease of $48,727.61, Restaurant Food tax has an increase of $84,447.82, and Permits and Other Licenses has an increase of$74,099.24overt the revenue collected last fiscal year. Ms. Morris shared a chart that represents the General Fund Selected Local Tax Revenue Categories compared tot thej previous fiscal year revenue. The chart shows that all categories have increased over the previous fiscal year with the exception ofHotel and Motel Room Tax. Ms. Morris shared a chart that represents the General Fund Local Tax Revenue categories for five fiscal years - FY 18, 19,20, 21 and 22. The chart displays a decrease in Real Property taxes in FY 21, a decrease in Personal Property taxes inj FY21, a decrease in Hotel and Motel Room taxes inl FY22 and a decrease inl Permits and Other Licenses in FY21. Local Sales and Use taxes and Restaurant and Food taxes have increased  each fiscal year.  The Expenditure Detail Summary provides detail for all Expenditure Categories. Ms. Morris shared a chart that represents each fund as a percentage of the total year to date    Board of Supervisors February 8, 2022 Sheet 8  expenditures. The total spent to date for all funds is $22,610,057.56. The breakdown of  percentages are as follows:  General Fund Social Services CSA Solid Waste Schools Capital Projects  49% 2% 2% 2% 38% 7%  School Construction and Debt Service are all 0%. The actual number is less than 1% for Ms. Morris shared a chart that showed the year-to-date expenditures for the General Fund Categories. These are the major categories oft the general fund. The percentages are as follows:  each category and iti is shown on the graph as 0%.  General GovtAdministration Judicial Administration Public Safety Public Works Health & Welfare Education - PVCC Parks & Recreation Community Development Non-Departmental  6% 2% 24% 3% 1% 1% 3% 60%  0% (The actual number is less than 1% and it is  shown on the graph as 0%.)  Ms. Morris shared a chart that represents the year-to-date expenditures for the General Fund Categories trending above the first quarter appropriation. The target percentage for this quarter is 25% spent of the year-to-date budget. General Fund expenditures are being spent at 28.06% of budget. There are three categories trending above the first quarter appropriation. Public Safety includes the quarterly payments for the Regional Jail per our commitment and the payment to the Volunteer Fire Company for the truck replacement program. Public Works includes payment to complete the EMS building. Non-Departmental includes the transfers made to Schools, Social Services, CSA and Capital Projects and these amounts vary from month to  month.  Mr. Herring said that we are at 28% usage oft the budget rather than 25% because there are large expenditures in the beginning of the first quarter and it will even out as the year progresses. Ms. Morris said that is correct. Mr. Herring asked about the Personal Property tax and whether or not the increase in the vehicle assessments is reflected in this information. Ms. Morris said not to her knowledge. She said that is potentially higher because some people pay early and it may also  include late payments made after June. Board of Supervisors February 8, 2022 Sheet 9  RE: APPROVAL OF AMENDMENTS TO THE GREENE COUNTY ORDINANCE REGARDING DISTRICT BOUNDARY LINES AND NAMES AND LOCATIONS OF Mr. Taylor said that we are at the point in this process where we have followed the prescribed notice procedure, kept the public comment period open for more than 30 days and held a public hearing. We are now ready to have action by the Board. Mr. Bowman asked if the boundary lines could be moved for a small group of people. Ms. Lewis-Fowler said that if we were to do that, she believed it would put us back at the beginning of this process. Mr. Herring said that there will be many people that may want to have the lines redrawn to suit their needs. Mr. Frydl said that thel boundaries are selected by discernable things such as streets and the districts  CERTAIN POLLING PLACES  are based upon equal amounts of voters in each district.  Upon motion by Mr. Herring, second by Davis Lamb and unanimous roll call vote, the Board approved the amendments tot the Greene County Ordinance regarding district boundary lines  and locations of certain polling places as presented. RE: DESIGNATION OF ARPA FUNDS FOR VOLUNTEER FIRE DEPARTMENTS Mr. Taylor said that this matter is before the Board in response to requests received from volunteer fire companies in connection with ARPA funds. He said the he and Ms. Morris have reviewed the ARPA guidance and requirements. The appropriation of ARPA funds to mitigate the loss of fundraising and donation monies because oft the pandemic is allowed. Ms. Morris asked each oft the volunteer fire departments for their data to show these losses. The additional data was  received from Dyke and Stanardsville Volunteer Fire Departments.  Upon motion by Steve Bowman, second by Dale Herring and unanimous roll call vote, the Board approved the resolution to appropriate ARPA funds to mitigate negative economic impacts of Covid-19 upon the Dyke Volunteer Fire Department in the amount of $4,791.89. RE: BOARDI LIAISON REPORTS  Mr. Bowman said the Board ofZoning Appeals met and selected as the Chair, Lyle Durrer and Vice Chair, Mark Kelpe. The School Board held a budget work session. The discussion centered around the difficulty in filling positions. The estimated number of children attending in  the upcoming school yeari is 2820.  Mr. Lamb said that he met with Culpeper Soil and Water and they have new programs Mr. Herring said Thomas Jefferson Planning District Commission was postponed until this Thursday. Emergency Services Advisory Board will meet next Tuesday at 6:00. Both meetings  coming out and Greene County needs to get involved.  will be livestreamed.  Ms. Durrer said that there will be a meeting oft the Central Virginia Regional Jail Board on  Thursday and she and the Sheriff will attend. RE: COUNTY ADMINISTRATOR UPDATE  Mr. Taylor shared that the County is seeking to update the equipment in the County Meeting Room and the livestreaming platform to make the Board meeting transmissions more effective. We need to improve the video and audio quality oft the meeting for those who wish to participate from home. He shared some quotes with the Board from Granicus, our current livestreaming and board packet building platform, and RTW Media to upgrade the camera, microphones and soundboard to improve the audiovisual quality of our output. These upgrades could be an ARPA fund expenditure. Mr. Herring said that he was part ofthe initial system install, which was designed to be able to be updated with better hardware. Mr. Bowman asked about having to move to an alternate venue and whether or not this system could be used. Mr. Herring said that it could not. He said that we would need additional equipment and a dedicated cellular connection. Mr. Bowman said that we need to do something because he believes that there will always be a virtual option required. He asked about the life of the system. Mr. Herring said that any time he specs out anything, iti is for 5 years. Mr. Taylor said that he wanted to bring the issue forward for the Board to consider taking action at an upcoming meeting. Mr. Herring said that we should consider adding a dedicated computer and an alternative to the Barco system to this quote    Board of Supervisors February 8, 2022 Sheet 11  which will fix some of the current issues we are having and also look into the option of remote control. Mr. Frydl said that those issues will be addressed with the recommended upgrades. Ms. Heflin asked ift the upgraded system will be able to be supported by the internet in this room. Mr. Herring said that the County's internet bandwidth has been improved. Ms. Heflin asked if this would replace Zoom. Mr. Frydl said that it would integrate Zoom to allow hybrid meetings. Mr.  Bowman suggested that this be plaçed on the next agenda for action.  Mr. Taylor shared that the: new Parks & Recreation Connection brochure is out. He shared pictures from ai recent craft class that was held in the County Meeting Room. Hei thanked the Parks  and Recreation team for their service to the community.  Mr. Taylor said that the next Board meeting scheduled for February 22, 2022 has a very light agenda due to the deferral ofaj public hearing by the applicant. He said that we may need to have a closed meeting and a short consent agenda, SO we could either cancel the meeting or convene earlier int the day. It was the consensus ofthe Board tol hold thel February 22, 2022 meeting  at2 2:30 p.m.  RE: OTHER ITEMS FROM THE BOARD  Mr. Bowman said that he had received a call from a gentleman named Mr. Mark Mullens, ar resident of Greene Landing. He shared his concern about the condition of Wilhoits Mill Road. Mr. Lamb explained that the road is in both Greene and Orange Counties. Mr. Frydl said that it is as state road. The developer thati is building the new neighborhood in that area had asked for Greene County to write a resolution of support to Orange County to have that road included in Orange County's Secondary Road Pave-In-Place Program. The Orange County Board chose to noti include iti in their program. There was a property owner that did not want to provide the right-of-way that would be necessary for those improvements SO Orange County deferred to that land owner. Until Orange County is willing to have negotiations with some oft the property owners, he is not sure  how it will move forward. RE: ADJOURN Board meeting was adjourned.
